Reliance Confirms Gsm Plans TeleGeography - Washington India's Reliance Communications has confirmed that it has applied to the Department of Telecommunications (DoT) for GSM spectrum in 21 of the country's 23 telecoms circles. Reliance offers CDMA services in twenty circles, and GSM services in eight, mainly in the east of the country. The application for more GSM spectrum comes amid increasing complaints from Reliance about the level of royalties it pays Qualcomm for the purchase of CDMA handsets, arguing that high costs have restricted its ability to compete with operators offering cut price GSM handsets. It has applied for permission to roll out GSM networks in some regions where it already offers CDMA services. -

Business Standard: Saturday, September 08, 2006 Reliance Communications, the largest CDMA-based service provider in the country, has reportedly applied to the Department of Telecommunications (DoT) for GSM spectrum in 21 out of the 23 telecom circles in the country, under the Unified Access Service License (UASL). In February, the company had applied for GSM spectrum in the circles of Delhi, Mumbai, Chennai, Uttar Pradesh (East and West circles), and Jammu and Kashmir. The latest is a fresh application, wherein the company is seeking GSM spectrum in all the remaining circles to launch a nation-wide GSM network. Reliance Communications already provides GSM cellular services in circles including Madhya Pradesh, Himachal Pradesh, Bihar, West Bengal, Orissa, Assam, and the North East, with a total subscriber base of around 2.85 million. As regards the latest application, DoT officials say they will look into it only when Reliance submits a detailed business plan with regard to foraying into GSM services, which the company has apparently not done so far. DoT has also informed Reliance that due to a spectrum crunch, the latter will have to surrender some of its CDMA frequency in order to get GSM spectrum in exchange. To this, Reliance has responded saying that their latest move is very much in-sync with their enhanced focus on GSM, but that it is equally clear that they will continue their emphasis on CDMA, while looking at deploying GSM for future expansion. Reliance Telecom May Bid For Gsm Licence In Bhutan

Bharti Airtel, Reliance Telecom and a couple of other Indian mobile operators have evinced interest in bidding for a GSM-based mobile service licence in Bhutan. This would be the second mobile licence in the Himalayan kingdom, which has a population of just under 7 lakh. Interestingly, government owned entities have been barred from bidding, implying that all state-owned operators in the region, including Indian PSUs MTNL and TCIL, will not be able to participate (the two together operate a mobile network in Nepal). The foreign bidders will have to partner with a Bhutanese company and will be able to take a maximum 49 per cent equity stake in the joint venture. Radio frequency spectrum of 2x10 mhz will be provided to the licensee while the band, yet to be specified, will be assigned to the licensee in accordance with the terms and conditions of the licence. The licensee can offer mobile virtual network operation services and will be required to abide by mobile number portability. Bhutan had invited global bidders in a bid to liberalise the country's telecom industry, as local operators do not have adequate funds to roll out services in the mountainous region on their own. Licence operators will have to offer mandatory services like emergency, directory enquiry, operator assistance, national and international long-distance services through any licensed operator's network or its own network, in addition to other optional services. Bhutan started mobile services in November 2003 and has about 50,000 cellular subscribers and over 40,000 fixed-line customers. State-owned Bhutan Telecom Ltd is the sole operator until now. Indian PSU Telecommunications Consultants India Ltd completed the expansion of the GSM network and its pre-paid billing system, along with the annual maintenance contract, at a combined cost of $3.03 million in Bhutan. -
Almost three months after receiving the bids, Mahanagar Telephone Nigam Ltd (MTNL) has issued a letter of intent (LoI) to Reliance Communications Ventures Ltd for carrying its domestic long-distance traffic, other than between Delhi and Mumbai, it is learnt. The NLD project with Reliance will be implemented in phases, it is believed. To begin with, Reliance will carry the long-distance traffic of MTNL that terminates in the Reliance network. Meanwhile, MTNL continues to negotiate with its sibling Bharat Sanchar Nigam Ltd (BSNL) for carrying NLD traffic on some routes at better rates. Besides Reliance, two others—Bharti Airtel and Videsh Sanchar Nigam Ltd (VSNL)— had bid for MTNL’s national long distance (NLD) tender. According to an MTNL official, Reliance emerged as the lowest bidder. The deadline for receiving the bids was May 24. MTNL chairman and managing director RSP Sinha had recently told reporters that, “inviting bids is purely a commercial decision to get best rates for carrying and delivering our STD traffic.” Having bagged an NLD licence recently, MTNL has started carrying the traffic between Delhi and Mumbai itself on bandwidth leased from VSNL. Under the new arrangement, MTNL slashed its Delhi-Mumbai calling rates (on landline) from Rs 1.90 per minute to Rs 1.20 per three minutes on a three-minute pulse from June 1. So far, BSNL had been carrying the national long-distance traffic of MTNL on all routes, including the lucrative Delhi-Mumbai sector. Interestingly, when MTNL floated its national long distance telephony tender, BSNL stayed away from bidding. However, negotiation between the two telecom PSUs has been on all along. It is understood that MTNL’s NLD traffic translated into business of around Rs 900 crore per annum for BSNL. On an average, BSNL charges 65 paise per minute for carrying MTNL’s NLD traffic. And, MTNL found the rate steep, subsequently leading to its NLD tender. Through competitive bids, MTNL wanted to save around Rs 400 crore per annum on carriage of NLD calls. However, MTNL cannot do away with BSNL altogether as BSNL’s telecom network is the widest across the country. BSNL is the only operator providing connection to the remotest parts of the country. In India, the total NLD business is worth around Rs 4,000 crore per annum, out of which Rs 1,000 crore is for the Delhi-Mumbai sector alone.

