Economic Times 12 Jun 2009, 0126 hrs IST NEW DELHI: The communications ministry is set to tell the Union Cabinet that it is open to increasing the reserve price for the auctions of pan-India third generation (3G) spectrum to Rs 3,540 crore and auction up to eight slots of 3G spectrum. As per the existing 3G policy unveiled by the communications ministry late last year, the reserve price for pan-India 3G spectrum is Rs 2,020 crore and accommodating five players per circle. The department of telecom is of the view that hiking the reserve price for these airwaves will ensure that the finance ministry does not put up any fresh roadblocks for the upcoming 3G auctions, which is vital for high-end services such as video conferencing and high speed internet on mobile handsets. Spectrum is the airwaves on which telecom signals travel and is the lifeline for all telcos. This comes as the Union Cabinet is set to consider the proposal for the auction of radio bandwidth for third-generation (3G) mobile services within the next two weeks, rather than routing it through a group of ministers (GoM), fast-tracking the much-delayed process. The DoT will also tell the Cabinet that the total number of players who will be allotted 3G spectrum can be raised from the current five to about seven to eight per circle. The move is aimed at addressing the concerns of the finance ministry which fears that a lower base price would result in the government failing to meet its targets of raising about Rs 40,000 crore for these auctions. Increasing the number of slots will lead to higher revenues from the auctions as this will enable more Indian operators and also players from abroad to bag these airwaves. At the same time, the DoT in its note to the Cabinet will also state that even as it open to hiking the reserve price, it prefers to retain the base price at 2,020 crore as specified under the existing 3G policy. The DoT’s logic behind the Rs 3,540 crore figure is that it is between the Rs 2,020 crore suggested by the DoT and the and the Rs 4,040 crore demanded by the finance Ministry. The DoT has arrived at this figure (Rs 3,540 crore) by doubling the reserve price for Delhi, Mumbai and category A circles and increasing it 1.5 times for Kolkata and category B circles retaining the current base price for category C circles, according to a top executive in the communications ministry.

^^^ here goes the calculation total minutes i spoke = 30 minutes and 58 seconds total minutes saved = 5 minutes and 2 seconds since call charge is 1p/1 sec i was charged Rs 18.58 and i saved Rs 3.02 if pulse rate is 1 min and call charge is 60p/1min [1p/1sec] then i will be charged Rs 21.6 for 36 minutes of usage.. hence proved 21.6 = 18.58 + 3.02 i saved 13.9815 % [21.6*13.9815/100 = 3.02]

Times of India 6 Jul 2009, 0535 hrs IST PANAJI: Visibly annoyed with incessant calls made to subscribers especially during unearthly hours by mobile service providers, Rajya Sabha member from Goa, Shantaram Naik, in an interesting outburst, has suggested that the directors of the company who call the subscribers and send SMSes to advertise their schemes should be put behind bars and tortured'. He has suggested that the directors be provided with mobile phones in jail with only incoming facilities and should be "tortured throughout the night with the type of calls they make to others". In his special mention at the Rajya Sabha, Naik has stated that constant mobile phone messages and SMSes from certain companies to mobile subscribers has crossed all limits of tolerance and that it is time that the Parliament takes serious note of these neo crimes which are committed almost round the clock. Subscribers take these calls or read these SMSes lest they should miss any important message relating to their families, business or any untoward incident, Naik said in his special mention. Business norms as well as a sense of decorum, protocol and decency would require that these companies find out who is on the other side when they venture into such unsolicited communication, he said. "It is high time that police should appeal to the members of public to file FIRs against such companies. Their directors should be prosecuted under the existing laws itself," Naik said. The MP has even suggested that the Parliament can amend the Indian Penal Code or any other legislation dealing with communications to make such offenses punishable.. -

priority goes to 3g gsm due to availability of wide range of 3g gsm handsets.. many customers prefer gsm because that got the majority of customers in india. Just think majority of customers are in cdma and cdma handsets are more available than gsm handsets then all prefer cdma than gsm. most people follow what others do.. never mind which one is best..

3G spectrum auction may fetch Rs 35,000 cr to Govt. Source New Delhi (PTI): The government has made a provision of collecting a whopping Rs 35,000 crore from the auction of third-generation (3G) radio spectrum. The Budget estimate of 2009-10 includes a sum of Rs 35,000 crore as expected revenue from auction of 3G spectrum, Finance Minister Pranab Mukherjee said in Budget papers. The Department of Telecom collects spectrum charges akin to royalty for the use of spectrum as well as the licence fee for possession of wireless equipment from service providers having telecom service license. Just few days before the Budget, Government had decided to fix the reserve price at Rs 4,040 crore and allow seven operators to offer 3G mobile services. The auction, when happens would allow telecom firms to offer services such as high-speed Internet and video downloads on mobile phones. Telecom Minister A Raja has already said the auction could happen by December. The government had initially aimed to get Rs 20,000-25,000 crore. The sale has been deferred twice. The finance ministry wanted the floor price of the auction to be Rs 4,040 crore double of what the DoT had suggested. According to the guidelines, the government planned to conduct auction for 20 of India's 22 telecom zones and had said companies could bid for four slots in most of these areas. -

^^^ 5 days of usage - so far no call drops, no connectivity problem, no network problem. best coverage in my town, especially indoor.. after every outgoing call it shows last call charges as well as seconds saved in that call.. i just added most of the saved seconds and it totaled around 5-6 minutes so far..

