Regulator sets a 15-day deadline for mobile operators to restructure their tariff plans Times News Network August 29, 2007 New Delhi: Telecom regulator Trai has directed telcos not to levy a compulsory charge for Caller Line Identity Presentation (CLIP). Operators have been given 15 days to restructure their existing tariff plans to make CLIP charges optional for subscribers. “It has come to our notice that service providers are providing CLIP as a compulsory chargeable value-added service. Since the incremental cost of providing the facility has been found to be negligible, we find no justification in their doing this,” Trai says in a release. With this, Trai has had to recall an earlier direction of 16 September, 2005 which states that all monthly fixed recurring charges, including Caller Line Identity Presentation, which are compulsory for a subscriber under any given tariff plan shall be shown under one head to make it easier for the consumer to make a choice from among all tariff plans available in the market. Trai has not mandated a cost-based tariff for Caller Line Identity Presentation facility in line with its policy of tariff forbearance. However, Trai’s direction offers a strong contradiction as licence conditions ensure CLI is required mandatorily. This means the caller has to transmit and the called party has to receive the CLI. If either of this does not happen, the very purpose of CLI is lost. Further, if the charge becomes optional, then subscribers may turn around and ask CLI to be removed while receiving calls, especially as incoming calls are free. Consumers choice in this case, will defeat the very purpose of a mandatory CLI, which is a vital component of national security. “Trai’s own contention that the cost of CLI is negligible points to the need for a simpler direction to maintain mandatory CLI on the caller’s and receiver’s phone by simply abolishing the charge for it,” says an expert. It appears further clarifications will be sought by both operators and subscribers on how this should be implemented, especially given the security conditions in the licence and a staggeringly high use of mobile phones in terrorist attacks which have already claimed 47,371 lives between 1994 and 2005 in India.

Source - Times of India epaper Tata Tele at 1m peak in city TIMES NEWS NETWORK Kolkata: Tata Teleservices Ltd on Monday claimed it has crossed the 1-million-subscriber mark in Kolkata circle and said it aims to add another 4 lakh users in Kolkata telecom circle by March 2008. “We will invest nearly Rs 100 crore between now and March 2008 in developing physical infrastructure,” Tata Teleservices chief operating officer (Kolkata circle) Abhijit Pal said. “The fresh infusion will raise the company’s total investment in Kolkata circle to Rs 593 crore since January 27, 2005, when we started operations here,” he pointed out. Pal said Tata Tele — which currently has 1.48 million subscribers in West Bengal, including the Kolkata telecom circle — hopes to increase the customer base to 2.4 million by March 2008. Total subscribers in the eastern region would be over 4.1 million by March 2008, the COO said. Currently, about 2.5 million people use Tata Tele connection, the company claimed. By March 2008, Pal said, cumulative investment in the whole eastern region would gone up to Rs 1,702 crore. It has already invested Rs 1,396 crore in the eastern region till August. Pal said bulk of the money will be spent in setting up towers and switches. The company plans to build 152 new towers in the Kolkata telecom circle between now and March 2008. The number of towers in the circle will go up to 493 from the present level of 341. Total numbers towers in the eastern region will be 2,069 by March 2008, Pal said. Along with the faster speeds, it has increased data capacity, reduced latency and covers larger areas. UMB is the 4th generation of wireless technology in the CDMA path, while LTE is the 4G technology for the GSM path. With Verizon's recent indication that it might choose LTE rather than UMB, and Sprint's move toward WiMAX, the future of UMB and which companies will deploy it is unclear. The company will initially invest Rs 150 crore for a nationwide launch. “We have received the licence and plan to launch the service by the first quarter of the next fiscal,” said N. Arjun, head of DTH operations, Bharti Airtel. Bharti has chosen Tandberg Television, a subsidiary of Swedish telecom equipment firm Ericsson, to provide it with infrastructure support. Bharti Telemedia, which handles DTH operations for Bharti Airtel, will use Tandberg Television’s solutions, including the iSIS 8000 IP head-end and MPEG-4 AVC standard definition encoders, Arjun said. The system is one of the first satellite DTH platforms in the world that helps increase transponder capacity and double the amount of available channels. Bharti is setting up a state-of-the-art infrastructure facility near Gurgaon for uplinking and broadcast. The technology will also help Bharti deliver more channels in less bandwidth, while maintaining high quality pictures, officials said. On the satellite capacity, Arjun said Bharti Telemedia has acquired transponders from the recently launched 4CR Insat. The transponders are likely to become operational by the end of this month. The Zee group’s Dish TV, the Tatas’ Tata Sky and Prasar Bharati’s DD Direct are the three DTH players in the country. The trio have a subscriber base of over 5 million. Sun Direct and Reliance Bluemagic are expected to hit the market by the end of the current year or in early 2008. According to reports, Videocon has also applied for a DTH licence. Dish TV will invest Rs 800 crore in the next three years to consolidate its position in the DTH segment. It has already invested Rs 800 crore since its entry three years back.

