Daga ji, the one suggested by other member is even better as the minimum commitment is low Along with this if L1 plan can be provided (AFAIK all corporate customers get this) to rimweb CUG users and calls to CUG will be free than that would do I think.. What say other rimwebians?

Yes this service is only for pre-paid customers.. It was available in Orissa since quite long time back, but now its a nation wide launch

In orissa I have Reliance Smart, which is not Reliance GSM but a subsidary company raised by Reliance - Reliance Telecom.. So, I guess, MCA (msd call alrt) isn't available in Smart (reliance gsm service in orissa).. Any one in this forum using Smart-Orissa?

Nope.. I guess the site may not be updated.. Post to pre conversion is now possible in BSNL as well.. But AFAIK, to get the security amount you deposited for Postpaid, it will take you 4-6 months, but the number will be converted to prepaid immediately with some charges.
