BSNL gets security clearance for procuring MNP gateway NEW DELHI: State-run BSNL has received the security clearance for importing equipment needed to upgrade its network for mobile number portability, which will allow users to retain their numbers when changing from one operator to another. According to sources, BSNL received the security clearance from the Intelligence Bureau early this month. BSNL CMD Kuldeep Goyal confirmed and said that the company had received security clearance for MNP gateway in February. BSNL had applied for security clearance to the Department of Telecom in December, last year. However, the Intelligence Bureau had asked for additional information on the manufacturer along with some additional parameters about the equipment. The clearance means the state-run telco can now place the purchase order for procuring equipment. BSNL had sought the intervention of DoT to expedite the security clearance process to import the equipment so it can meet the deadline. All mobile service providers in the country have been asked to ready their networks for implementing MNP by March 31 this year. However, even though BSNL has received security clearance it (BSNL) feels it may not be able to stick to the deadline of March 31. Goyal has said "We have issued the advanced purchase order but supply of equipment, installation and testing would take time till mid-May... March 31 deadline looks difficult as far as we are concerned."

  4. Source Firm increases focus on CDMA services. Reliance Communications will buy two million CDMA handsets for Rs 340 crore from Chinese telecom vendor Huawei Technologies. The delivery of these handsets has started, and Reliance Communications plans to roll them out next week, according to sources. Reliance Communications confirmed the move, but refused to divulge the details of the order. These CDMA handsets, priced in a range of Rs 1,700-1,950 per unit, along with bundled value-added services (VAS), come with camera and FM radio, and have a one-press access to the VAS platform. The company will deploy these handsets in Tier-II and Tier-III cities. CDMA service providers, unlike GSM service providers, give bundled offers, where a network connection comes with a handset — a concept pioneered by Reliance Communications in 2003. Reliance, one of the first CDMA players in the country, started GSM services in January last year. The company is now going back to its roots to increase sales in the CDMA space and expects this strategy to increase VAS and data consumption. “We are leveraging our extensive CDMA capabilities to drive VAS revenues as part of a larger business growth plan,” said Krishna Durbha, head, VAS, Reliance Communications. The company is looking at data and VAS sales increase to make up for declining wireless Arpu (Average Revenue Per User) due to price wars in the telecom industry. Reliance will offer a free bundled wallpaper pack from its R-World platform along with these handsets. The handset comes with a browser that enables customers to access entertainment-based VAS services. Film and music-related services have been one of the key drivers of the company’s VAS usage. Nearly 60 per cent of the company’s overall VAS usage is driven by entertainment services like caller tunes, mobile wall papers and mobile themes.

    Tata Teleservices, Future Group tie up for new GSM brand New brand, T24, to tap the loyal customer base of the Kishore Biyani firm. Telecom service provider Tata Teleservices Ltd (TTSL) today entered into a franchisee agreement with retail giant Future Group to offer GSM mobile telephony services under a new brand T24. TTSL will launch GSM operations under the new brand shortly, starting with South India, and would have a pan-India presence this year itself. However, the details of the tariff plan are yet to be worked out. “This is a franchise model. Under the partnership, Future Group will sell TTSL GSM connections under the brand name T24 to customers in its retail outlets,” TTSL Managing Director Anil Sardana said. For TTSL, this is the second franchisee deal, as it has a similar agreement with Virgin Group, wherein it offers mobile services under Virgin brand targeting the youth. TTSL, which offers GSM services in 15 telecom circles in the country under the brand DoCoMo, is exploring the concept of retailer-telco partnership with T24 launch. By partnering with Future Group, TTSL hopes to grow its customer base. “This is a unique marketing alliance between retailer and telecom operator. The service is only available to Future Group consumers. The starter-kit for T24 will be available from Future Group stores,” Sardana said. With a tagline of ‘Shop more, talk more and Talk more Shop More’, the mobile GSM service will work like a loyalty programme, wherein a customer of Future Group will get some talk time when he shops at Future Group and vice versa. “Customers will get shopping benefits for talking, and talk-time benefits each time they shop,” Future Group CEO Kishore Biyani said. TTSL has added about three million customers last month, taking its total subscriber base to 60 million by January-end. This would push the company to the fifth from its current sixth position in the mobile market. Supporting Trai’s move to kickstart the process for 4G mobile telephony, Sardana said it would help India to come out with high-end services in line with the advanced countries. “About 23 operators will be launching 4G by 2010. The 3G was launched in 2001 and we are already nine years behind. It should not happen in 4G,” he said. Sardana supported the auctioning of 3G spectrum at an appropriate time.