The Hindu Monday, July 6, 2009 : 0925 Hrs Mumbai (IANS): Hollywood filmmaker Brett Ratner, who has made films like "Rush Hour" and "X-Men: The Last Stand", has tied up with Reliance's Big Entertainment to bring cinematic material from all over the world to India. He has now acquired a French graphic novel on behalf of the production house to be made into a film. "It's to be titled 'Infinity'. It will be directed by Sylvain White. I feel the boundaries between Bollywood and world cinema are evaporating. And material with a strong visual appeal will enable Bollywood to go global," Ratner told IANS over phone from Berlin. "This tie-up with Reliance has given me more creative and financial freedom. For example, I've this deal with Paramount. I can go to them now with Reliance's financial proposal and get more room for quick and effective negotiation," he said. Ratner can't believe how quickly he cut a deal with Reliance. "I met the Reliance team at the Cannes film festival. And before I could get back to the US, the contract was ready. When I met these guys, I realised they loved cinema. And that's very important to me. In the US, the studio system is run by business giants who are not necessarily movie fans," he said. Ratner wants to use his partnership with Reliance to distribute Jackie Chan movies in the Indian market. "I did those 'Rush Hour' films with Jackie Chan and I share an incredible relationship with him. And Jackie has told me that his cinema has an amazing market in Bollywood. I thought if I cut a deal with Reliance, I could bring the Jackie Chan movies into India. "No other director in Hollywood is as close to Jackie Chan as I am. Every Chinese production that Jackie Chan acts in, he wants me to be part of it. The guy is a workaholic. He does four-five films a year. A part of those films will be produced by a banner Jackie and I will float together. And I'll pass on those movies to Reliance for the Indian market," Ratner explained. Ratner feels Danny Boyle's "Slumdog Millionaire" has irreversibly changed the global fortunes of Bollywood. "Look at how a small-budget film with unknown actors is garnering Oscars. 'Slumdog...' has opened up doors. It shows the US market that a hit movie can be made without Tom Cruise or Tom Hanks," he said. Asked what he is doing in Berlin, Ratner said: "I'm here in Berlin because Roman Polanski is directing a new movie 'Ghost'. Every time he does a film, he asks me to visit him. And Pierce Brosnan, who starred in my film 'After The Sunset', is in Roman's film." He is also set to make a movie out of Rob Liefeld's popular "Youngblood" superhero comics from the 1990s. "'Youngblood' is the number one independent comic book in the world, on a par with Marvel and DC comics. So many studios wanted it. I was able to acquire 'Youngblood', thanks to Reliance who were very proactive in their decision. I'm very excited at the thought of making this film because I grew up on superhero comics. That's why I eventually made 'X Men'," the filmmaker said. At one point, Ratner was supposed to direct "Superman". "That's true. And when I couldn't do it, I was very upset. I thought there were no comic books for me direct. Brian Singer had 'X Men', Sam Raimi had 'Spiderman...' Which comic book would I do? Then of course I was able to do 'X Men'. After that I was hungry to do a series based on a comic book. I didn't want to do 'Iron Man' because it's considered a 'b' comicbook. 'Youngblood' has such a huge fan base," the director said.

Press Trust of India / New Delhi July 2, 2009, 18:03 IST Calls made from the mobile handsets without International Mobile Equipment Identity (IMEI) number are being rejected by the cellular operators from this week, the Rajya Sabha was informed today. Communication Minister A Raja told Prakash Javadekar (BJP) in a written reply that the directions have been issued to all cellular mobile telephone services (CMTS) and Unified Access Services licensees to make provisions for equipment identification register in their network. The Minister said this would enable networks to reject calls without IMEI or ensure that numbers with all "zeros" are not processed after June 30 this year. Raja also said that the government has prohibited the import of mobile handsets without the IMEI number or with all 'zeros' IMEI with immediate effect. The member had raised the query contending that such mobile handsets posed a serious threat to the country's security as terrorists are mostly found using such phones to escape identification. -

