I think ... Its due to your Zone and Network.

I am also using ZTE USB modem and its connects @ 28.8Kbps but the downloading speed around to 18~21 KB/s....thats the same for 256Kbps. Look it the speed measurement.... You want to connect @ 140 or 256 Kbps and your transfer rate is 20 KBps b -> bits B -> Bytes
