Full Document Link >> http://www.trai.gov.in/WriteReadData/WhatsNew/Documents/PR--VAS%20(1)10july13.pdf Now customer consent for VAS activation will be needed to be taken twice, once by telecom operator & second through third party operated consent gateway! VAS activation procedure to include all forms of activations and scenarios –OBD, IVRS, WAP, Mobile Internet, USSD, SMS, Tele-calling and any other mode of activation. The service provider has to provide a system which takes a second consent from the customer before providing a value added service through any means- OBD, IVRS, WAP, Mobile Internet, USSD, SMS, Tele-calling or any other mode of activation. The first offer of a service is on the service providers’ platform and a second confirmation from the customer is through a dedicated consent gateway which is owned by a third party and not by the service provider. It is only after receiving a second confirmation from the customer, that the service provider shall activate the value added service. Common de-activation procedure using toll Free Common Short Code 155223. (all requests for de-activation to be completed in 4 hours) The deactivation procedure to be publicized through advertisements in newspapers, updation in the website and SMS blasts. 24hrs before auto renewals of the VAS services, information about renewals to be provided to the customers, through SMS and Outbound Dialing (OBD). In case of wrong activation, the amount shall be refunded within 24 hours of the customer's request. Such customer requests should be within 24 hours for value added services with validity of more than one day and within 6 hours for value added services with validity of one day. In case of USSD and SMS mode of activation, no activation response time should be greater than 10 seconds and 60 minutes respectively and in case of non-response, the same should be treated as ‘no activation required’. Upon activation of VAS service, the de-activation number, the validity of the VAS service and charges for renewal should be explicitly informed. Monthly report on activations, de-activations and complaints received and their redressal to be submitted to TRAI.

1 pointFor those who are deciding between HTC One and Samsung Galaxy S4; here's my comparison report after a couple of months usage of both handsets. I have the Sprint CDMA version for both, of-course on Reliance CDMA now The best thing about the HTC One is its look and feel. With all Samsung Galaxy handsets looking similar, S4 will look like it belongs on a far more downmarket phone. HTC One on the other hand stands out from the rest of the crowd and gets more attention as it doesn't have the common look like a Galaxy or even an iPhone. When I was at the Burj Khalifa (Dubai) in early May, a foreigner there saw the HTC One in my hands and screamed "hey look... its the new HTC handset!" - I don't think he would have noticed if I was using a Galaxy S4. The replaceable battery option does get some points for Galaxy S4 though. Since I had used a Galaxy S3 before, the S4's rectangular boxy shape did not feel that comfortable as the S3's under body cover is more curvy and hence more comfortable. Anyway the S4 is more comfortable to hold than the HTC One for me as it feels to have more grip. The Ones power button is on the top left edge, and doesnt really extend from the phones surface at all. So if you are upgrading from a handset like S3, it will take some time to get used to it and especially the navigation buttons. Even though the screen size difference is only 0.3", I do feel it makes a good difference as the HTC One screen looks a bit more cramped when you look at it many days after using the S4. So a big advantage there for the S4 over HTC One. Feature-wise Samsung Galaxy S4 has load of cool features but in the 2 months of usage I had, the only time I used those "cool" features were when I was showing off the handset to someone or when they asked me about those features. Yes, they do work fine and not just gimmicks, its just not really going to be used all the time. Those "cool" features do take up battery life as well. Camera had mixed results for me. Some pics looked better on HTC One while some looked better on S4. The HTC Ones colors are more accurate in my opinion and more crisper. Overall, I would say the HTC One is better for low-lit conditions. Battery life feels more or less the same with both handsets. BlinkFeed on the HTC One was kind of weird for me in the beginning but eventually I started liking it. Make sure you filter the sources that you require to make it better. I still like TouchWiz navigation than HTC Sense, maybe that has something to do with the fact that I was used to it before with the S3. I have seen many reporting over-heating problem with the GSM Galaxy S4 but I haven't noticed any over-heating issue with the Galaxy S4 CDMA (mine is Sprint). The most disappointing aspect of both HTC One CDMA and Galaxy is that SVDO (Simultaneous Voice and EV-DO) has been removed which was present in Samsung Galaxy S3 and HTC EVO 4G LTE. The reason behind it is that they added simultaneous voice support for LTE which is more popular now in US than EVDO. So the 3G (EVDO) data session will get cut off when you make or receive a call. EVDO works great on both handsets. I have run these tests on both handsets together at the same time... Galaxy S4: HTC One: I have heard some people say that EVDO is faster on HTC handsets but in my opinion it just varies. I have done EVDO speed tests on both handsets together at the same time during different time of the day/night and have seen varying results. However I do notice that HTC One had more reception signal strength as per the dBm ratings checked together at the same time: (the dBM value is in -ve, so the lesser (to 0) the better)

