Chinese Phone Could Ring Trouble

Ban on cheap Chinese mobile imports not sought yet Times of India 11 Jun 2009, 0327 hrs IST, Sanjay Dutta, TNN NEW DELHI: The home and telecom ministries have been discussing the security threat being posed by unbridled import of unbranded Chinese mobile phones without identification numbers and trying to stop their use for almost a year now but neither they nor the industry have made a formal request to the commerce ministry to ban import of these cheap phones. An estimated 8 lakh phones come into the country every month as their imports have yet to be banned. Top government sources said the commerce ministry could not ban their import unless a pertinent ministry or the industry body made a formal request. Some officials are hoping that since commerce secretary G K Pillai is aware of the situation, this is one of the first things he will do once he takes over as home secretary in July. The unbranded Chinese phones, much cheaper than branded varieties, shot into limelight after security agencies said they were being used by terrorists to set off bombs. Admittedly not all such phones are used for nefarious activities, these come in handy for criminals and terrorists as these cannot be traced in the absence of International Mobile Equipment Identity (IMEI) number. Around 30 million, or 8%, of existing phones are unbranded Chinese products. Once the issue was flagged, telecom department asked service providers to disconnect these phones. They companies assured of acquiring the necessary equipment to track these phones by April 15 and discontinue their services thereafter — a process that was expected to be completed by April 30. All GSM phones are required to have the IMEI number. Each number is unique and helps a signal tower identify an individual handset in a service network. This helps security agencies pinpoint the location or track movement of a handset — and its user — if needed. This also helps track the shop or dealer that sold a particular handset. But since the unbranded Chinese phones either do not have — or have cloned — this number, they cannot be tracked or their sales cannot be tracked. In many cases, more than 1,000 Chinese handsets have been known to have shared the same IMEI number. Legal IMEI are 15-17 digits long and are unique in nature. This also means that no two cellphones should have the same IMEI. Chinese phones don't carry 16-digit IMEI numbers. At cell towers these phones show up as a string of zeros, or give out cloned IMEI numbers. That's why they pose a security risk. The combination of IMEI numbers, or many phones with the same IMEI number, happens because the number is cloned in lots of a hundred, 1,000 or 5,000 phones by makers of unbranded Chinese mobile phones. If one travels abroad, the foreign service provider knows that you are a visitor and from where you are originally. Service providers have many mobile phone towers. During calls, the phone connects to the nearest tower. Even when not in use, the phone keeps contact with the nearest tower. By using signals from at least three of the nearest towers, it's possible to locate a mobile phone accurately. The method, called triangulation, can be used by security agencies to track down any offender using mobile phone. -

Economic Times 27 Apr 2009, 1738 hrs IST NEW DELHI: Telecom regulator TRAI on Monday directed the operators to see explicit consent from users who have subscribed value added services (VAS) such as call ring back tone and hello tunes through writing for preventing accidental activation of such services. The Authority is of the view that there could be chances of accidental activation of VAS through this (pressing of a key to express consent) method. Operators will now have to convey to the customer in writing or through SMS or FAX or e-mail, all the details of the offer of a value added service. The accidental activation of such VAS through Out-Bound- Dialer (OBD) call could happen without understanding the implications of such offer leading to subscription to chargeable VAS, TRAI said. TRAI feels the system pressing a button to get a service activated is not a sound method as children at home, could have unintentionally pressed a particular key. There may also be possibilities that a customer may not have listened to the announcements fully or did not understand the offer and pressed a particular key unintentionally, thereby activating the service, it said. -

Written consent must for value added services, directs TRAI Times of India 11 Jun 2009, 0333 hrs IST, TNN CHENNAI: The Telecom Regulatory Authority of India (TRAI) has directed operators to seek consent in writing from users who have subscribed for a value-added service (VAS) such as a call ring back tone or a hello tune, to prevent accidental activation of such services. TRAI authorities are convinced that there are chances of accidental activation of VAS through the pressing of a key to express consent' method. Operators will now have to convey to the customer in writing or by an SMS, fax or email details of a VAS offer. Accidental activation of VAS through an Out-Bound Dialer (OBD) call could happen without understanding the implications of an offer and lead to subscription to a chargeable service, TRAI said. According to TRAI, the current pressing a button' system to get a service activated is not sound since even children can unintentionally press a particular key on a cellphone. There are also possibilities of a customer not having listened completely to announcements or not having understood the offer. The Internet and Mobile Association of India predicts that the VAS industry will touch Rs 9,760 crore by end of - June, clocking 70% growth. Music, caller ring back tones and wallpapers are the services most in demand. Over half the music industry's Intellectual Property Rights - comes from the mobile space. -

