  1. It seems the reports are varying in different cities even for the same provider. All providers were affected definitely, but the impact might have varied depending upon the congestion in the city you are living. Internet services still severely affected as repair on undersea cables continue The Hindu - Tuesday, Dec 23, 2008 NEW DELHI: Internet services in the country remained severely affected on Monday even as the repair of three major undersea cables — SeaMeWe (SMW) 4, SMW 3 and Reliance Communications’ Flag – between Egypt and Italy in the Mediterranean Sea that were damaged last weekend continued. Consortiums and companies owning these submarine cables, mainly connecting Europe to Asia, have said that it would take at least a week to repair these cables and normalise the situation. Three Indian telecom companies — Bharti Airtel, Reliance Communications and Tata Communications — which fully or partially own the cables have said that the repair was being carried out on war-footing. To avoid major inconveniences to customers, they have shifted the traffic via the Pacific route. However, this is causing congestion, both on voice and data services. According to Internet Service Providers Association of India (ISPAI) president Rajesh Chharia, congestion and slow Internet speed were being felt across the country. Three crucial sectors — telecom, information technology and business process outsourcing (BPO) sectors – were feeling the heat as these cables are part of the Europe-Asia link carrying the bulk of Internet traffic between Asia and the rest of the world. Terming the current position as “critical,” Mr. Chharia said: “IT and BPO companies are experiencing very slow Internet access connectivity, while telecom companies have shifted to their back-up mechanism to carry on ISD calls particularly to the Middle East, the U.S. and Europe.” While Reliance Communications’ cable was likely to be fully functional by mid-week, the other two cables were likely to be repaired by the end of the month. Tata Communications, which is part of the consortium for SMW3, has managed to control the situation well as it had strengthened its back-up mechanism after a similar cable cut incident occurred in the Mediterranean region in January this year. However, companies like Bharti Airtel and Reliance Communications still needed to improve their contingency plans to meet such situations, he added. In a statement, Bharti Airtel said it was working with the cable consortium for restoration of services. “The voice traffic has been completely normalised. Bharti Airtel is taking all necessary steps to ensure data services are available to its customers by routing traffic on alternative routes like its ‘i2i’ undersea cable,” it added. Similarly, Reliance Communications said it would take at least a week to repair its damaged submarine cable. Though it has diverted the traffic via Pacific region, customers are facing the problem of congestion. Reliance said its unit, Reliance Globalcom, which operates the Flag cable network, was working closely with its suppliers and partners to build additional capacity to meet year-end traffic of customers.

  5. Some ISPs like Sify and Metamax in some cities were reported to be completely down earlier. BSNL in some cities are experiencing slowness. TATA Indicom for me looks normal though I do notice that the ping times are quite high now, probably due to the congestion in the route (TATA Indicom uses the other route via Canada)
  6. 3 Aug, 2008, 13:16 hrs IST Press Trust of India Mobile telephony consumers may soon have a wider choice of operators, with the soft launch of GSM service by Anil Ambani group's RCOM in Delhi to become the first company in India to offer both CDMA and GSM services. RCOM has been offering CDMA-based mobile service throughout the country and has recently been allowed by the government to start GSM service simultaneously. The company has chosen the national capital to start its services under the dual technology licence. To begin with, the company has offered over 1,000 connections to its employees as part of soft launch and after review RCOM would soon offer services on commercial basis, sources close to the development said. Asked whether services would be offered in other parts of the country too simultaneously, sources said the company has been rolling out networks in all circles on a war footing and as soon as the network is ready the services would start but no deadline has been fixed for this. In fact the company would hire passive infrastructure from another group company Reliance Infratel which owns the tower business of the CDMA company. RCOM has said the rollout of GSM services would help it target the fast-growing subscriber additions of 7 million subscribers every month and address the telecom requirements of the existing 172 million GSM customers with the launch of nationwide GSM network, in addition to its CDMA network.

