So on charges for you.but for others it's charged @ 10 paisa /10 kb.it's not r connect.but opera mini compresses the data.so the traffic is very low compared to the default browser.also opera changes the web page to be able to they it on a mobile phone screen comfortably. Also it works like a full browser.hence it's better to use opera mini.