How exactly will this be measured, we will just have to wait and see. TTSL and NTT DOCOMO are closely engaged in integrating technology, value-added services, products and applications through the mechanism of Business and Technology Cooperation Committee (BTCC). BTCC, which meets regularly, comprises of senior management representatives from both companies, says Tata Teleservices in a press release. Tata DoCoMo services will commence later in June this year after the commercial launch of its GSM operations, beginning with the telecom Circles in South India. -
Business Standard Wednesday, Jun 10, 2009 Even if the Tatas initiate a price war in their GSM foray, the top telcos may not retaliate. It’s unlikely that any of the top GSM players —Bharti, Vodafone or Idea — will be impacted by the arrival of one more deep-pocketed player into the GSM space. It’s the newcomers that need to watch out because although the Tatas may not have made a success of their CDMA effort, the GSM foray could turn out to be an altogether different story. Even if theTatas initiate a price war, the top telcos may not retaliate — Reliance Communications’ GSM launch in January this year showed that subscribers tend to revert to their previous service after cashing in on the new offer. RCom added fewer subscribers, 3.3 million, in February, compared with 5 million in January. In fact, analysts had pointed out at the time that net additions had collapsed in circles where the offer had been withdrawn. And it wasn’t as though GSM net additions had tapered off — they were a strong 9.2 million in a shorter month compared with 9.3 million in January. Bharti Airtel’s share of net additions may have fallen from 35 per cent in October-November last year to around 30 per cent but it nevertheless has 32 per cent market share in revenue terms. Idea Cellular has been gaining share in many of the newer circles that it has entered but is still making losses in some of them. ARPUs (average revenue per user) for most players may come off with greater competition and a bigger presence in rural markets. Those players who are able to bag 3G spectrum can upgrade their services and stay ahead of the competition. Both Bharti and Idea are strong candidates.

Statesman News Service BHUBANESWAR, 8 JUNE: Mobile service provider Airtel has announced the launch of the ‘Paisa Vasool Offer’ for the pre-paid customers in Orissa. Under this offer, Airtel has introduced “Maha Top Ups” of RC 500 and RC 1,000 with talk time of Rs 525 and Rs 1,100 respectively. Economic Times 29 May 2009, 0004 hrs IST MUMBAI: India has become only the second country in the world to have more than 100 million CDMA-based (code division multiple access) mobile phone subscribers after the US, which has 157 million CDMA users, according to an industry body. While India overtook China to become the second-largest CDMA market, the country’s leading service provider Reliance Communications (RCOM) has become the second-largest CDMA service provider behind the USA’s Verizon Wireless, the CDMA Development Group (CDG) said here on Thursday. Tata Teleservices is ranked fourth in the list of top global players, behind China Telecom. It took CDMA, which competes with the GSM (global system of mobile communication) platform globally, six-and-a-half years to reach the 100 million mark in India after being introduced in December 2002. GSM is much more popular, accounting for 80% of the global market, according to its promoter GSM Association. While there are 475 million CDMA users in the world, GSM standard is being used by over three billion people. In India, the GSM user base is close to 300 million. CDG executive director Perry LaForge attributed the rapid growth of CDMA users in India to a wide selection of affordable devices and technologies offering CDMA voice and data services in urban and rural areas. “CDMA allows a rich telecom experience, especially on the data side, and we are confident that experience will only get better, especially as 3G arrives and we are able to unleash the full potential of applications and services,” Tata Tele MD Anil Sardana said. In March 2009, both RCOM and Tata Teleservices launched high-speed mobile broadband services. “As we look to the next 100 million subscribers, CDMA mobile broadband is already satisfying the demand for affordable high-speed wireless data services while CDG initiatives will further increase the selection of CDMA voice and data devices,” Mr LaForge said. Qualcomm, the makers of the CDMA standard, will bring the benefits of advanced CDMA technologies to India, its senior vice-president (India and South Asia) Kanwalinder Singh said.