The manufacturers have decided to make it more ‘blingworthy (for want of a better term) by adding two colors to the line – a Gold model for the Asian market and a pink model for the European market. The Shine Slider is available in two models – the KE970 that comes with 50MB of internal memory and supports external memory through microSD cards but has no 3G support; and the KU970 that has a 512MB inbuilt memory with no option to increase the memory but is 3G enabled with HSDPA. Nokia 6301 is a revamped version of the successful thin bar Nokia 6300. Visually, Nokia 6301 is almost indistinguishable from its predecessor. It has the exact same design with only slightly larger dimensions, the increase in thickness being the most notable. Nokia 6301 stands at 13.1 mm as opposed to the 11.7 mm of Nokia 6300. It has also gained two grams of weight to total 93 grams. In terms of features, the most important improvement in Nokia 6301 is of course the WLAN support. It seems the-not-so-long-ago exotic WLAN is becoming almost a standard feature. In Nokia 6301 user memory gets a boost to 30MB, topped with microSD memory card support of up to 2GB. A 128MB memory card will ship with the handset. So much for differences with Nokia 6300, Nokia 6301 remains a tri-band GPRS and EDGE enabled device. Having UMA at your disposal means that whenever there is an accessible Wi-Fi hotspot near you, be it your home, office or university, or simply in the street, the device can connect to it and use the connection for making and accepting calls and sending and receiving data similarly to using wireless VoIP-telephony on your GSM mobile phone. The handset would be able to switch connections between the licensed cellular radio access network and the Wi-Fi network even in the middle of a call without the user ever noticing. The most important difference from the widely known VoIP technology is that UMA is after all tightly linked to the mobile radio network, which is used for routing, authentication and billing. A call initiated using the Wi-Fi interface eventually reaches the 2G core network through the UMA network and, once the signal is transferred, it becomes indistinguishable from the rest of the cellular traffic. Subscribers using UMA can take advantage of improved indoor coverage and higher data rates, when accessing the local WLAN. Do not throw your hopes for free calls out of the window just yet, since the technology allows the UMA-enabled devices to be used as regular VoIP handsets. But it's of course up to the manufacturer to decide whether to block that functionality or not. Shipping is expected to begin to selected markets in Europe in the forth quarter of 2007. The estimated retail price is EUR 230 before taxes or subsides.

The ROKR E8, part of Motorola’s ROKR music phone clan, is designed with a touch-sensitive keypad and has a navigation scroll wheel. It has a 2-inch TFT display with a resolution of 240 x 320 pixels and sports 256k colors. It supports external memory with microSD cards and comes with 2GB of internal memory. Connectivity is handled by EDGE, USB v2.0 and Bluetooth with A2DP compatibility. The E8 also has an integrated Stereo FM radio, a 2 megapixel camera and, of course, a music player that supports MP3 and AAC playback. It has a 3.5mm earphone socket. What really makes this phone unique is that in standby mode the keypad is virtually invisible, and when in music mode select keys that highlight music navigation are lit up. The keypad is quoted to support Haptic feedback, allowing users to actually feel every keypress. The expected release date is sometime in November and the price would be in the region of Rs. 15,700 (280 Euro). The ROKR PEBL U9 is a clamshell phone with a reflective (fingerprint magnet!) surface. It has a 1.4 inch, 65K, OLED display with a resolution of 128 x 128 pixels on the outer surface and a 1.8 inch QVGA, TFT display with a resolution of 240 x 320 pixels and 256K colors. The keypad is touch-sensitive. For connectivity it’s equipped with EDGE, Bluetooth with A2DP compatibility and USB v2.0. The U9 has a 2 megapixel camera, an MP3 player, and supports external memory using microSD cards. Pricing and availability have not yet been disclosed. Motorola’s RIZR Z10 is a rather well-equipped mobile device with HSDPA, 3G and of course EDGE connectivity. It too supports Bluetooth with A2DP and USB v2.0 (mini). The 2.2 inch TFT display supports a resolution of 240 x 320 pixels with 256k colors and has a scratch-resistant surface. The 90MB of internal memory can be extended using microSD cards. The RIZR Z10 is equipped with a TI 2420 multimedia processor, a 3.2 megapixel autofocus camera, and a secondary VGA camera in the front for video calling. There appears to be some confusion as to whether the Z10 will have a Xenon or LED flash. The specs aren't too clear. This phone also has a 3.5 mm earphone socket and a music player that supports MP3 and AAC+ playback. Motorola has decided to go with a Symbian UIQ 3.1 OS in the Z10. It’s expected to be out in December for approximately Rs. 22,430 (400 Euro).

