    before using superlative like "best", we need to be sure what the OP wants... May be: 1. he doesnt want to use thether 2. he knows how to use TB and block OTA / he likes to root phone to customize as per his needs 3. he knows concept of "high risk high reward" and doesnt want warranty 4. he himself is importing / competent enough to help himself ( check his post count and join date) / he does programming for kicks 5. importing handset / programming them / carrying something unique gives him pleasure and tech-orgasms so unless OPs "intentions" are more clear... we wont be able to suggest "best" phone i reckon.

    Htc desire 816 dual sim. best option for CDMA even for rev B as well as gsm till date. and i would suggest you never go for imported phone because you will face lot of problems like:- 1. most of the imported phones don't support wifi tethering. for this you have to root your phone and do many things which also doesn't work sometimes. 2. If you will update then this won't support data(specially for CDMA,). very risky to update. 3. No warranty. 4. very rare seller supports after sale. 5. finally you will loose your peace of mind. Now a days in India, there are many options for cdma handsets as well:- 1. htc desire 816 dual sim (23000/-) - support rev B 2. htc e8 dual sim (32000-33000)-support rev B 3. htc one 802d dual sim (30000-33000)-support rev B 4. htc desire 700 dual sim (18000-19000)- support rev B (but not truely), fluctuate from rev B to A always. 5. htc desire 601c dual sim (20000-22000)- rev A 6. htc desire 516c dual sim (12990 fixed)- rev A All above handsets support cdma as well as gsm and available in market.

    GSM Clean Unlock with Wi-FI Tether for ZVD Backup all the files you want from the phone as this requires a complete stock state. Flash ZVD using LG Flash tool, or ZVC if you dont happen to have ZVD, and let the phone update to ZVD, Please do not update the phone to ZVE as the update only improves performance for SPRINT customers and we have not use of that update. Change mode to RUIM.Pref using DFS Root the phone using the ioroot from here. Once rooted install Root Explorer. Download carrier.rar it and copy the carrier.rar to your phones sd card. Install Rar on to your phone and unrar the carrier folder, do not go inside the folder and extract, make sure you extract the whole carrier folder, now run Root Explorer and copy the extracted carrier folder and paste it in root of the phone, it will prompt you that the file system is read only, do you wish to change mode to read and write, select yes and proceed, it will again prompt you if you want the carrier folder to be replaced, select yes, once copied change permission of the carrier folder as shown below in the pic. Delete telephony.db file from /data/data/com.adroid.settings.telephony/database/"telephony.db" --> this file. reboot your phone. Install Rom Toolbox Lite and use the build.prop editor and search ro.build.target_operator, change value from "SPR" to "spr" without quotes and reboot the phone, now install Radio Switcher, run it and change mode to GSM auto (PRL), reboot. Now change value of ro.build.target_operator=spr to SPR and SWITCH off the phone, pop in your GSM sim and switch on your phone. Thats it. For Activate phone bypass rename OmaDmclient.apk and OmaDMclient.odex to OmaDmclient.apk.bak and OmaDMclient.odex.bak respectively. Now GSM data will work with WIFI Tether. CDMA only Voice and SMS. for cdma data you have to change the ro.build.tyarget_operator=SPR to spr, but you need to dial 0 before any number else the phone dialer will crash and no wifi tether for this hack.     I suggest you go for HTC Desire 816 dual sim. It's very fast, has good cameras (13 MP and 5 MP), doesn't protest even when multiple windows are open. The only drawback is that it has 8 GB of internal storage. Of this, you get about 3.9 GB for your apps. So pop in a 32 GB memory card and get going. Has a lot of apps preinstalled (like LinkedIn, Facebook, Twitter and Chrome). I bought it for Rs 22,500 in Bangalore, a flap cover included.