The Monopolies and Restrictive Trade Practices Commission (MRTPC) has refused to issue ‘cease & desist’ notice to Reliance Telecom, charged with failing to provide free incoming call facilities to its subscribers. While passing the order recently, MRTPC chairman justice B K Rathi observed that the private telecom operator could not have provided free incoming call facility up to April 2000 in defiance of the Delhi High Court order, which had struck down the proposal in September 1999. Besides, the proposal to have free incoming calls was also subject to the implementation of calling party pays (CPP)-based tariff by the department of telecommunication, he added. As all the telecom companies have now provided free calls following the Telecom Regulatory Authority of India (Trai) regulations, the case is only of an academic interest now, the commission observed. The DG (I&R), after investigations on a complaint referred to it, had in its preliminary investigation report said the private telecom operator had adopted deceptive practice as it had failed to provide free incoming call facilities to its customers, as promised, in anticipation of the implementation of the Trai regulations. However, Reliance had refuted the charges contending that the agreement to provide free incoming calls could not be implemented as the proposal was struck down by the Delhi High Court.

India’s leading private telecom companies Bharti and Reliance Infocomm will be partnering with Pakistan Telecom to lay a fibre optic network from Lahore to the Indo-Pak border at Wagah. The project was discussed at the Indo-Pak commerce secretary level talks here on Tuesday, during which New Delhi assured Islamabad that it would support the initiative, official sources told PTI. Pakistan Telecom is the only operator in that country and is keen to set up a link with India to bring down internet and data leased line costs. Currently Pakistan is connected to the world only through a single undersea optic fibre link, the South East Asia, Middle East and Western Europe-3. As per the designed feasibility, companies involved on both sides will get a share of the revenue under a commercial agreement. Commerce secretary SN Menon had said: “telecom networking between us would help close interaction between the citizens of the two nations.” —PTI

Scrapping National Long Distance Call

The Department of Telecom (DoT) on Tuesday started consultation process with private telecom service providers on the proposed uniform call rates for the country, christened ‘OneIndia’. According to sources, cellular operators welcomed the concept while proposing that long distance service providers like Bharti and Reliance, which have paid hefty entry and licence fee for STD licence, should be compensated. At the meeting chaired by JS Sarma, chairman of telecom commission, the Cellular Operators Association of India (COAI) said the concept would be useful only if inter-circle STD calls were allowed to operators. At present there are four STD operators — Bharti, Reliance, BSNL and VSNL, who carry the long distance traffic of the rest of the service providers and levy carriage charges of Rs 1.10 per minute, besides 30 paise each towards termination and access deficit charge. When contacted, COAI director general TV Ramachandran said the meeting was fruitful as most the operators were able to give their views and hope to see the policy taking off soon. -
Reliance Infocomm has announced waiver of late payment fee for its Mumbai customers whose bills were due for payment between July 25 and August 4 during the period in which the city reeled under torrential rains and its aftermath. Over the past one week, Mumbai and surrounding areas have gone through an unprecedented ordeal and this facility is intended to bring relief to our postpaid customers, said Mr. Athul Jhamb, CEO, Mumbai, Maharashtra and Goa Circle. Amid the century's worst rains on July 26, Reliance Infocomm's network was largely operational enabling its subscribers to keep in touch with their kith and kin owing to its intrinsic robustness and the company's effective disaster management processes, Mr Jhamb claimed. Reliance Infocomm Ltd, an Anil Dhirubhai Ambani Enterprises group company, is India's largest private information and communications services provider, with a subscriber base of over 11 million. Reliance Infocomm has established a pan-India, capacity, integrated (wireless and wireline), convergent (voice, data and video) digital network, to offer services spanning the entire Infocomm value chain.

