I've been using reliance for the past 2 yrs and trust me even though it might be expensive and slower than airtel (256 Kbps), it think its pretty good if u consider the mobility factor and convenience. There might be better services but since you are concerned with Reliance will come back to the topic....
R-connect download speeds are in the range of 13 - 16 kbps constantly over here in bangalore. I'm using LG RD 5130 and download 24/7. I download 6 GBs every week on an average, so download speed is decent. Just a word of advice, go for LG RD 5130 or 6130 with Original data cable and install the 230 kbps driver if u want to achieve these speeds; else u'll have to settle down with 8-10 kbps with the original drivers. Just search for the post, u'll able to find the 230 kbps driver link.
About Voip, I've used dialpad and skype, and to be frank its not awesome by nay means....voice seems to be lost a few times but overall the experience is satisfactory if not good.....Surfing is also fair enough, though not at the speeds of downloading. Overall I'd say its good if u want it as a portable net service otherwise u could look at airtel (Undisputed BEST for their unlimited 256 kbps @ Rs 999/-) or Bsnl Dataone.
Relaince is good if u want unlimited downloads and have no airtel covergae in your area.
