I just checked, both POP and SMTP are working fine for me. The website URL is: http://www.ricmail.com which is loading fine and I am able to login also. I use pop.ricmail.com and smtp.ricmail.com for the email client.

Govt to announce 3G policy after vote of confidence 15 Jul, 2008, 2026 hrs IST Press Trust of India Government is understood to have decided to announce the guidelines and final policy for third generation mobile services only after proving its majority in Lok Sabha on July 22. According to official sources, the policy has been finalised and even telecom regulator TRAI has also endorsed Department of Telecom's view to increase the reserve price for 3G spectrum (radio frequency). TRAI sent back the recommendation on July 14 and Telecom Commission is scheduled to meet on July 18 to consider the 3G policy but it would be announced only after winning the trust vote in Lok Sabha, they said. DoT had earlier said that foreign players would be allowed to participate in the auctioning process for spectrum for 3G mobile services and if they succeed they would be issued fresh licenses to offer the services. TRAI had earlier opposed the move to allow foreign players but reconsidered DoT's suggestion and approved it. Government is estimating to garner about Rs 40,000 crore from the auctioning of spectrum for 3G mobile services and as per the proposed guidelines each player can bid for two blocks of 5 MHz of spectrum in designated band. Agreeing to DoT's proposal on doubling the reserve price of 3G spectrum for a pan-India license, TRAI has suggested a higher price for the same based on a fresh calculation. Question is what if the government fails to prove majority? When will the policy be announed then? -

Reliance Communications to get links to GSM network The Hindu Business Line New Delhi, July 15 Paving the way for Reliance Communications to roll out its pan-India GSM cellular services, the telecom regulator has directed all existing mobile operators to provide inter-connectivity to the new entrant. Existing GSM operators had refused to offer inter-connectivity to Reliance Communications on the grounds that the latter’s GSM network was part of a new licence and therefore it will have to negotiate fresh terms with the likes of Bharti Airtel and Vodafone. TRAI has, however, held that Reliance’s GSM network was part of the unified access licence it already holds for offering CDMA-based mobile services and therefore there was no need for renegotiating the inter-onnection terms. Without interconnection, Reliance Communications would not have been able to start services as it would have meant that a Reliance GSM subscriber would not be able to call any of the 200 million GSM subscribers belonging to the existing operators across the country. Existing GSM operators had argued that since the Government’s decision to allow dual technology to RCom was under the scrutiny of the High Court, they were not under any compulsion to provide inter-connection till the matter was cleared. Reliance Communications, on the other hand, said that its GSM roll-out was not a new licence and the Department of Telecom had permitted the company to offer dual technology under its existing licences. It alleged that GSM operators were using inter-connection to block its entry. As per TRAI’s regulation, operators are required to offer inter-connection to each other on mutually agreed terms within a stipulated period of time. The regulator has now told the GSM players to comply with this regulation. -

Assign one PC with an IP address of 192.198.0.1 and assign the second PC with an IP address of 192.198.0.2 Subnet mask 255.255.255.0 for both. Use a common workgroup name of 15 characters or less as mentioned by Dj Restart PCs and thats it. Now test the network by pinging from both PCs. eg.: ping 192.198.0.2 (from the first PC) Make sure that you have disabled your firewall (or manually allow the connection in the firewall settings)

right, BSNL 1x and EVDO won't work when in roaming (outside circle) for now. No such limitations for Reliance Netconnect though.

The SMSs that I have sent from roaming location were also counted in the free Rs.100 SMS usage. It might have been charged at Rs.2 as it is treated as STD.

High 3G price spoils ISPs' WiMAX dream Economic Times 3 Jul, 2008, 0141 hrs IST The government’s decision to double the reserve price for the 3G spectrum auctions spells bad news for many of the country’s stand-alone Internet Service Providers (ISPs). This is because, the reserve price for the WiMAX (Worldwide Interoperability for Microwave Access) spectrum auction is likely to be set to be a fourth of that for 3G spectrum. Put simply, this implies that reserve price for an ISP who applies for pan-India WiMAX spectrum will be over Rs 550 crore. The final price could be several multiples of this depending on the outcome of the auction. ISPs say that a higher reserve price would create a scenario where they would not be able to enter a bidding war with telcos, who too are keen to launch WiMAX services. Besides, this also implies that the reserve price for a telco, who wants to bid for both WiMAX and 3G radio frequencies will be about Rs 2,800 crore. Confronted with this grin reality, the Internet Service Providers Association of India (ISPAI), the body representing all stand alone ISPs in the country, will soon approach sector regulator TRAI demanding that their members be charged only 25% of the highest bid that a telco makes for WiMAX spectrum in that particular circle during the auction. “We will tell TRAI that in order to have a competitive market, standalone ISPs must be charged a maximum of 25% of the highest bid that a telco makes for WiMAX spectrum. We will also seek that a few spectrum slots be reserved for ISPs during the WiMAX auction. This is perhaps the only way that government can address the dismal broadband penetration in the country. We (ISPs) will offer a much needed competition to telcos in the WiMAX space, without which they will not roll-out these services,” ISPAI president Rajahs Charier told ET. Sources say that the DoT wants the WiMax launch be initially restricted to only three players who will operate this service in the 2.5 GHz frequency band where one of the slots is reserved for state-owned BSNL/MTNL. This contradicts the recommendations of telecom regulator TRAI which had suggested that wireless broadband be rolled out in 3.3-3.4 GHz and 3.4-3.6 Ghz frequencies and up to 13 players be allocated spectrum to offer WiMax services. At the same time, the DoT also wants to allot WiMAX spectrum to other service providers in the frequencies recommended by TRAI at a later stage after compatibility is established. While WiMAX is still an evolving technology, it is still considered a threat to third generation mobile services. As per global industry experience, WiMax offers data speeds that are 10-30 times faster than 3G. To put this in perspective, the data speeds of 3G networks are over five times faster than those offered by 2G cellular networks that telcos in India currently use.