India's Reliance Industries Ltd. said its board had approved a plan to spin off its power, telecom and financial services interests into four separate holding companies, with effect from September 1. The spin-off of holdings in Reliance Infocomm, Reliance Energy Ltd. and Reliance Capital Ltd. to its shareholders is part of the settlement of a dispute between the Ambani brothers who run Reliance, India's largest private-sector group. All shareholders of Reliance Industries (RIL), would be issued one share in each of the four demerged holding companies for every Reliance share held, according to the company statement, which was released late on Friday. The four demerged companies are Reliance Communication Ventures Ltd., which includes Reliance Infocomm and global telecoms carrier FLAG, Reliance Energy Ventures Ltd., Reliance Capital Ventures Ltd. and Global Fuel Management Services Ltd. Reliance said a group of "specified shareholders", holding a combined 12.2 percent stake in Reliance Industries, would not take shares in the four demerged companies. "The shares of the resulting companies will be listed on the stock exchanges in India, where RIL shares are currently listed, thus providing liquidity," the Reliance statement said. Analysts say the spin-off will unlock value for Reliance and its shareholders and boost its shares. Brokerage Enam Securities estimated Reliance Infocomm, which has more than 12 million cellular subscribers, could be valued at $8 billion. Based on this, it said in a research report that Reliance Industries shares may be worth 916 rupees. -
Two submarine cables FLAG and SEA-ME-WE-3 that carry voice, data and Internet bandwidth to a number of countries, including India, were damaged at around 37 nautical miles off Mumbai coast today. The mishap is unlikely to impact telephony as the bandwidth is being restored over redundant cables and satellites. Internet access in certain circuits, however, may slow down. The degree of the damage was also not immediately known FLAG is a cable owned by Reliance Infocomm, while SEA-ME-WE-3 is a consortium cable. The Tata group-controlled Videsh Sanchar Nigam Ltd (VSNL) is the landing partner of SEA-ME-WE-3 in India. Officials from both Reliance and VSNL confirmed that the cable had been damaged, but added that bandwidth has been restored on both of them. Officials of both the companies also said there would be a lag in certain circuits as the bandwidth could not be fully restored. This was likely to slowdown Internet and bandwidth access, but precautions were taken as not to affect enterprise bandwidth users, they added.

Not wanting to be left behind in wooing investors, ADA Enterprises chief Anil Ambani on Wednesday asserted that Reliance Infocomm would give a bonanza of at least Rs 10,000 crore to existing RIL shareholders in terms of value creation. Although RIL had converted its preference shares, amounting to Rs 8,100 crore, at a price of Rs 32 per share, the conversion could have taken place at a price of upto Rs 105 per share, Anil said within hours of elder brother Mukesh unveiling mega investment plans of over Rs 47,000 crore before shareholders at RIL AGM. After the conversion, the effective holding of RIL shareholders in Infocomm was 65 per cent at Rs 32 a share, he said adding that as per media and research reports the conversion could have been at a much higher rate. Had the conversion been at Rs 105 a share, holding of RIL shareholders in Infocomm would have been reduced to 52.4 per cent while that of ADA enterprises increased to 47.6 per cent from 34.1 per cent now, Anil said in his presentation before the media. This in other words meant a huge gain of a minimum of Rs 10,000 crore to over 23 lakh shareholders and a corresponding loss of ADAE, he said. Anil Ambani has proposed a new holding company Reliance Communications Ventures Ltd for Infocomm, Reliance Telecom, Reliance Communications Infrastructure Ltd and Flag Telecom and said its listing was expected to be completed by March 31, 2006 -

