    i changed my name some 6 years back.. i went to a local shop where we get all government application forms. and asked for Government Gazette name change application.. took some 400 Rs DD and sent the document to Chennai address mentioned in the form.. after some days, it was published and they sent me 5 copies of the name change publication.. the i used the publication's attested photocopy to change my name in ration card, banks, license, pancard etc..

New HIV strain discovered in a woman from Cameroon Source A new strain of the virus that causes AIDS has been discovered in a woman from the African nation of Cameroon. It differs from the three known strains of human immunodeficiency virus and appears to be closely related to a form of simian virus recently discovered in wild gorillas, researchers report in Monday’s edition of the journal Nature Medicine. The finding “highlights the continuing need to watch closely for the emergence for new HIV variants, particularly in western central Africa,” said the researchers, led by Jean-Christophe Plantier of the University of Rouen, France. The three previously known HIV strains are related to the simian virus that occurs in chimpanzees. Likely explanation The most likely explanation for the new find is gorilla-to-human transmission, Plantier’s team said. But they added they cannot rule out the possibility that the new strain started in chimpanzees and moved into gorillas and then humans, or moved directly from chimpanzees to both gorillas and humans. The 62-year-old patient tested positive for HIV in 2004, shortly after moving to Paris from Cameroon, according to the researchers. She had lived near Yaounde, the capital of Cameroon, but said she had no contact with apes or bush meat, a name often given to meat from wild animals in tropical countries. The woman currently shows no signs of AIDS and remains untreated, though she still carries the virus, the researchers said. How widespread this strain is remains to be determined. Researchers said it could be circulating unnoticed in Cameroon or elsewhere. The virus’ rapid replication indicates that it is adapted to human cells, the researchers reported. Herpes factor A separate paper, also in Nature Medicine, reports that people with genital herpes remain at increased risk of HIV infection even after the herpes sores have healed and the skin appears normal. The researchers found that long after the areas where the herpes sores existed seem to be clear, they still have immune-cell activity that can encourage HIV infection. Herpes is marked by recurring outbreaks and has been associated with higher rates of infection with HIV. It had been thought that the breaks in the skin were the reason for higher HIV rates, but a study last year found that treatment of herpes with drugs did not reduce the HIV risk. Sore location The researchers tested the skin of herpes patients for several weeks after their sores had healed and found that, compared with other genital skin, from twice to 37 times more immune cells remained at the locations where the sores had been. “Understanding that even treated (herpes) infections provide a cellular environment conducive to HIV infection suggests new directions for HIV prevention research,” commented Dr. Anthony S. Fauci, director of the National Institute of Allergy and Infectious Disease. — AP

BSNL getting MNP network ready to lure mobile users of rivals Source NEW DELHI: In a bid to attract subscribers of rival companies, state-run telecom operator BSNL is gearing up to start mobile number portability (MNP) services as soon as telecom regulator TRAI issues tariff structure. Even as the implementation of MNP is likely to be delayed from the scheduled date of September 20, the PSU, which hopes to attract substantial number of users from the rivals like Bharti Airtel and Reliance Communications, has called for expression of interest for MNP gateway. A company official said the MNP gateway would integrate BSNL subscribers data system with the Clearing House appointed by the government (Synverse or Telecordia). BSNL has lost number two GSM operator position to Vodafane Essar due to delay in network expansions. Complaints of poor service has also hit the PSU's efforts to garner more users. In July, BSNL subscriber base stood at 4.9 crore against Bharti's 10.23 crore and Vodafone's 7.64 crore. The Telecom Department had notified September 20 as the date of implementation for MNP service. Later, Telecom Secretary Siddartha Behura said MNP will come by the year-end as the regulations are being prepared. Syniverse Technologies and MNP Interconnection have been selected by DoT to carry out the MNP exercise.

    How Fly's Extremely Quick Eyesight Inspire Ultimate Vision For Robots Source Scientists have created a research environment by inspiring how the blow fly's extremely quick eyesight helps to keep it from losing orientation as it makes 'lightning-fast' movements to and fro. Members of a Munich-based "excellence cluster", called Cognition for Technical Systems (CoTeSys), describe their invention as a flight simulator for flies. The researchers say that they are investigating what goes on in flies' brains while they're flying, hoping to some day put similar capabilities in human hands. They are hopeful that their work may one day aid in developing robots that can independently apprehend and learn from their surroundings. A blow fly can perceive 100 images per second, and interpret them quickly enough to steer its movement and precisely determine its position in space. Given that the fly's brain is hardly bigger than a pinhead, scientists have to date believed that it must have a simpler and more efficient way of processing images from the eyes into visual perception, and that is a subject of intense interest for robot builders. Within the framework of CoTeSys, brain researchers from the Max-Planck Institute for Neurobiology are exploring how flies manage to apprehend their environment and their own movement so efficiently. Led by neurobiologist Prof. Alexander Borst, the research team have made a flight simulator for flies. On a wraparound display, the researchers present diverse patterns, movements, and sensory stimuli to blow flies.

Source NEW DELHI, Aug 5 (Reuters) - India's telecoms regulator has asked the government not to issue new licences until it decides whether there is a need for more players in the crowded market, a move that could further delay entry of firms such as AT&T (T.N: Quote, Profile, Research). The Telecoms Regulatory Authority of India (TRAI) has asked the government to "keep in abeyance" the grant of new 2G licences till the watchdog finalises its recommendations, it said in a letter posted on its website www.trai.gov.in. India has issued 281 licences for the country's 22 telecoms zones, or up to 14 licencees per zone. These include 122 licences from 575 applications received in 2007 from 46 firms, including real-estate and technology firms with no telecoms experience. "Sufficient competition seems to be already in place and spectrum is a scarce resource," the government had said in a letter to the regulator recently. The government had also sought the watchdog's views on auctioning spectrum for 2G mobile standard, instead of the current practice of giving licencees entitlement for spectrum. The government is also planning to call bids for 3G licences. AT&T had expressed interest to acquire licence for all of India's 22 telecoms zones. Others in the queue include firms linked to Videocon Group, DLF, JSW, Hinduja Group and Moser Baer.

