Even i had my rezound stuck with random reboots white trying to convert it in GSM u need to do the wire trick for making it s off and then u can install other roms to fix the random reboots problem -

u may try nokia 6350 its a flip phone with good specs u can get a good deal at ebay for around 50 usd but most r locked to at&t the unlocking may cost u around Rs900 -
Buying DC-unlocker credits will work out to be really expensive around 700 as non dongle users r charged 10 credits u can try to get it unlocked at a local mobile repair shop which should not cost u more than Rs 200 -300 or maybe less depends on u r bargain skills