:'( :'( Every time she comes visiting her relatives in Chandigarh, Shimla-based housewife Rita Singh is in for a shock as her Reliance Infocomm mobile phone, which she carries along with her from Shimla, would not allow her to talk to her Chandigarh-based relative who has a Tata Indicom mobile phone. Patiala-based engineering college student Sarthak Ohri, who uses a Reliance Infocomm mobile phone, has been wondering what to do with his phone as he cannot make any calls from his phone to his friends who have Tata Indicom mobile phones. Chandigarh-based share investor and consultant Sanjeev Bhasin, who has a Tata Indicom mobile, is worried as he cannot receive calls from three of his staff members who have Reliance Infocomm mobile phones. It is not that these people have a problem in their mobile phone handsets. In fact, it has been a problem for all the users of Reliance Infocomm and Tata Indicom mobile phones in Punjab Circle ever since Tata Indicom entered this market in January this year. While Tata Indicom mobile subscribers (nearly 1.5 lakh in Punjab Circle) can make calls to Reliance Infocomm mobiles successfully, Reliance Infocomm subscribers (nearly six lakh in Punjab Circle) have been unable to talk with Tata subscribers from their mobile phones. The absence of a Point of Interconnect (PoI) agreement between the two home-grown, fiercely competing giants in the cellular services market has been causing immense obstructions to the communication needs of their subscribers. More so of those who have a Reliance Infocomm connection. The availability of SMS services between the two and the one-way communication channel have made matters just a little better for them. ‘‘It is a violation of my rights as I’m paying for my mobile usage but remain debarred from receiving calls from my staff members, relatives and friends having Reliance Infocomm mobiles. I do not understand why this should be happening,’’ said Sanjeev Bhasin. Bhasin adds further: ‘‘Reliance should allow its subscribers to talk with Tata subscribers. If that does not happen soon, my staff will shift away from Reliance because of all the inconvenience that is caused.” When contacted, an official spokesperson of Reliance Infocomm said: ‘‘There is presently no PoI agreement between us and Tata Indicom in several circles. It is being discussed and it may happen soon.” A spokesperson for Tata Indicom said: ‘‘We have applied to Reliance for interconnectivity in our 12 new circles long time back, but our request has been pending for consideration with them.” As the mobile service market grows increasingly competitive and technologically more complex, subscribers of both Reliance and Tata are demanding complete connectivity -

Reliance Infocomm chief Anil Ambani, is understood to have raised a number of issues, including interconnection in telecom and access to landing stations of VSNL for broadband services, during his meeting with telecom regulator TRAI. Anil called on TRAI Chairman Pradeep Baijal, for the first time after taking charge of India's biggest private telecom network following settlement of ownership of Reliance empire with elder brother Mukesh. During the discussion, Anil raised the issue of Tatas-controlled Flag and the access to VSNL's landing stations in Mumbai, an issue on which Infocomm and Tatas have crossed swords, sources said. In their response to the consultation paper on bandwidth issue brought out by TRAI, Reliance Infocomm had accused VSNL of "monopolistic tendencies", a charge that was denied by the Tata-controlled entity. "It was a courtesy call," Baijal told PTI when asked about the over two hour-meeting with Anil yesterday. During his meeting, Anil is also understood to have discussed interconnection among telecom players, spectrum allocation and 3G (next generation technology) in the sector. Official from Reliance Infocomm were not available for comment on the meeting between Anil and Baijal. The meeting comes within days of Reliance Infocomm charging VSNL with denying access to cable landing stations by resorting to both price and non-price barriers, thus "killing" competition in the bandwidth which was crucial for BPO as well as broadband services. Reliance's communication was in response to a consultation paper on "Measures to promote Competition in International Private Leased Circuit in India" even as VSNL countered the allegation saying it was not charging high tariff for its facilities and was all for competition to benefit consumers. VSNL had disagreed with Infocomm on the need for regulatory intervention in the bandwidth pricing mechanism and said there was enough competition even now and prices would be market determined. Anil also discussed the issue of spectrum allocation with Baijal. TRAI has already given its recommendations to Department of Telecom (DoT). Allocation of spectrum is crucial for Reliance Infocomm and other telecom operators as all of them have indicated they will move to next generation (3G) technology which may require additional spectrum. -