GSM subscriber base at 394.2 mn; Jan. sees 13.7 mn new users The GSM operators together added 13.7 million new subscribers in January, taking the overall GSM subscriber base to 394.2 million with Bharti Airtel leading with 2.85 million. Last month’s GSM addition is marginally up from the December numbers when the operators had added 13.1 million. Airtel is closely followed by Vodafone which added 2.7 new users, say the data released by GSM operators body COAI. Total user base of Bharti Airtel soared to 121.7 million while that of Vodafone jumped to 94.14 million at the end of January. Idea Cellular along with Spice Communications have added 2.27 million users taking it to a total 59.88 million, thus retaining its position as the third largest GSP operator. However, BSNL is closing the gap with Idea. The state-run teleco has added 2.2 million new users last month taking its total subscriber base to 59.45 million. Aircel has added 2 million new users, taking its user base to 33 million and MTNL added a mere 45,067 users taking its users base to 4.6 million. The data do not contain the subscriber addition of Tata Docomo, the GSM services of Tata Teleservices and Reliance Telecom.

Mobile number portability may come with 7-day wait NEW DELHI: It may take seven working days for customers to change their cellular operator when mobile number portability (MNP) is implemented across the country from April 1. The seven-day time frame was part of the solution that the communication ministry and telecom companies have worked out jointly in a meeting last week to address concerns of the country’s security agencies which had raised severe objections to the implementation of MNP. As per current regulations, it is mandatory for telcos to ensure that the entire portability process is complete within four days if a customer requests for a change of operator. The Department of Telecom (DoT) will now ask Trai to change existing regulations to allow a seven-day time frame. India’s security agencies had demanded that MNP be put on hold until a foolproof plan was put in place to ensure that phone numbers that were under surveillance could be monitored even if such customers were to avail the facility to change one’s operator, while retaining his number. Following this, DoT held a meeting with telcos on the issue where it was decided that service providers would port those numbers that were being monitored or under surveillance only after it was approved by Law Enforcement Agencies (LEAs). The solution also involves the LEA informing the new operator to which the customer is moving so that the surveillance and monitoring mechanism is transferred seamlessly between the two telcos. The LEAs will sanction the porting process only after it has ensured that this mechanism is in place, according to the minutes between DoT and telcos, a copy of which is available with ET. “An unanimous view emerged that around three days extra time (will be required), taking the total time for porting to seven working days. In view of this, after finalisation of the process, Trai will be required to amend the regulation to extend the period for porting of mobile number from the present four days to seven working days,” the minutes of meet added. But market watchers and smaller operators fear that seven-day time frame will derail customer interest in MNP. At the same time, MNP implementation may also miss its April 1 deadline after the home ministry recommended that the licence given to MNP Interconnection Telecom Solutions (MITS), one of the two companies chosen to implement MNP facility in India be revoked on the grounds that the company has operations in Pakistan. The home ministry has also said that the minority shareholder in the company, Deepak Talwar Consultants, has no experience in running telecom operations and is, therefore, just a front for the US firm.

