The BK Modi-led mobile operator is ready to pay Rs 2,000 crore in licence fees and other charges as soon as the government issues letters of intent (LoIs) for 20 circles. The GSM player said that under the current telecom policy, licences and spectrum were awarded on a first come, first served basis. Since Spice had applied in 2006, they were ahead of other players in the queue. Spice, which operates in Punjab and Karnataka, had applied for licences in 20 circles in August 2006. The company has a subscriber base of over 2 million. “According to official procedure, LoIs should be issued within 30 days of submission of applications. But these letters have not been awarded till now,” Umang Das, joint managing director of Spice, said in a letter to the DoT. “The delay in processing our LoIs beyond prescribed time lines cannot be a basis for equating us with any applicant who may have applied for GSM initial spectrum after our date of application,” he said. Das said any manipulation in the grant of spectrum, allowing others who had applied later to get the resource ahead of Spice, would be illegal and cause irreparable damage and loss to the company. Entrants to the telecom business have become vocal in the allocation of LoIs, especially after the recent communication from the DoT indicated the possibility of giving spectrum on the basis of payment of licence fees.

It would seem as if his goal of selling 10 million iPhones by the end of 2008 is about to be half-achieved. According to sources, the company is expecting to make a grand announcement at its Macworld Expo in January 2008 to the effect that Jobs' halfway mark in iPhone sales has been achieved. It’s not official yet – I’m sure the figures will be counted and recounted before the official number is announced. Sales have been apparently been going through the roof and the iPhone has, like Apple’s own iPod, become yet another technological phenomenon. Stay tuned, and have a Merry Christmas.

Raja seeks mobile tariff cuts Pushes For Cost-Based Pricing Formula; May Lower Roaming Charges TIMES NEWS NETWORK New Delhi: The new year could well see your mobile bill coming down, with the telecom ministry initiating a review of phone tariffs which would not only lower the cost of text messages and local calls but could also see a steep cut in roaming charges, which pinch users the most. A senior official in the telecom department said that communication minister A Raja is leading the push for a cost-based pricing formula along the lines of what is being adopted in sectors like power. Sources said Raja has asked his department to approach the Telecom Regulatory Authority of India (Trai) on the issue of slashing telecom tariffs. While India has among the lowest telecom tariffs in the world, the minister sees scope for further reduction since in purchasing power parity terms (a method for determining how much a dollar can buy across countries), the rates here don’t compare favourably with those abroad. Besides, Indian subscribers pay roaming rates that are among the most exorbitant in the world. Regulators have had little success in reining in global roaming tariffs, but this does not seem to have deterred the ministry from taking a fresh stab at it. But while the minister seems determined to bring telecom tariffs down, actually pulling this off organising may not be easy because of a mix of factors like resistance from companies and an aversion to state intervention in matters like tariff determination. The minister himself is cautious on how to go about the exercise. Though he assured Parliament about the need to review tariffs in the wake of suspected cartelization by some operators, Raja has now asked his officials to take up the issue with Trai. Under present rules, the power to fix tariffs is vested with Trai. Though the government can acquire that role by declaring tariffs a policy issue, Raja, already under attack over issuing new licences and awarding spectrum to carry signals, is in no mood to open another front. He, instead, wants the regulator to look into the issue. When approached, Trai chairman Nripendra Misra said he had not received any communication from the department on the matter. Though Misra refused to comment on DoT’s move, Trai has earlier been reluctant to be an arbiter on rates. A few months ago, when most operators moved in sync to raise tariffs citing higher costs, Trai took the position that the matter should be left to market forces. Besides, officials also pointed out that undertaking a review was a difficult issue since operators had numerous tariff slabs and getting all the details on the cost and pricing strategy might be difficult. The reigning policy bias against state intervention may also come in the way of a respite for the subscriber getting a reduced monthly mobile bill. While operators were unwilling to disclose much about their pricing strategy, there were signs to suggest that a policy prod to bring down the rates will meet with determined resistance. Company executives, not wishing to be named, argued that India offered among the lowest tariffs and there was no need for the government or the regulator to intervene. Sources in DoT, however, countered this by saying that on a purchasing power parity basis, tariffs in India were not as low as was being made out to be. “You cannot compare the costs in India with those in the US or even China. Just real estate is so much more expensive abroad,” an official said. The new MING, the A1600, appears to have a similar design but is a bit squarish with a similar transparent flip casing. It will be 3G-enabled, come equipped with Wi-Fi and GPS, and retain its touchscreen feature, but will have a newer Linux UI. Another upgrade is with the camera. The A1600 will boast a 3.2 megapixel, auto-focus camera with an LED flash. The CPU has also undergone an upgrade, so it should naturally be faster. The phone will be approximately 17.5 mm thick, so it's going to be slimmer than the original. No pricing or availability has been announced yet.

