  12. State-run telecom operator BSNL has decided to lease out its passive infrastructure, that includes towers mainly to other telecom companies in semi- urban areas in the country. A senior official of the PSU on Monday said that "since we have more towers in tier-II and -III cities, we have decided to lease out those towers with unutilised capacity to the operators." The agreement would be on bilateral basis, he said. Aimed at generating more revenue and fully utilising the huge tower base, BSNL plans to cash in on its pan-India presence. It operates all over India, except Delhi and Mumbai. The PSU plans to lease out its Ground Based Towers in circles such as Andaman and Nicobar, Andhra Pradesh Assam, Bihar, Gujarat, Chhatisgarh, Haryana, Himachal Pradesh, Jammu & Kashmir, Jharkhand, Karnataka, Kerala, Maharashtra, Madhya Pradesh, North East, Orissa, Punjab, Rajasthan, Uttar Pradesh (East and West), Uttranchal and West Bengal. BSNL has over 60,000 towers and the most of them are in semi-urban areas where private operators have small footprint. According to the industry analysts, erecting one cell site costs about Rs 30 lakh, which takes the most of the cost and time for any operator. (ST-23/03) Source DD News

  15. Bharat Sanchar Nigam Limited (BSNL) launched the Personalised Ring Back Tone (PRBT) services on landline telephones for customers in Hyderabad on Saturday. This facility is likely be extended to about 2.65 lakh customers in the twin cities of Hyderabad and Secunderabad on a fixed monthly subscription of Rs 25, T N Sudhindra Kumar, Chief General Manager, BSNL told media persons. Kumar said that BSNL plans to spent Rs 500 crores this year for providing more and more mobile phone services in the society and various number of Cellular Base Stations (Mobile Towers) are being constucted at many locations to improve the quality of service. Referring to reports that mobile signals radiated by the cell towers affect the health of general public, he said, "there has no authentic report so far". "The Radio ferquency emissions from mobile phones and base stations are some 50,000 times lower than the levels at which the first health affects begin to be established. The mobile hand set radiates only 02 to 0.6 watts of power, which is lower than the power radiated by Microwave, Radio transmitter and TV transmitter," Kumar said. "The International Commission on Non-ionizing Radiation Protection (ICNIRP) has fixed radiation standards based on several decades extensive RF Research results across the world, which has been endorsed by World Health Oranization (WHO).(AM-21/03) Source DD News

  20. The govt has held back its decision to lower the licence fee by about 33 per cent with effect from 1st April for those telecom operators who have 95 per cent or more coverage in a circle, a move that would affect state-run BSNL as it has maximum penetration in rural and other cities. In October last year, the Department of Telecom (DoT) had announced a cut in the fee contributed towards Universal Service Obligation Fund, a subsidy given to telcos to offer services in rural areas, to three per cent from five per cent now and had been kept in abeyance till further order. Asked about the reason to reverse the decision, sources in the know said that the existing GSM operators had opposed the move saying that the decision would benefit only one operator that is BSNL and had demanded removal of a clause that this would be applicable only on coverage of 95 per cent of the development blocks in a circle. One of the telecom operators said that since the unutilised sum in the USOF kitty has already crossed Rs 20,000 crore, any reduction in this levy should to be applicable to all players. The telecom operators said that by inserting a rider of 95 per cent coverage, the DoT was favoring BSNL.(ST-22/03) Source DD News
