Kumaarbhai no postal deptt. on earth can deliver this thing to the Seller because the return address given by him is a post office address & not an actual address (I have seen someone mentioning that address in previous posts). If Paypal accepts your IndiaPost tracking ID as sufficient proof, then it's O.K. Otherwise Seller is never going to confirm receipt. BTW, you can logically argue with Paypal when buyers complained about non-receipt, it accepted seller's normal china post tracking id as delivery proof and rejected the claim for non delivery reason. (Ongoing claim is for different item then described) The same argument should apply in buyer's case TOO. Why Paypal needs to Confirm From Seller? You see the whole thing was designed that way by the Seller to defraud...

    Spice Mi-410 to finally launch next month for INR 15000 Source Announced way back in August last year, Spice Mobility is finally planning to release Mi-410 Android smartphone in India. Spice Mi-410 is basically a rebranded Huawei X6, which was also announced by Olive Telecom as Olive Smart in February this year but is still waiting to see light of the day. According to a report in Mobile Indian, Spice Mobility Managing Director Dilip Modi has said that Spice Mi-410 will reach Indian market next month for a price around INR 15,000. Keep aside the national security & individual privacy angle for a moment because that makes people angry (Rightly So..) what with many of the ill-informed, hasty, ambigous, non-uniform policy directives in recent times regarding Blackberry, Nokia, Internet, Telephone interception etc. from the govt. (Not TRAI) But isn't the other points for discussing regulation are far more important when Cloud Computing is going to be/already is billions of dollar industry. The point of discussion is more from the angle of Consumer. Question is if there is a wide spread service which will be availed by millions, can all the rules of the game be decided by the Service Providers themselves keeping only their interest in mind or should there is a broad policy framework which protects the interest of all and allows the sector to be run in an organised manner. If one just looks at the following areas listed in the discussion paper, the need is imperative. Imagine a hypothetical scenario. I am an SME operating in India. There are millions. Now because of Cost Effectiveness, Clould Computing is an attractive proposition for me. I consider 2-3 different service providers. Each one has its own terms & conditions for the above points. And as usual all the terms are always structured according to the convenience of the service provider. I don't have any say in that. What do i do? I may select the least bothersome among them but does that fulfill my needs, data security & privacy, availability levels, jurisdiction issues, QOS, inter-operability etc? Probably not and absence of any regulation (which is the case presently) leaves a large industry to function pretty much in the wild and run amock as they like it ignoring all this legitimate issues. If we don't associate this proposed regulations as a curb for Individual Freedom (I don't think that looks like the intention of the Regulator based on areas listed), there is an undeniable need for it. Let's hope TRAI comes out with progressive, growth oriented and well thought out regulatory framework. I am hopeful because their starting point is gathering papers/point of view of all stakeholders, discuss and then evolve the framework.

In this instant case, PayPal already knew of the FRAUDSTER and yet they are insisting on returning the item and that too, at our total cost? This is what riles me. Rules need to be followed no doubt, but when PayPal already knows that this is a FRAUDSTER case, they should relax rules and refund our money immediately without any further questions. This is what is my viewpoint.

  24. I think you are mixing Ebay India & Ebay International. What graphic and rules you have put is for Ebay India not Ebay International. In case of Ebay India, Paisapay i suppose is not a different company but just the separate branding given by it for a payment mechanisam through it and all payment processing is directly through Ebay. Consequently, all disputes are handled/settled by Ebay itself and it's rules apply. Whereas for Ebay International, PAYPAL is a separate payment processing company with its own payment processing/protection system worldwide. So it has its own rules for a dispute. Here when one has a dispute and payment is through Paypal, Ebay does not come into picture at all. You are lodging the claim with PAYPAL directly & playing by its OWN rules which works in the case of HDD fraud case in the Topic.