S Tel, Parsvnath Developers, Alliance Infratech, Datacom Solutions and Indiabulls are among the companies who have applied for telecom licences in all 22 circles before the government deadline of September 25, 2007. Around 46 companies had applied for telecom licences, of which the DoT had asked 16 companies to furnish pre-LoI documents by December 13. Apart from the pan-India licence seekers, the queue for licences is as follows: ByCell for five circles, Tata Teleservices (3), Idea Cellular (9), Spice Communications (20), Swan Telecom (2), Cheetah Corporate Services (14), HFCL (21), Ruias-owned BPL Mobile (21), Unitech (8) and Shyam Telecom (21). Companies will be given a fortnight to accept the LoIs and pay the licence fee — Rs 1,650 crore — to convert the LoIs into telecom licences and join the queue for spectrum. The government is also planning to charge extra fees for start-up spectrum. However, with new telecom players such as S Tel willing to pay up to Rs 6,000 crore to get spectrum, money does not seem to be a barrier for entry into the fast growing telecom sector. Moreover, new licence holders would not have to wait long to get spectrum and start commercial mobile services as the DoT already has 35MHz of spectrum to distribute among new and existing players. Even if the DoT goes by the first come, first served policy and allocates 4.4MHz of start-up spectrum to three existing players — Idea, Aircel and Vodafone — who are waiting for spectrum to start services in various circles since December 2006, it will still be able to accommodate four entrants. At present, Idea holds licences in two circles, Vodafone in six and Aircel in 13 circles. However, these firms have not been allocated second-generation spectrum to launch services. A new telecom licence holder is entitled to 4.4MHz of start-up spectrum. With the telecom tribunal lifting a voluntary ban imposed by the government against issuing fresh spectrum to operators, the sector will soon see the emergence of new players. In a letter written to the Prime Minister, communications minister A. Raja said the government still had 60-65MHz of vacant spectrum, “including spectrum likely to be vacated by defence services”. The defence is also likely to release about 25MHz of spectrum over the next few months, which can accommodate about six new players. “This will be used to allocate spectrum to CDMA players such as Reliance Communications, HFCL and Shyam Telecom to start GSM service,” said officials. However, big firms such as AT&T, Sterlite, Videocon, DLF, Ispat and Moser Baer — all of whom applied after September 25 — have lost out in the race to enter the fast growing telecom sector in this round.

Or so it was until today as a third-party solution seems to be just around the corner. The guy from Monster and Friends has just shown a working beta of an application that can actually create videos using the iPhone's camera. What is even more exiting than that is the fact that the videos are captured at 2 megapixel resolution. Yeah, you heard that right - 2 megapixel. As of now however the framerate is quite low achieving the miserly 10 fps but this is no surprise as at this stage the application is more proof of concept than something really useful. The author however promises that even videos of 40-45 fps could actually be captured with next versions. A bold promise by all means but we are yet to see if it can actually be fulfilled. As of now the application allows the iPhone to record a 5 second video and replay it right after it is captured. We are yet to see if the promise for a 15-30 fps video at unlimited length will also be kept with the final version.   22. GSM service nod for Reliance Communications in 14 circles 7 Dec, 2007, Times of India In a surprise move, DoT on Thursday awarded a pan-India GSM licence to Reliance Communications. The company had already paid the requisite licence fee of Rs 1,651 crore for a pan-India GSM licence on October 19, 2007, after DoT, in its new telecom policy, had said telcos could offer services using dual technology. The licence will guarantee that RCom will be in queue for GSM spectrum ahead of the 46 others that have applied for licences recently. The development comes even as leading GSM players have challenged the policy of allowing dual technology in the telecom tribunal. RCom currently offers telecom services on the CDMA platform in all telecom circles in the country, and, through its 100% subsidiary, also offers GSM services in seven telecom circles. Confirming the development, a senior company official said, “RCom now holds licences to offer GSM services on a pan-India basis. We got the letters of intent (LOIs) for 20 circles when we made the payment in October. However, on Thursday we got licences for 14 circles only as in the remaining circles, we already offer GSM services through RTL.” RCom will now have to wait for DoT to allot 4.4 MHz of GSM spectrum in each of the circles to launch commercial operations. The department has submitted to the telecom tribunal that RCom will be allotted spectrum only after existing licence holders—Vodafone, Aircel and Idea—are granted start-up spectrum to launch services and other existing players that have applied for a pan-India licence are allotted both licences and spectrum. DoT has also told the telecom tribunal that it would not make any spectrum allotments. DoT had also allowed Shyam and HFCL to offer services using dual technology, but these companies have not made the licence fee payment of Rs 1,651 crore yet. While the Tatas have also applied for GSM spectrum, DoT is yet to process the company’s application. Sources say the Tatas are most likely to move court over the delay in its application, even as RCOM has been given licence for GSM services across the country. While the licence entitles that each player (on the basis of the queue) will be given 4.4 MHz of GSM spectrum per circle to launch operations, many companies heading the queue have already approached DoT demanding that they be granted 6.2 MHz as start-up radio frequencies. DoT is yet to take a final call on this issue.
