It seems too fishy! GSM can serve speeds of 4.6Kbps, 9.6Kbps, 14.4Kbps datarates while with EDGE you can get max 500Kbps speeds nothing more! Hmm...and there are lots of providers, like Satyam, which give VPNs. They are way cheaper and FASTER...somethings seriously fishy... Lets be ready for a RIL GSM provider and Reliance Communications GSM provider!

have you configured your NIC properly? That URL can only be accessed from INSIDE Sify's LAN so if you're trying to download it from some other connection like dial up or something then it wont work. Also you could use some alternative dialer for Linux.
