THE Department of Telecom has decided to slap a Rs 406-crore fine on seven operators as liquidated damage for not fulfilling the roll-out obligations as per the universal access service licence (UASL) agreement. The DoT has, however, not yet issued the letters to the operators as the decision is awaiting approval from the Communication and IT Minister. The operators had met the Minister in January to seek more time to fulfil the roll-out obligation. The operators in the DoT's list of defaulters include Reliance Infocomm, Tata Teleservices, Hutchison Essar and Bharti Cellular. According to the licence conditions, operators are required to cover 10 per cent of each district headquarters in the country at the end of the first year. Once the roll-out obligation is met with, the operators are required to get a certificate from the Telecom Engineering Centre (TEC), the technical wing of the DoT. According to senior government officials, DoT has the power to recover liquidated damage in case the operators are not able to provide the required certification within the stipulated time frame. DoT sources said that the major offenders are Reliance Infocomm and Tata Teleservices who are being asked to cough up Rs 147 crore and Rs 140 crore respectively. Both the companies have not fulfilled the required obligation in more than 20 Circles where they offer service. Dishnet DSL has a fine of Rs 49 crore for violation in 7 Circles while Bharti Cellular will have to pay Rs 42 crore for 6 Circles. DoT has fixed a fine of Rs 14 crore for Hutchison Essar and Rs 7 crore each for HFCL and Shyam Telelelink Operators whose names do not figure in the list of defaulters include the two state-owned telecom majors BSNL and MTNL and also Idea Cellular. The liquidated damage charges has been worked out at the rate of Rs 5 lakh per week for the first 13 weeks, Rs 10 lakh per week for the next 13 weeks and thereafter Rs 20 lakh per week for next 26 weeks subject to a maximum of Rs 7 crore Circle. For delay of more than 52 weeks, the licence may be terminated under the terms and conditions of the licence agreement.   4. Thers no doubt tht indian telecom industy is fastest growing in the world.. But i feel introducing number portability is too pre-mature for india.. We have very less teledensity..Number portablity was introduced in west to heat up competion..As of now in india, we already have lots of compertion..

WITH its existing subscriber base of 17 million rising daily, private telecom giant and India’s largest information and communication services provider Reliance Infocomm is presently working hard on strengthening its customer complaint solution mechanism further. Following its ‘India One’ tariff scheme applied on both Reliance mobile and fixed wireless phone segments, the company has offered some attractive reasons to subscribe to its phones. This has raised expectations of an unprecedented high subscription rate countrywide and a resultant growth in the volume of subscribers’ complaints simultaneously. Apart from expanding its network deeper into the countryside, the company is planning to add more customer care centres and strengthening its call centres. Speaking to Newsline from Mumbai, Reliance Infocomm’s Corporate Communications Head, Jimmy Mogel said the company is keen to add more staff at its multi-lingual call centres in Navi Mumbai and Chennai. Both call centres handle thousands of calls daily in nine regional languages. ‘‘Our Navi Mumbai call centre has 6,000 executives handling customer care 24 hours round the week and we added a call centre in Chennai with 400 executives six months back. After assessing subsequent needs, we may consider hiking their strength and starting more,’’ said Mogel. Reliance Infocomm’s president (wireless division) S.P. Shukla had said in his video-conferencing news conference two days back that customer care is the company’s top priority. Replying to a query from Newsline, Shukla said,‘‘Our ongoing work on strengthening of our network would by itself take care of a whole lots of network-related customer needs. Besides, we are working on some newer ways to solve customer complaints’’. Mogel said Reliance presently has an 80,000-km fibre optics network and covers 4,000 towns and cities countrywide. ‘‘We are also adding hundreds of BTS towers, all connected to our fibre optics network through sound rays, so that subscribers continue to get the best quality of clarity in voice and data transfer,’’ he said. Reliance Infocomm is also simultaneously training its call centre staff to take on various new kinds of customer requirements and complaints. ‘‘It is our policy to ensure solution of customers’ complaints within hours.   11. Reliance Infocomm is poised to offer one-rupee STD calls to its fixed-line users, who have so far been deprived of the benefit of tumbling telecom tariffs. Until now, the price-war has been limited to mobile services while almost half-a-billion landline users have been left out. Reliance appears ready to change that for good. While company officials are tight-lipped on the move, there have been indications that STD calls at Re 1 per minute on fixed-line telephones, known as fixed wireless phone (FWP), will be announced sooner than later. A similar was unveiled for mobile users a week ago. An STD call from ordinary land phones costs Rs 2.40/minute, up to 50 kilometres. Local call could cost Rs 0.40 paise a minute, similar to rates that BSNL charges. A plan that allows users to receive calls for life at zero rental is on the cards. Under this, there will be a one-time payment of about Rs 3,000 on the FWP phone. Most cell firms now allow incoming calls without recharge. The offers from Reliance are targeted at the home users and small and medium-scale units. These will also help revive fixed phones, whose customers are fast dwindling. Fixed phones, in India over 100 years, have been fast overtaken by mobiles, whose subscribers are already more than one-and-a-half times — within 10 years of launch. In the last three years alone, 1.07 crore landlines have been returned. This has forced state-owned BSNL, which has virtual monopoly on fixed-line telephony, to slash rentals by 28 per cent from this month. The subscriber base of mobile telephones (both GSM and CDMA) is now 75.92 million, up 58.13 per cent, in 2005. Fixed-line subscribers number 48.93 million, a rise of 9 per cent. Reliance launches "One Nation, One Tariff" Call anywhere in India @ just One Rupee per minute DAKC (Dhirubhai Ambani Knowledge City), Navi Mumbai, January 01, 2006 India's largest private sector wireless operator Reliance Infocomm today announced its dramatic plans breaking the circle barrier and thus became the first operator to launch 'One-Nation, One Tariff.' Calls from Reliance IndiaMobile prepaid anywhere-to-anywhere across India will cost just one rupee a minute." Announcing the initiative, S P Shukla, President - Wireless, Reliance Infocomm said: "It's our New Year gift to our millions of subscribers. They can now exchange greetings without worrying much about the calling rate. Reliance has always been known for its customer-friendly tariffs. Coming close on the heels of the Lifetime Validity Voucher, this aggressive plan will further increase the options for our subscribers." The One Nation Tariff will be applicable on e-Recharge of Rs 1,100, inclusive of service tax. This e-Recharge comes bundled with 1,100 free SMSs that can be sent to any phone within the State. Similar plan is available for the postpaid subscribers on New Joy 499. They can make calls to anywhere in country to any mobile or fixed line phone at just one rupee a minute. What is more, they can call any Reliance IndiaMobile fixed wireless within the State at just 40 paise a minute. The new initiative comes close on the heels of Reliance Infocomm's Rs 180 SMS top-up voucher that allows 18,000 SMS that can be sent in six months. Discuss further here
