First check your ac2746 is A type datacard or B type. If it is B type then it cant be unlock. If a then you can use by putting a sim slot in it and do unlock through a local shop. Is samsung digging it's own grave? IMHO samsung has became so popular because of developers interest. Motorola is example of fate of a product and company with locked bootloader and loads of restrictions. If android became so restrictive I am sure ios or wp8 would be choice of many as they are stable and less power intensive os.
