Santosh I have resized ur image, and look its animating perfectly. U know, when the image has been resized in the forum, it transfers the image into PNG format, so animation doesn't work. Try to upload animated GIF with smaller size or else as stated by Honestbhai U can upload it in other server & post the link here.

I have never resized a GIF picture, and also don't have the software. But try a google search, there are many softwares available & also there is a online application which provides GIF creation & editing. So try google for it.

Santosh may be its the problem with that file, bcoz gif files are uploaded various times in forum & they are animating finely. You can have a look at Honest bhai's avatar & also Akshat Jain's avatar.