1 pointNew complaint number to get unwanted mobile VAS deactivated. Telecom consumers can now register complaint about wrongful activation of value added services (VAS) like mobile Internet and caller tunes on a new common number, 155223, for all operators. Telecom operators will have to refund the amount charged for such activation of services if consumers inform about it within 24 hours on this common number. The service has been put in place by telecom operators jointly after telecom regulator Trai refused to give them any leeway in such cases from February 2. Operators reported compliance to Telecom Regulatory Authority of India on February 1. "A common solution has now been devised for all of industry which will enable simple and easy exit. It came onto force on February 1," Trai Chairman Rahul Khullar told PTI. Subscribers who have been using any value added services beyond 24 hours can also request for deactivation of service on this number. Telecom operator will have to deactivate service within four hours of getting phone call but the customer will not be eligible to claim refund in such cases. On July 4, 2011 Trai directed telecom operators to obtain explicit consent of consumers "through consumer originated SMS or e-mail or FAX or in writing within 24 hrs of activation of the value added service and charge the consumer only if the confirmation is received from him" for subscribing it. The industry has objected to this direction and estimated Rs 12,000 crore revenue loss and over 10,000 job loss on complying with the direction. After failing to convince the regulator, industry body representing GSM players COAI approached telecom tribunal TDSAT but lost. The Telecom Disputes Settlement and Appellate Tribunal (TDSAT) gave telecom operators three months time (till February 2) to comply with the direction. As per the rule, operators will have to take consent of subscribers before activating any VAS and deactivate it without charging for it if no consent is received from them. But, as usual Trai/TDSAT has set a very good loophole in this rule... -----24 HOURS, else eaten money is operator's only----- In my example, Vodafone has activated CRBT to my mom's secondary number without any SMS notification or anything, but since she rarely used that number for incoming, we came to know this only after four days. Further the activation by SMS is also a loophole. CC will blame you that "We have received SMS from you and then only we have activated VAS". You can prove that you have received one SMS, but how can you prove that you have NOT sent any SMS, as they can fake their system has got SMS from you??? All we can do is wait and watch...

The first application to use this payment mode is "RIM-Bill Payment", a service that facilitates Reliance IndiaMobile subscribers to pay their mobile bill at the touch of a mobile phone button from the R World. The solution works by setting up a secure connection over the air between a Reliance IndiaMobile handset and the mobile payment gateway of Citibank. RIM Bill Payment is a wireless data application under the R World suite of data services available on Reliance IndiaMobile handsets. Using the facility, customers can view billing details and make payment by entering a personal four digit PIN for security and authentication. The service also provides the facility to check details of the last transaction. All Visa, MasterCard and Diners Club credit cards can be used for the transaction. "With this new feature added to R World service portfolio, RIM customers have the convenience of paying RIM bill anytime, anywhere", said Mahesh Prasad, President, President, Applications Solutions Group, Reliance Infocomm Ltd. This arguably is one of the most simple and convenient ways of paying bills remotely. Apart from the ease of use, this innovative application provides many benefits to RIM customers - · Ability to pay anytime anywhere, · Option to Store Card details through a one-time sign up process or to enter card details at the time of transaction without storage. · Free credit period of up to 50 days · Rewards points on credit card as a result of the usage. · What's more - this service currently comes free of charge to the customer! Citibank Credit card customers have a special inaugural privilege. All Reliance bill payments made through the R World application with their Citibank credit would earn double the reward points till March 31, 2004. "The transmission of data in Reliance IndiaMobile network is more secure than conventional channels due to multiple layers of security. CDMA air-interface, through which the data is transmitted, automatically scrambles voice and data, making interception nearly impossible. The second level of protection is provided by 128-bit encryption and secure socket layer (SSL), which ensures data is transmitted from the handsets in encrypted form. The third level of security is provided by the fact that Reliance IndiaMobile handsets are hardwired to communicate only with Reliance Application Platform (RAP), which is secured behind impregnable firewalls and physically located in the highly secure data centers operated by Reliance Infocomm. And lastly, all critical customer data like PIN and credit card number are always stored and transmitted in encrypted formats," Mr. Prasad added.