Spectrum Shortage Forcing Switch to GSM Techtree Jun 10, 2009 1646 hrs IST Sentiment shared by most CDMA operators in country Lack of clarity when it comes to spectrum allocation is causing operators to move towards GSM, say CDMA operators. In a recent interview with CXOtoday, Perry laForge, founder and executive director of the CDMA Development Group said, "Spectrum availability is critical for CDMA. Operators need clarity about the kind of spectrum there are gong to receive and when. With availability of spectrum, operators will be able to approach device manufacturers for newer devices. It is a shortage of spectrum that is forcing CDMA operators to look towards GSM." This sentiment is further echoed by operators like Reliance Communications and Tata Teleservices. Both Reliance and Tata Teleservices were among the first CDMA operators in India, but problems in spectrum allocation have caused them to embrace GSM too. Reliance Communications has recently launched its GSM service, with Tata Teleservices expected to do so by the month-end. With Tata s GSM rollout, there will not be any pure-play CDMA operators left in India. S.P Shukla, president (wireless) of Reliance Communications also cites the lack of clarity in spectrum allocation as the reason why operators have had to consider GSM as an alternate. Anil Sardana, MD of Tata Teleservices, had also earlier said that the spectrum allocation policy caused the company to look at other alternatives. However, both operators have said that they still remain committed to CDMA. This situation needs to be corrected so that these operators can continue to grow wireless communications in this market. CDMA will flourish here in India if spectrum is provided," said LaForge. "Both Tata Tele Services and Reliance Communications have reiterated their strong commitment to CDMA. They have been clear that the decision to implement GSM was really a matter of necessity because they do not have visibility as to when and what spectrum they will receive for CDMA." There are currently 100 million CDMA subscribers in India and the CDMA Development Group (CDG) expects to add 3 million subscribers per month. In a recent statement, CDG said India will have a further 100 million new CDMA subscribers in the next two years, provided operators are offered sufficient spectrum. -

Court orders SIM service providers to pay damages Times of India 9 Jun 2009, 2314 hrs IST KANPUR: The consumer protection forum of Kanpur Nagar on Tuesday ordered Bharti Televentures and Sai Communications of city to return Rs 11,678 along with interest at the rate of 10% per annum to the complainant within 30 days of its order. The presiding officers, A K Agarwal, Shailendra Uttap and Sumanlata also observed in their order that the defendants had to pay a sum of Rs 2,000 as legal expenses and damages to the complainant, Neeraj Arya. Neeraj Arya in his complaint had urged that he had paid a sum of Rs 10,000 for a VIP number 9936111111 for his mobile phone on March 31, 2006. At that time, Sai communication had assured that the allotted number would be activated by evening. But the connection was not activated. He made several visits to Sai Communications office situated in Raina Market, Nawabganj to get his SIM activated but could not get it activated. Meanwhile, in the hope that his VIP number would eventually be activated, he got printed his visiting cards with the new VIP number on it. The defendants failed to activate his SIM in three months' time, Neeraj Arya submitted. The complainant, thereafter, lodged a complaint before the consumer protection forum and claimed the allotment and activation of his VIP number and damages for non-activation of SIM. The presiding officers after hearing the arguments observed that Sai Communications and Bharti Televentures both were liable to pay the principal sum of Rs 11,678 to the complainant due to deficiency in service. -

Bharti Airtel was awarded for its performance in the South Asian region, Bharti Airtel said in a statement. The selection of the company was based on the parameters of growth in mobile subscriber base, EBIDTA margins, market share and Average Revenue per User. "The awards recognise Bharti Airtel's commitment to technology and business innovation, and globally benchmarked quality of services," Bharti Airtel Chief Executive Officer and Joint Managing Director Manoj Kohli said. -