Source Opera Lab tests indicate that Opera Mini is six time faster than Safari for iPhone Apple has enjoyed and continues to earn loads of accolades for the iPhone which is considered one of the better mobile browsing devices today. However, Safari for iPhone will now face a challenge - Opera Mini. At the upcoming Mobile World Congress 2010 convention, Opera has announced that it will unveil new Opera Mini for iPhone. To be honest, this was long due and a much deserved web browser option for the mobile phone users. Many eyebrows are raised since Apple had canned Opera's desire to introduce iPhone version of the mobile web browser. Back in October 2008, the then Opera CEO Jon S. von Tetzchner told us in an interview that Opera on iPhone "would need Apple to change their policy of not allowing competing software applications on the iPhone." But after that, third-party browsers did make a debut for Apple iPhone. Technology pundit John Gruber wrote on his blog Daring Fireball that Opera Mini didn't show up since the code base was written in Java and iPhone doesn't support Java in any form. Tested in the Java ME platform, running Opera Mini on iPhone would require a Java ME runtime environment on iPhone. But that violates the iPhone SDK Agreement guidelines which states: 3.3.2 - An Application may not itself install or launch other executable code by any means, including without limitation through the use of a plug-in architecture, calling other frameworks, other APIs or otherwise. No interpreted code may be downloaded and used in an Application except for code that is interpreted and run by Apple's Published APIs and built-in interpreter(s). At the upcoming MWC 2010, Opera will show off Opera Mini for iPhone along with the Opera mobile web browsers for other mobile platforms. Earlier, Opera never confirmed that it had a working version of Opera Mini for iPhone but now, it surely does. The press image of the Opera suggests that Opera Mini for iPhone will have speed dials just like Opera Mini for other mobile platforms. It would be interesting if Firefox also follows the Opera's footsteps. Google too can do a damage here by launching Chrome's mobile version for iPhone but the fact is the Chromium community has just got its browser working for Mac OS X. Now, we'll have to wait till MWC 2010 to watch Opera Mini for iPhone running. Note that Opera hasn't clarified, at this moment, whether Opera Mini would be an individual download or free App available from Apple App Store.

BSNL may play spoilsport on DoT's MNP roll-out plan The Department of Telecom today expressed confident that operators would meet the March 31 deadline for rolling out the MNP services but the state-run BSNL said it is difficult to meet the deadline. The mobile number portability (MNP) services allows users to change the service providers while retaining their numbers. The delay on BSNL's part could hamper the DoT's rollout plans as effectiveness of the MNP would, to a large extent, depends on preparedness of all operators. BSNL is the fourth largest mobile operator in terms of subscribers. "We have asked mobile operators to stick to the March 31, 2010 deadline for rolling out the MNP and we are confident that the March 31, 2010 deadline would be met by them. We will continue to review their preparedness," Telecom Secretary P J Thomas told PTI. Most of big private players on GSM and CDMA platforms have already hinted that they would meet the deadline. In a meeting between operators and the DoT to review the preparedness for the MNP roll-out, BSNL said it would not be able to roll out before middle of May. "We got security clearance for MNP gateway only in February 3 which cause a two-month delay in our preparedness. We have issued the advanced purchase order but supply of equipment, installation and testing would take time till mid-May.. March 31 deadline looks difficult as fas as we are concerned", BSNL CMD Kuldeep Goyal told PTI. When asked about BSNL's security delay issue, Thomas said "now they have got it".

Creating confusion: Trai talks 4G, but 2G, 3G not settled yet NEW DELHI: Trai has floated a two-page pre-consultation paper on 4G spectrum which is already creating a storm in the telecom sector. The paper invites comments from stakeholders by March 15 and promises to generate serious debate for several reasons. The first among them is the fact that some of the most important and fundamental issues concerning the allocation, pricing, methodology, transfer and sale of 2G spectrum are pending with the Trai for over four months now. With fundamental issues on spectrum and M&A still undecided a discussion on 4G is being seen as unusual. "The Trai is missing the wood for the trees. It is ludicrous to jump to 4G without settling 2G spectrum issues," said an official with a leading GSM operator. Further, there is utter confusion between ministries on the date of 3G auctions. 3G auctions have been postponed twice in January 2009 and January 2010. The new auction dates are likely to be fixed for the second half of 2010. Since there is no clarity on either the dates or the quantum of spectrum available in 3G a discussion on 4G has taken stakeholders by surpise. Trai chairman J S Sarma said, "We are taking advance action on 4G as 2G recommendations will be released before the end of March and will then be the DoT's responsibility while 3G is already out of our hands. We don't see any relationship between these issues". A GSM operator said since it is possible to operate any technology in any spectrum band, this 2G, 3G and now 4G discussion is meaningless. "The core issue is spectrum. Give operators spectrum and they will decide the technology of their choice." However, CDMA lobby Auspi, secretary general S C Khanna said it is a positive move to bypass 3G and leapfrog to 4G as it is a better and cheaper technology.