IndiaInfoline 2008-01-10 17:25 One could see five new mobile telecom brands being hawked in the country over the next few months with the Department of Telecommunications (DoT) on Thursday issuing Letter of Intents (LoIs) to all the eligible applicants who applied before Sept 25, 2007. Four companies - Unitech, Datacom, Shipping Stop Dot Com-BPL and Shyam Telelink - received LoIs for pan-India mobile operations while Swan Communications got it for 13 circles. At the same time, Parsvnath, Indiabulls, ByCell, Cheetah, Allianz Infra and HFCL failed to get any LoIs. Moreover, Idea received LoIs for 9 new circles, Tata Teleservices for 3 new circles and Spice Communications for 4 new circles. These LoIs need to be converted into licenses by paying an upfront fee to DoT. This will differ from operator to operator depending upon the number of circles for which a company has got the LoIs. Earlier, Telecom Minister A. Raja signed an in-principle order for the start- up GSM spectrum allotment to Reliance Communications (RCOM), and additional GSM spectrum to Bharti Airtel and Vodafone. The development spells good news for RCOM as it can now go ahead and place orders for GSM equipment and put all the systems in place. And, whenever the Defence Forces vacate the spectrum, RCOM can roll out its GSM services. Idea Cellular also got a start up spectrum for two circles i.e. Mumbai and Bihar. Idea currently operates only in 11 circles. Unified Access Services Licence (UASL) authorizes a company to rollout telecom access services using any digital technology which includes wireline and/or wireless services. They can also provide Internet Telephony, Internet and Broadband. DoT sources said that ByCell’s application was not rejected but only referred to the home ministry. This is because the company has not obtained the Foreign Investment Promotion Board’s clearance for increasing its investments in India. Each of these companies will have to pay Rs 1,651-crore licence fee for a pan-India licence (less if it has applied only for some circles), and wait in queue for spectrum, which will be allotted once the defence forces vacate a part of their spectrum. On paying the licence fee, they will also have to apply to the DoT’s Wireless and Planning Co-ordination Wing (WPC) for a spectrum licence. Commercial services can be launched only after spectrum is allocated. Each LoI holder, after it pays the licence fee, will be entitled to 4.4 MHz of GSM spectrum per circle, subject to availability. Under the existing first-come-first-served policy, the priority in queue for the licence ensures the same priority in the queue for spectrum. In broader terms, UASL is an umbrella licence and does not automatically authorise UASL licencees usage of spectrum to rollout mobile services. For this, UASL licencee has to obtain another licence, i.e. Wireless Operating Licence which is granted on first-come-first served basis subject to availability of spectrum. The DoT has been implementing a policy of first-cum-first-served for grant of UASL. Under this policy, initially an application received first will be processed first and thereafter if found eligible will be granted LOI and then whosoever complies with the conditions of LOI first will be granted UASL. UASL guidelines were issued on Dec. 14, 2005 by DoT. A reference was made to TRAI on April 13. The TRAI, on Aug. 28, 2007 recommended that no cap be placed on the number of access service providers in any service area. The Government accepted this recommendation. Sources said the government has enough spectrum to accommodate at least 5-6 new players after meeting the demands of existing GSM players as well as Reliance Communications which has been permitted to start GSM services under the dual technology clause. The opinion is divided among the analyst community on what is it going to do for the telecom landscape in this country. A section of analysts believe that it is going to bring in more competition, lower tariffs which is good for the consumer, there is scope for another 2-3 operators at least to make money considering the fact that our teledensity is under 20%. However, there is another section of analysts, which believes that it is already an overcrowded market with 6-7 players and that there is no room really for any of these new entrants. We will have to wait and watch what happens.

Press Trust of India New Delhi - April 28, 2008 Reliance Communication today said it would launch GSM based nation-wide mobile services by the end of current financial year, to become the only operator offering mobile services on both GSM and CDMA platforms. "We are aiming to set up nationwide GSM and CDMA network by fiscal end which will cover 23,000 towns and six lakh villages serving 97 per cent of the Indian population," Reliance Communications President S P Shukla said. The company has been given start up GSM spectrum (radio frequency) to offer wireless services under the dual technology and also CDMA spectrum in the remaining two circles of North East and Assam. At present, Reliance Telecom's GSM cellular services are already available in 340 towns within its eight-circle footprint. With the focus to enhance the momentum of teledensity growth in rural India, the company has also launched a affordable mobile offering "Gaon Chalo" for rural areas. Reliance Communications would roll out mobile network in another 8,000 towns and 20 million villages over the next six months. "After bringing down cost of calls, validity and devices in urban India which triggered unprecedented market growth, we will now do the same for the rural population," he said. The new offer would enable a rural customer to go mobile at Rs 49 which is a 50 per cent discount over the cost to go mobile in the urban areas. Under the "Gaon Chalo" scheme, customers have the option of buying a new pre-paid SIM card with lifetime validity for Rs 249. Moreover, customers can choose any validity, talk time or tariff proposition on this card. The company also eyes 50 per cent future growth from semi-urban and rural markets, he added.