Copper loops are used to provide last mile connectivity for broadband services through the digital subscriber lines technology. “DSL is the most preferred technology for broadband access. By the end of March 2007, 1.9 million (83 per cent) of 2.34 million broadband subscribers were using this technology,” said officials. Bharat Sanchar Nigam Limited (BSNL) and Mahanagar Telephone Nigam Limited (MTNL) together have over 40 million copper loops. However, the network is a combination of old and new cables and this makes providing broadband on all the available copper loops technically difficult, said officials. Only around 8 million loops can be leveraged for broadband service by BSNL and MTNL, taking into account the condition of copper cable and its demand. “However, shortage of telecom ports (broadband connection equipment) or non availability of broadband services in certain areas managed by BSNL and MTNL has led to under-utilisation of the available copper loop network,” said officials. Earlier, Trai had suggested opening up BSNL and MTNL’s last mile copper connections to private players to reach more customers. The department of telecom (DoT) had rejected the proposal saying the PSUs would suffer losses. “Under the franchisee model, equipment manufacturers can provide the ports, while the state-owned PSUs can issue bills and manage subscribers,” said officials. To encourage broadband, the DoT has issued a scheme whereby operators willing to share optic fibre network will get assistance from the universal service obligation fund.

In January of this year, Samsung first began showing off the i760, a relatively thin Windows Mobile smartphone with a built-in keyboard. According to documents that have leaked out of Verizon, this telecommunications company will launch this model on September 24. Today, however, some people have reportedly been able to order an i760 through Verizon's B2B channels. This device costs $350 with a two-year contract and a $50 mail-in rebate. It is $460 with a one-year contract and a $50 mail-in rebate. When it is officially available, Verizon is expected to offer a $100 discount for those who order the i760 online. An Overview of the Samsung SCH-i760 The Samsung i760 is noticeably thinner than devices with a similar design, in which a QWERTY keyboard slides behind the QVGA touchscreen. And, unlike some of its competitors, this smartphone sports a dedicated numberpad. It runs Windows Mobile 6 Professional, and includes a 1.3 megapixel camera. This smartphone supports Verizon's EV-DO network. In addition, it will have built-in Wi-Fi and Bluetooth 2.0+EDR.

A focus group under the Telecom Engineering Centre, the technical wing of the DoT, has been set up to supervise the adoption process, they added. The group will also be involved in the approval of funds and expenditure. “The new technology will enable the operators to provide multimedia, data, voice and video services on the same platform. They use different platforms to offer these services now, which are costly, time-consuming and inefficient,” the officials said. Next generation networks involve convergence of network infrastructure and services that function over an Internet protocol network. This digital mode is much superior to analogue networks. The Telecom Regulatory Authority of India is planning to bring out a consultation paper on the deployment and use of the new network. It will submit its recommendations to the DoT after it receives the industry’s comments on the paper. “DoT will then formulate rules and regulations for the launch of NGN services,” said the officials. NGN rollouts are not regulated now. The universal service access licence permits the deployment and use of the new network. According to DoT, operators all over the world are implementing NGN strategies and are investing billions to roll out IP-based networks. “They are using NGN architectures to capitalise on and grow their legacy networks and provide enhanced service packaging and information-intensive services to their end customers,” the officials said. Bharat Sanchar Nigam has already moved a large chunk of its traffic to NGN. Reliance Communications is also setting up a nationwide next-generation network. Vodfaone-Essar has implemented NGN in its Mumbai and Delhi circles. Bharti Airtel is also moving over to NGN. Alcatel-Lucent is a major supplier of NGN equipment to India. Handset manufacturers Nokia, Siemens, Ericsson and Chinese telecom company ZTE also provide equipment and support to convert to next generation network platform. Telecom tussle BSNL and MTNL today said regulator Trai’s direction on opening up domestic leased circuit (DLC) will lead to the hoarding of last mile connections by the private sector, rendering the two PSUs uncompetitive. The PSUs have also not ruled out the possibility of challenging Trai’s order in the telecom dispute settlement tribunal. Sources said Trai’s latest regulation on DLC is nothing but a reversal of government’s stated principle and policy of not unbundling the local loop and has questioned its jurisdiction on it.
