WLL means wireless land line Mostly given to people where they have issues with physical lines or no service are (which is almost zero now) So roaming dose not make sense here. turn off the phone, go to recovery manually from bootloader. wipe catch and data, you can boot to normal andorid then even if that dose not help you can try moto restore tool to get back to ver 173 but use moto restore tool as a last option as its more than 450mb. thanks

I am not an iphone expert but you problem is of min and akey Verify that you have correct min and akey in phone. Without correct min you cannot dial a number or you phone shows as switch off.
