    Boost for broadband services; wireless data card to be cheaper The Hindu Business Line New Delhi, February 29, 2008 In a move aimed at enhancing Internet and broadband usage in the country, the Finance Minister, Mr P. Chidambaram, has abolished excise duty on wireless data modem cards. The move is expected to bring down the price of data cards by 16 per cent. Currently, data cards are priced around Rs 2,800 and are sold by all the major telecom players, including Tata Teleservices, Reliance Communication and Bharti Airtel. Instead of paying a duty of 21 per cent, these companies will now have to pay only four per cent customs duty on imported data cards. “Airtel has always been passing on benefits of any duty cuts to the end-customers. We will continue to do the same by passing on the benefit of duty cut on wireless data cards,” said Mr Manoj Kohli, CEO & President, Bharti Airtel. Wireless data cards enable consumers to access Internet without having to take a telephone connection. It can be used both for laptops and by desktop PC users. Once third generation services (3G) are introduced by mobile operators, the demand for wireless data cards is expected to increase. According to industry estimates, there are currently, 4 million data card users in the country. Service tax on Internet telephony has also been removed. Access to next generation convergent services such as Internet Protocol Television, mobile TV and IP-based telephony services will also be cheaper as customs duty on convergence products has been reduced from 10 per cent to 5 per cent. MTNL, BSNL and other telecom operators have been offering IPTV services. Reduction in specified parts of set-top boxes from 7.5 per cent to nil will also reduce cost of cable-based broadband services being provided by companies such as Hathway. The Finance Minister has also imposed a 1 per cent National Calamity Contingent Duty on mobile handsets. “The price of handset changes almost every day so a one per cent increase in the duty may not result in any increase in the price as the manufacturers may absorb it,” said Mr Pankaj Mohindroo, President, Indian Cellular Association. The budgetary provisions for setting up data centres and 1 lakh broadband common service centres in rural areas will benefit bandwidth providers such as Sify, Tulip IT and VSNL. At the macro-level, the Budget has increased the outlay for setting up telephones in villages under the Universal Services Obligation Fund from Rs 1,450 crore in 2007-08 to Rs 2,000 crore for 2008-09. The Government’s collection from licence fee in 2007-08 was Rs 21,533 crore, which is almost double compared to the Budget estimate of Rs 9,902 crore. The increase has been due to the collection from new players.

Mumbai February 19, 2008 Business Standard Rollout plans of nine mobile telecom companies that received letters of intent from the government last month and the launch of 3G (third-generation) wireless services by others face major problems with spectrum allocation delayed from June to the year-end. The principal delay is because the defence forces, which are expected to vacate some spectrum for mobile service providers, are yet to identify locations for some sites for an alternative optic fibre network that is being developed for them. Of the 162 sites to be developed for the alternative network, only 50 have been completed. The department of telecommunications (DoT) had assigned the execution of the network to Bharat Sanchar Nigam Ltd (BSNL), India’s largest telephony company, in April 2006. HCL Infosystems is one of the vendors for network equipment. “It will still take another two to three quarters to complete the project,” said a source familiar with the development. Spectrum refers to the radio frequencies that enable wireless communication. The defence services are expected to vacate 45 Mhz of wireless spectrum (of which 25 MhZ is for 3G) for mobile services once they shift a part of their communication needs from a wireless to a wireline network. Sources said demonstrations for the 50 sites are on and they can be operational as early as mid-March. However, DoT has not yet clarified whether the spectrum to the new licence-holders will be given in a phased manner or in one go. Crucial meetings between the ministry of defence and DoT are slated this week on the issue. However, companies like Unitech, Shyam-Sistema, BPL, Swan Telecom, Datacom might have no choice but to wait till next year before they are allocated their initial spectrum, which might impact the viability of their projects. New players will take at least six to 12 months to roll out after spectrum is allocated. Incumbents already control 272 million customers. In the next year they are expected to add 70 million to 100 million new customers taking their total number of subscribers to between 340 million and 370 million. By 2012, when the new players optimistically expect to be up and running, India’s mobile market is estimated at 600 million. This means the new licensees plus CDMA incumbents Reliance Communications and Tata Teleservices that have been allowed to offer GSM services will be fighting for 200 million-odd customers. The auction of 3G licences is also dependent on DoT being able to resolve the spectrum imbroglio with the ministry of defence.