Reliance Infocomm will soon decide on roping in strategic investors to help it grow from a telephone major to a new-economy powerhouse straddling broadband and direct-to-home (DTH) television. Temasek Holdings and the Carlyle Group are reportedly in talks with Anil Dhirubhai Ambani Enterprises (ADAE) for picking up a stake in the unlisted firm. Merchant bankers say the two bulge-bracket foreign institutional investors might be given a 10 per cent stake ahead of the company’s initial public offering (IPO), planned sometime around November or December. An Infocomm spokesperson refused to say anything on the issue, saying it was the firm’s policy “not to comment on speculation”. However, merchant bankers say the company was next in line for the fund infusion, after group firms Reliance Energy and Reliance Capital had been given their share of the funds. Infocomm could require at least Rs 15,000 crore over the next few years. Only last month, the board of Reliance Industries valued Infocomm at Rs 22,528 crore. In doing so, it untied one of knots in a proposed de-merger of the group by converting a Rs 8,100-crore loan to Infocomm into equity shares. Delhi currently has a teledensity of 65 and key players are bright-eyed and bushy-tailed to take it to 90 by 2008. “Tremendous growth is being witnessed in cellular phone penetration. Bharti Cellular, Hutchison Essar, MTNL and Idea along with CDMA operators like Reliance Infocomm, and Tata Teleservices are the key players. Keeping in view the recent growth rate in mobile teledensity of 25, Delhi will cross a teledensity of 80 by the end of year 2007,” says TV Ramachandran, director general, COAI. The concept of prepaid connection has become quite popular with a large chunk of Delhiites. Amid intense competition prevailing in the prepaid market, all players are trying their best to woo the customers. Today, a person can go mobile by coughing up just Rs 179 for a Reliance prepaid phone. People call the plumber on his cell phone to fix their leaking tap. Even scrap dealers get a call on the phone unlike earlier when one stood in the balcony and waited to chance upon them. Fixed wireline and fixed wireless operaters account for 20% of the current teledensity. Bharti, Reliance, Tata Indicom and MTNL are the crucial players. “After the government relaxed policies on telecom regulation a few years ago, MTNL and Idea started sharing the market with the then bigwigs — Hutch and Airtel. Allowing unified access licence and CDMA in November 2003 have also been major leg-ups in competition and have also made mobile handsets affordable,” says SC Khanna, secretary general, ABTO. Maximum cellphone penetration in Delhi has been witnessed among the city’s youth (between 18-22 years), which constitutes 40% of the total population. Along with the voice, non-voice utilities are also riding high among the youth. Downloading ringtones, caller tunes, songs from internet, sending messages through MMS and SMS, account for about 9% of the service providers’ revenues. According to Khannna, the telecom industry will register a manifold increase in its subscriber base if service providers get their act together in effecting a change in government’s perceived apathy towards bringing down the current tax rate of 30% in the telecom sector. Any positive development from the government will certainly add glory to the telecom industry’s accomplishments.

Reliance Infocomm, Tata Tele In Interconnect Jam Both companies have not yet signed interconnect agreements. Reliance Infocomm and Tata Teleservices Ltd (TTSL), the two CDMA-based telecom service providers, are locked in what industry observers are calling a cold war over signing interconnect agreements. The two companies have not yet signed interconnect agreements and have not set up points of interconnect in 12 of the circles they operate in, leaving over 5.5 million users of both the service providers in the lurch. Tata Tele had begun launching its services in these circles in November 2004 and completed the rollout in January this year. In the normal course, interconnect agreements should have been in place as soon as the licence was issued and much before the physical rollout of the services. In these 12 circles, an Infocomm CDMA subscriber could not make or receive a call from a TTSL phone and vice-versa. A call made from either of the operator's phones failed to terminate at the other party's end, resulting in the death of the call, industry sources told Business Standard today. Of the 23 circles spread across the country, Reliance Infocomm operates in 22 and Tata Tele in 20. The 12 circles are Bihar, Haryana, Himachal Pradesh, Kerala, Madhya Pradesh, Orissa, Punjab, Rajasthan, UP, UP (West), Kolkata and Bengal. Sources in both the companies confirmed that they had not signed the agreement and that negotiations had been on for some time. They refused to give any reason for the delay in signing the agreement. The Tata group and Reliance had earlier locked horns over a bandwidth issue with the latter alleging that state-run VSNL was blocking bandwidth at the landing station end in Mumbai.
