Reliance Info to raise $300 mn loan January 09, 2006 16:25 IST - Rediff.com Reliance Infocomm, an Anil Ambani group company, is likely to clinch next week a $300 million foreign loan to repay previous high cost debts. The mobile operator will sign the agreement for this loan by January 15. Thirty global banks have been involved in arranging the loan spread over 5-7 years, banking sources said. When contacted, Reliance Infocomm officials declined to comment. The entire $300 million syndicated foreign currency loan is likely to bear an interest rate of less than Libor+100 basis points. The proposed loan will be used to repay the company's earlier $300 million dollar loan, which was raised at a higher rate of Libor plus 200 basis point, sources said, adding this will directly result in a saving of 100 basis points above Libor, which in turn will go a long way in improving the bottlomline and profitability of the company. The lead arranger for the proposed loan would be Citibank, ABN Amro, HSBC, Standard Chartered Bank, BNP Paribas, DBS, ING and Calyon. The offer has received fantastic response from the bankers and 30 banks from countries like Japan, Taiwan, China, Indonesia, Bank of Sumitomo, China Trust Bank, Rabobank and KfW participated in raising the loan, among others. Investment banking sources said considering that it is just a $300 million loan, the wide participation of banks in its shows the credibility of the company in the global financial market. With the competitive rate at which the company has been able to raise this amount, sources said such rates were only offered to AAA rated corporates. The old $300 million syndicated loan was arranged by a consortium of eight banks: ABN-AMRO NV, Australia and New Zealand Banking Group, Bank of Baroda, BNP Paribas, DBS Bank, ICICI Bank, Mashreqbank and Rabobank. Reliance Infocomm, which offers CDMA-based mobile services, has pan-India presence and has 1.3 crore (13 million) subscribers. As a Unified Access Service provider, it also operates fixed line and fixed wireless services. -

OneIndia plan caught in rural-urban divide - Rediff.com Joji Thomas Philip in New Delhi | January 06, 2006 10:10 IST Communications Minister Dayanidhi Maran's much touted OneIndia plan of uniform tariffs across the country may lower the call rates for urban India but may push up rural India's telephone bill by as much as 50 per cent. The government intends to retain the current tariff of Rs 1.20 for a three-minute local call (40 paise per minute) across all regions, which would mean a 50 per cent increase in tariffs for rural customers, who, at present, pay a subsidised tariff of 80 paise. According to sources in the state-owned telecom companies, even at Re 1, rural India's cost per call will increase 20 per cent, while the urban consumers would be paying 20 per cent less than the existing tariff. As a third of BSNL's customers are from rural areas, the policy can result in 15 million users paying higher tariffs for local calls. "The argument that long-distance will be cheaper does not apply here, as 75 per cent of BSNL's rural subscribers have not opted for STD facility," said a company executive. According to BSNL sources, the PSU was also not in a position to revise the pulse rates for local calls or increase rentals under the policy as this would result in higher tariffs for subscribers in both urban and rural India, with the latter bearing the brunt. OneIndia will also result in both BSNL and Mahanagar Telephone Nigam Ltd (it operates only in Delhi and Mumbai) having to rework their schemes for users who pay higher rentals to avail discounts on the local call rates. If uniform tariffs are in place, the PSU may not be able to continue these schemes, BSNL sources said. Yet another issue that confronts BSNL is the fact that it has over 2.2 million STD booths across the country. "Uniform STD tariffs of about Re 1 per minute will mean that commissions will become minimal and, even after improved traffic, it will become difficult to sustain this business model," the BSNL official added. BSNL had earlier said that it would face a revenue loss of about Rs 4,500 crore (Rs 45 billion) in the first year if OneIndia was implemented. Now, Lifetime Rental Free on Reliance Postpaid DAKC (Dhirubhai Ambani Knowledge City), Navi Mumbai, January 06, 2006 India's largest private sector wireless operator Reliance Infocomm today launched a Lifetime Rental Free plan for its postpaid subscribers, close on the heels of its lifetime incoming free for prepaid. The company's Plan Life900 involves just a one-time payment of Rs 900 (plus, monthly CLIP charges of Rs 50). The subscriber will not have to pay any more rentals at any point of time under this plan. "The beauty of the plan is its simple tariff structure. The calling rate to Reliance IndiaMobile, Reliance fixed wireless phone (FWP) and fixed line is just 99 paise-a-minute within the state. Calls to all other local phones, including fixed lines, will cost at Rs 1.99. The STD tariff is pegged at Rs 1.99 to any phone, anywhere in the country," said S P Shukla, President - Wireless, Reliance Infocomm. The plan also has an optional monthly Mobile Pack of Rs.25, which allows local mobile calls at 99p. "As a New Year special offer, the monthly Mobile pack will be waived off for life for all customers opting for this plan by January 31, 2006," he added. Mobile firms may spoil govt's OneIndia party - rediff.com Joji Thomas Philip in New Delhi | January 04, 2006 11:55 IST Akin to the government's "OneIndia" policy, all private cellular operators are likely to announce uniform call rates across the country. But they may announce this before the government officially unveils the policy. "With market forces demanding that operators slash tariffs, OneIndia, when launched, may only cater for bringing uniform tariffs for long distance landline calls from BSNL and MTNL," said an executive from the cellular operators' association. According to the OneIndia plan, the country will have a uniform STD slab for both fixed line and mobile services, irrespective of distance of calls. There may be separate uniform slabs for local calls, which are within a radius of 50 km. CDMA major Reliance Infocomm has been the first off the block, with its recently-launched "One Nation One Tariff" plan, under which calls to anywhere within the country are charged at Re 1 per minute (Infocomm had a similar plan in place as early as September 2004, for its post-paid users). Hutch and Idea, too, have been offering STDs for less than Re 1 in select circles since August 2004. Executives of these operators said the reduced tariffs would soon be extended to subscribers across the country. Besides, all major operators are also drawing up plans to match the Re 1 tariff of Reliance Infocomm, and similar schemes are slated to be launched over the next two weeks. That apart, the government cannot intervene if private players decide to charge higher rentals in lieu of lower call rates, and that can be a blow to OneIndia. This is evident in Reliance's offer, which is only applicable on an e-recharge of Rs 1,100 for pre-paid and a minimum monthly rental of Rs 449 for post-paid. If private operators have decided to steal the government's thunder, the policy, when launched, is set to rob state-owned operators of large revenue streams. State-owned BSNL's executives said the company was likely to face a revenue loss of about Rs 4,500 crore (Rs 45 billion) in the first year if "IndiaOne" is implemented. In addition to that, the three-minute local pulse rate proposed in "OneIndia", can send the figure up to Rs 10,250 crore (Rs 102.5 billion). The next round of reduction in access deficit charges is also slated to commence shortly. They wouldn't reveal all call details unless you submit a formal complaint regarding some issue which requires call information to be checked. They do have information about the outgoing local and national SMS. -
