When I called Reliance customer care, they indicated the same- they said 3.1 is the MAXIMUM, but what can be expected is 600-1300 kbps. Their ads are misleading and they should not call something unlimited and then cap it at 10GB citing some stupid thing called Fair Usage Policy - its simply misleading!