Ban on import of mobiles without unique number The Hindu Sunday, Jul 05, 2009 NEW DELHI: After much delay, the government has finally decided to ban imports of all mobiles without the unique identification number — International Mobile Equipment Identity — and asked all operators to stop service to subscribers who are using phones without the IMEI number. Security agencies have been demanding the ban on mobile phones without the 15-digit IMEI number in view of the increased threat perception. For, it is difficult to track down such handsets. It was revealed that terrorists behind attacks were using mobile phones without IMEI numbers. The IMEI number prevents the use of stolen handsets for making calls. While the Director-General of Foreign Trade has issued the notification imposing the ban on import of mobile handsets without the IMEI number, the Department of Telecommunications has told all mobile operators to stop service to subscribers who are using such handsets. Initially, the mobile operators opposed the move fearing loss of subscriber base and revenue, but later sought time so that mobile phones without the IEMI number could be given unique identification numbers. However, the government has decided not to give any further extension; as a result, the operators have started disconnecting such phones from their network. As per industry estimates, over 2.5 crore phones without the IMEI number, mostly Chinese and Taiwanese-made cheap handsets supplied from grey markets, are in operation in India. The ban will hit Chinese and Taiwanese manufacturers, whose cheap handsets have been flooding the Indian grey market and have posed a threat to the national security and caused revenue loss to the government. To help those subscribers having handsets without the IMEI number, the Cellular Operators Association of India (COAI), representing GSM operators, has developed software that will provide unique numbers for all such handsets. The software has been approved by the security agencies and the DoT. The COAI and the Mobile Standard Alliance have decided to set up outlets to help mobile phone users get the IMEI number for their handsets and stop them from going non-functional. -

Broken spine rejoined in 'miracle' surgery Source New Delhi (IANS): Doctors at the All India Institute of Medical Sciences (AIIMS) here have rejoined a 10-year-old boy's broken spinal cord, hospital authorities said Saturday, terming it as a "first-of-its-kind case". The boy, Premchand from Firozabad in Uttar Pradesh, fell while playing in a field and the moving blades of a tractor's harrow went over his back cutting his vertebral column into two. He was brought to the AIIMS Trauma Centre Sep 4 and immediately operated upon after five hospitals said they could not treat him. Nine months later, he is back on his feet and walking without help. At AIIMS a team of doctors performed the rare surgery lasting over eight hours. D.B. Choudhary, senior consultant orthopaedic surgeon at AIIMS, said: "The child was in a state of shock due to blood loss and had two deep wounds on the back with active leak of cerebrospinal fluid and rib fracture. "His entire spine was fragmented in two parts. Initially he was given blood and treated with other medicines to prevent meningitis," he added. Claiming it a medical feat, AIIMS Trauma Centre chief M.C. Mishra said: "I have done extensive research and can conclude that it is a first-of-its-kind case in medical history. Such a case with sharp penetrating injury to the spine in a child causing complete breakage of the lumbar spine in two parts presenting with complete loss of power and sensations is extremely unusual and has not been reported in literature either." The child started responding and felt sensations only a month after his surgery and now after nine months he is able to walk with minimal assistance. He is currently undergoing rehabilitation physiotherapy. "We are expecting him to recover soon," Deepak Gupta, one of the doctors who operated upon the boy, told reporters. "There is no threat of infection." Urging small hospitals to refer such critical cases directly to the AIIMS, Choudhary said the Trauma Centre is capable of handling difficult cases. Referring to Premchand's treatment, he said: "It is another miracle carried out at AIIMS."

Penumbral lunar eclipse on Tuesday Source New Delhi (PTI): A penumbral lunar eclipse will occur on Tuesday, the second of four such phenomena this year, but sky watchers in India will be a disappointed lot as it will not be visible in the country. The July 7 penumbral lunar eclipse will occur as the moon rises over Australia and sets in western North and South America in the early predawn hours, Science Popularisation Association of Communicators and Educators (SPACE) Director C.B. Devgun told PTI. The last penumbral lunar eclipse this year took place on February 9 and two more will occur after the July 7 event on August 6 and December 31. During Tuesday's eclipse, the moon will only enter the southernmost tip of the penumbral shadow of the earth and thus will be very difficult to observe visually, Mr. Devgun said. The moon will be located in the constellation of Sagittarius when the eclipse occurs. Thus, the eclipse will be visible in North America west of the Great Lakes, including Hawaii, and many parts of Alaska (Harrington, 1997). The moon will also be high in the sky over New Zealand and eastern Australia during the eclipse, he said. The eclipse is an event of Saros series 110. The previous such phenomenon occurred on June 27, 1991. The next is on July 18, 2027, which will end the series. According to NASA, the phenomenon is only of academic interest since the magnitude of the eclipse is just 0.156 at its maximum. Therefore, there is only a little chance for seeing any of the eclipse's dimming effect. It will, however, last for two hours. The first penumbral contact is predicted to occur at 8.37.51 am Universal Time (2.07.51 pm IST). The ecliptic conjunction will occur at 9.21.25 am UT and the point of greatest eclipse occurs at about 9.38.37 am UT. It is predicted to end at about 10.39.23 am UT. A lunar eclipse occurs when the earth is in a direct line between the sun and the moon and the shadow of the earth falls on the moon, Mr. Devgun said, adding that a penumbral lunar eclipse occurs when the moon passes through penumbra, the lighter part of the earth's shadow. The lighter part of the earth's shadow is called the penumbra and the totally dark part is called the umbra.