Source NEW DELHI: Bharat Sanchar Nigam Ltd (BSNL) has been making operating losses in the past two years, only managing to stay in the black because of interest income from its accumulated cash reserves its misfortune almost entirely attributed by company insiders and experts to rampant political interference. BSNL's performance in the lucrative telecom business has been slipping alarmingly in the past two fiscal years amid controversies surrounding telecom minister A Raja, as rival firms thrive taking advantage of the troubles weighing down the government-owned company. For long regarded as one of the government's 'crown jewels' and a top candidate for disinvestment this year, the company was last year billed as able to command a market value of around $100 biillion. But for the fiscal year to end-March 2009, Bharat Sanchar Nigam showed a measly Rs 575 crore as profit. Even this was possible only because interest income from its cash reserves was about Rs 3,900 crore. In 2007-08, its net profit was Rs 3,009 crore on interest income of Rs 4,004 crore, buttressing the case its profits in the last two years have less to do with its telecom business. Income from activities not related to its core business during this period was nearly Rs 5,700 crore. Cash reserves fell to Rs 35,337 crore at the end of March 2009 from over Rs 40,000 crore a year ago. Top BSNL executives speaking on condition of anonymity say the company has been severely hobbled by political interference. It ran out of capacity to expand cellular services nearly 18 months ago and no new major contracts for mobile networks and equipment have been awarded in the past 24 months. One of the executives pointed out that in 2006 and 2007, the company matched India's biggest and most valuable phone firm Bharti Airtel in subscriber additions, but meddling since then had resulted in growth stagnating. "BSNL has hardly any capacity addition since 2006-07 and this reflects in our performance," the executive said. Telecom Minister A Raja was not available for comment. Mr Raja has also been accused of giving wireless spectrum at throwaway prices to nine companies and causing a loss of over Rs 50,000 crore to the state exchequer. He denies the charge. BSNL chairman & managing director Kuldeep Goyal said the company's earnings before interest, depreciation, taxation and amortisation (EBIDTA) was Rs 7,000 crore in 2008-09 . EBIDTA was almost the same amount in the previous fiscal. "The lower profitability is due to high provision for depreciation of over Rs 9,696 crore in 2007-08 and almost Rs 8,500 crore in 2008-09 ," he said. Even the Rs 7,000 crore EBIDTA translates into a margin of about 20%, poor by industry standards. Bharti has been maintaining an EBIDTA margin of over 40% since 2007. BSNL's dismal performance last fiscal resulted in Bharti overtaking it to claim the top slot for sales and profits. It also means that BSNL's valuations will suffer as it prepares for its first ever public share offering. A measure of the depths to which BSNL has sunk is the fact that its revenues were nearly Rs 40,000 crore in the year to March 2007. Bharti's was at Rs 37,352 crore at the end of March this year. INCREDIBLE INDIA BSNL's profits over the last two years have not come from its telephone offerings. Telco had a cash reserve of over Rs 40,000 crore in 2007-08 , which has come down to Rs 35,337 crore in 2008-09. In 2008-09, BSNL posted a profit of Rs 575 crore, but its interest income on cash reserves was about Rs 3,900 crore.   21. Source New Delhi, Aug 3 (PTI) Reliance Media World, which holds Anil Ambani group's radio business Big 92.7 FM, will be listed on the Bombay and National Stock Exchange. Earlier, the ADA group's radio business was demerged from Adlabs Films and transferred to Reliance Unicom, which was later renamed as Reliance Media World Ltd with effect from July 22, 2009. "Reliance Media World Ltd will thereafter be listed on the Bombay and National Stock Exchange," the company said in a statement. Under the demerger scheme the shareholders of Reliance Unicom will be issued one share for each share held in Adlabs Films. Pursuant to the receipt of regulatory approval, the demerger was effective from April 1, 2008.

    Tata Motors delivers 2,475 Nanos in 15 days Source Tata Motors has delivered 2,475 units of its small car Nano, billed as the world's cheapest four-wheels, within 15 days of its commercial roll-out. Tata Group chairman Ratan Tata had handed over the first Nano on July 17 to Ashok Raghunath Vichare, a resident of Mumbai. The vehicle carries an ex-factory price of Rs 1 lakh for the base variant and costs anything up to Rs 1,75,000 depending on the model. Last month, the company's total sales jumped 18 per cent to 48,054 units. Its passenger vehicles sales in the domestic market grew by 17.33 per cent at 17,191 units. Tata has recently said in its Annual Report that the company would deliver up to 60,000 Nanos by July next year, while over the first one lakh cars by 2010 once its mother plant in Sanand goes on stream. Conceived in 2003, the Nano project has cost over Rs 2,000 crore to the company. Tata Motors launched the car on March 23 this year. After originally planning to roll out the 'small wonder' from Singur, Tata Motors had to shift the project to Gujarat after 95 per cent of the construction work at the West Bengal site was completed on account of violent protests by Trinamool Congress last year. The new plant in Sanand is likely to be ready by the end of this financial year. It would have an initial production capacity of 2.5 lakh units per annum.
