    One line of thought is if lower base rate is translated into lower tariff (compared to GSM voice calls) that may bring back users to cdma. After all what is the point in packing all the users in the GSM sector leaving the cdma traffic free

    ^^^^^ Yes, Tata allows porting from their CDMA to GSM service, but not vice-versa...
