^^ There was indeed some report that MNP may be launched only in March 2010 and not in September as said earlier. The MNP operators are not happy with the phased launch and they want all-India launch at one go. So I feel MNP will also get postponed as with 3G! -

3G spectrum auction may happen next year NEW DELHI: After raising the hopes of both subscribers as well as telecom companies, the government is understood to be in no special hurry for auctioning spectrum for 3G mobile services this calendar year. Earlier, indications were that the radio waves would be auctioned by September this year. According to sources close to the development, there is a feeling that the government may not get the revenue it is looking at if it bids out spectrum in the midst of a global recession - which means mobile users would have to wait a while before they can enjoy faster voice and data services. The government has projected a revenue of Rs 35,000 crore in budget 2009-10 from the auction of spectrum and had last month decided to keep the reserve price at Rs 4,040 crore for radio waves for pan-India operations. An Empowered Group of Ministers (EGoM) chaired by Finance Minister Pranab Mukherjee has been formed to look into issues relating to 3G spectrum auction and decide on the number of slots to be auctioned in the first phase. Asked whether the Department of Telecom (DoT) has sought the first meeting of the EGoM, sources said the meeting is likely to take place soon but confirmed that auction of spectrum may happen only in January-February next year. Going by the proposed reserve price of Rs 4,040 crore, the government is expecting to garner over Rs 32,300 crore -- assuming that all seven players, including BSNL/MTNL, opt for 3G mobile services across India. http://economictimes...how/4798537.cms -

Also, when tariffs are bound to fall to 30p/min for local(Which I believe will happen ), per-second billing will become costlier. The minimum tariff will cannot go below 1p/sec which translates to 60p/minute. So per-minute will be the best.

Reliance, Idea have most congested networks: TRAI 7 Jul 2009, 2045 hrs IST, Joji Thomas Philip, ET Bureau NEW DELHI: The congestion in cellular networks has gone up in the first three months of the calendar year (January-March), an analysis by sector regulator Trai has revealed. The regulator said that Reliance Telecom, Reliance Communications and Idea Cellular have the most congested networks among private operators while Tata Teleservices had the least levels of congestion. The regulator, which monitors congestion on a monthly basis, has said that in as many as 76 places, the congestion levels were above the permissible limit during the quarter, when compared to only 66 such places in the previous quarter. Congestion levels have been steadily coming down and had fallen to an all-time low in Oct-Dec ‘08, when telcos’ networks were congested in only 66 places. Network congestion leads to call drops and deterioration in voice quality. Besides, this is also the primary reason why consumers have to make repeated calls to get through. The regulator tracks this by evaluating the congestion levels at the points of interconnection (PoI), which are places where mobile traffic is exchanged between the networks of different operators. Congestion level is one of the important parameters and signifies the ease by which a customer of one network is able to communicate with a customer of another network. The regulator has set a benchmark of less than 0.5% for this parameter. This means out of 200 calls between two operators, only one call should face the problem of congestion. Among private service providers as of March 2009, Reliance Telecom and Idea both have congestion in 18 PoIs each, followed by Reliance Communications (16 POIs) and Vodafone (11 POIs). The circles most affected due to PoI congestion are Bihar (13 PoIs), followed by Andhra Pradesh and Kolkata (8 PoIs each) Assam and Himachal Pradesh (7 PoIs each) and Mumbai (6 PoIs), Trai said in a statement. Bharti Airtel, which so far had the most congested network, has shown a rapid turnaround and now boasts of one of the lowest congestion levels, Trai’s report said. In fact, Bharti is now second behind only the Tatas, in terms of the least congested networks. -

^^ The situation is different in China. I believe china has just 2 major mobile operators, where as India has 6-10 per circle. Hence 100/200 million subscribers for an operator will be a great achievement. -
Well, with all the discussions going on about DoCoMo, it seems TATA can taste success this time. The main attraction here is definitely the per-second billing. Though the numbers are not yet out, from previous posts I feel its a huge hit. I was thinking whether other operators too will shift to per-second billing or will they brush it off as launch offer. What are your thoughts guys?

yup you are right. As per AUSPI RCOM had 62million at the end of Mar09. But then I remember reading some where RCOM achieved 80million customers. -

I think Tata Indicom when launched had 15seconds pulse which they later changed to per-minute billing. Per-second billing is always great for customer and with 1paise/second its equivalent to other operators having per-minute billing. Anyways, does TRAI permit per-second billing?