The acquisition, made through a subsidiary of Reliance Communications Ltd, marks the first step in the Company's plans in the International Mobile market. Under the existing Licenses, Reliance Communications targets to offer Mobile, Fixed Line, Internet, National and International Long Distance services, in addition to WiMax and Wifi services in Uganda. This Company has received Spectrum allocation and plans to launch its Mobile services by end of 2008. Reliance Communications Group is targeting to invest upto US$ 500 million (Rs 2000 crore) in establishing a high quality, fully-IP enabled integrated telecom network in Uganda to capture the significant growth potential in this emerging African market. Reliance Communications has ambitious global expansion plans and is concentrating on opportunities in emerging Asian and African markets. The Company has established a pan-India, next generation, integrated (wireless and wireline), convergent digital network that is capable of supporting best-of-class services spanning the entire Infocomm value chain. Uganda has a population of approx. 30 million with a significant literacy rate of approx. 62%. There were 3.016 million mobile subscribers by end-March 2007 (source: UCC), equivalent to a penetration rate of 10%, providing ample scope of expansion. DNA Money Tuesday, 19 February , 2008 Leading telecom service providers in India are gearing up to offer a solution that would help companies, businesses and government departments keep the confidential and proprietary data on laptops and mobile devices secure. With this solution, which is actually a mobile data card that doubles as a laptop security mechanism, information on a laptop or a mobile device would remain secure even if it is stolen. Industry estimates suggest that the security solution called 'Laptop Guardian' is expected to be commercially rolled out in India sometime next year. Currently, the solution is available only in the US, through a partnership between Sprint and Alcatel-Lucent, a global communications solutions provider. `Laptop Guardian' is an invention of Bell Laboratories, which is part of the research and development organisation of Alcatel-Lucent. While Alcatel-Lucent makes the card and gateway, Sprint sells them in the US along with its data plans for an additional monthly service fee. When it comes to India, the mobile phone service providers are expected to follow the Sprint model. Speaking to DNA Money, Alcatel-Lucent chief marketing officer (South Asia) A Sethuraman pointed out that the innovative solution would provide protection against theft, virus, or any other security hazard. Therefore, it is seen as a must-have for all mission-critical communication networks. The product is being showcased at the Alcatel stall during the 4-day Defence Expo which kicked off on Saturday. The Alcatel-Lucent Laptop Guardian is a secure, always-on 3G wireless platform that allows enterprise IT managers to track, troubleshoot and manage mobile laptops 24/7, even when they are powered off or offline, according to the company. It protects enterprise laptops wherever they are, and the data remains secure at all times, even if the laptop is lost or stolen, through remote monitoring. It even locks the laptop, if it is lost. The security solution can be introduced in India only after 3G (third generation) services are permitted. Currently, the Telecom Commission is in the process of finalising the modalities for auction of 3G telecom licences. The auction is expected around May. It is believed that the recommendations of the Telecom Regulatory Authority of India (Trai) may be followed by the DoT for 3G licence auction. Last year, Trai had recommended the auction route for 3G licences, with a total base price of around Rs 1,050 crore at the national level. While for Mumbai, Delhi and A circle cities/towns, the base price was set at Rs 80 crore each, that for Chennai, Kolkata and B circle cities/towns was Rs 40 crore each. For C circle cities and towns, the base price was Rs 15 crore each. 3G refers to the next generation of mobile networks that will combine wireless mobile technology with high data rate transmission capabilities. 3G-enabled mobile services would offer high-resolution video and multi-media services in addition to voice, fax and conventional data services.

A company like Reliance doesn't use a low circluation daily newspaper like "Madhyamam" to announce their new business venture, while it is not published in any other newspaper. The biggest blooper of them all... the domain does seem to be registered under this topic's starter ! It defenitely looks like someone is trying to garner some false publicity under the "Reliance" name.

    Google Updates Android SDK IDG News Service Saturday, February 16, 2008 2:00 PM PST Google has released an update to the SDK (software development kit) for Android, its mobile-phone operating system. It's the first update since the SDK was released in November and includes changes requested by developers. Google highlighted a couple of changes in the updated SDK, which was released midweek. It has a new user interface that the search giant said is still a work in progress. In addition, developers can now support additional file formats in the Android media player. Also, applications can translate an address into a coordinate and the reverse, in location-based programs. Developers haven't had much time to review the updates; few have posted reactions on the Android developers' blog. Even though developers said that the first version of the SDK was thin, Android has managed to gain momentum. Four chip makers, including Qualcomm and Texas Instruments, showed off prototypes that support Android this week in Barcelona at the annual Mobile World Congress. Still, Android faces competition from the established mobile operating systems as well as companies that have rallied behind LiMo, the consortium that is developing an open Linux mobile operating system. At the conference in Barcelona, LiMo announced 18 phones that comply with the operating-system specification that are either on the market already or will be.

India’s booming mobile services market will see investments of over Rs 100,000 crore (around $24 billion) by 2010, the fastest investment ramp-up seen in any telecom market globally even as analysts predict a bruising battle that will see tariffs fall sharply. The investments include between Rs 48,000 crore and 60,000 crore ($12 billion to $15 billion) from six new telecom players (including Reliance and Tatas’ proposed GSM mobile services) over 12 to 24 months to create capacity for 250 million more mobile subscribers. This fresh investment will be over and above the estimated Rs 48,000 crore ($12 billion) being put in by incumbents like Bharti Airtel, Vodafone-Essar, Idea Cellular, Bharat Sanchar Nigam Ltd, Reliance Communications and Tata Teleservices (the latter two for ramping up CDMA mobile operations) in 2008-09 alone. Tony Worthington, Standard Chartered Bank’s global head, telecoms, media and technology, told Business Standard that the aggressive forecast was based on the current growth pattern and the entry of new operators, which will lead to increased competition. However, some incumbents said the market might not be big enough for so many new players — there are currently seven telecom companies offering pan-India services. This number will almost double once the new players enter the fray. “I see tariffs falling another 20 per cent to 30 per cent. Only two of the new players are likely to survive and companies will have to wait for at least five years before they can make any money. At least 70 per cent of the market in 2012 will continue to be with the older players. The battle will be for the rest,” said Vikash Saraf, who heads Essar’s telecom investments. Saraf’s prediction suggests that the six new players will battle it out for 200 million subscribers. “Tariffs will be in the range of 25 to 50 paise,” promises an upcoming operator.
