(i use BSNL EVDO) 2) Do not use the same browser to register the new account. Either clear cookies or use a different browser as a dedicated one to use the new account. (wat is dedicated browser?) 1. You have dynamic IP. So this point is ruled out. 2. He simply means to use another browser for that account.
