  7. 2G scam: No auction, hence no basis to calculate loss, says PM NEW DELHI: Prime Minister Manmohan Singh seemed unwilling to contradict Telecom Minister Kapil Sibal's claim that there was "zero loss" from the allocation of 2G spectrum saying that it was difficult to calculate the actual loss in the absence of an auction. "The then existing policy of the government was that auctions should not take place and if auctions have not taken place, then what is the basis to calculate the loss? There are various estimates but you have to assess what is the right magnitude after asking yourself what was the right price," the prime minister told during his interaction with editors of the electronic media. "CAG (Comptroller and Auditor General) itself has said that it is a presumptive loss," he added. The statement comes a day after the CBI chief AP Singh, told Parliament's Public Accounts Committee that the loss to the exchequer could be around Rs50,000 crore. He even said that this estimate could be revised after the investigations are complete. On his part, the prime minister, however, insisted that the loss on account of 2G spectrum allocation would vary as per the methodology used for calculation. The prime minister tried to delink himself from the controversy. He claimed that the 2G issue was "never brought to me or the Cabinet" and the decision to allocate spectrum licences in 2008 was entirely that of the telecom minister. "In allocation of 2G spectrum, the issue of licences was never brought to me or the Cabinet. That was the decision of the (then communication) minister," he said, adding that A Raja had assured him of "complete transparency" on the issue. Singh said he had written to Raja on November 2, 2007, asking him to look into a number of issues and ensure that they are dealt in an equitable, fair and transparent manner. "One of the issues that I asked him to look into was the possibility from the legal and technical angle, of having an auction of spectrum." However, Raja wrote back to him almost immediately saying that he had been absolutely transparent in dealings and would continue to be so in the future. "You have my assurance that I have done nothing and I will do nothing that will be inconsistent to the promise that I have made to you," Singh said, citing Raja's letter. According to the prime minister, Raja also told him that the Telecom Regulatory Authority of India (TRAI) and the Telecom Commission were not in favour of auction of 2G licences. "He (Raja) said that if we had auction it would not give a level playing field for newcomers because the existing players have got the spectrum free of charge up to a certain mega hertz," Singh said, adding that the minister, in a subsequent communication, mentioned that although he was agreeable to auctioning 3G spectrum, "with regard to 2G spectrum, he was very clear that we should stay with the then existing approach." Singh said the issue was also discussed with the Finance Ministry as the 2003 Cabinet decision required the pricing and allocation of spectrum to be settled between the finance and telecom ministries. Though the Finance Ministry initially asked for a high price for 2G spectrum, after many discussions, it agreed with the Telecom Ministry's view that they would have to live with the then prevalent system," especially with regard to the amount of spectrum built and embedded in the licence agreement." "So this is the background why I did not proceed with the matter of spectrum allocation....If the Ministry of Finance and the Ministry of Telecom agree and...also TRAI and Telecom Commission....were of the same view, I did not think it was right to insist that auction was the right way," the prime minister clarified. On sale of spectrum by some companies after being allocated the same, Mr Singh said he was not aware of their motives. "I do not know....what was the motivation of the people who got spectrum but I do know that as far as the basic policy is concerned, I thought that was then the prevailing practice and Raja was continuing that policy. "As far as who gets licence, the first-come-first-serve policy, how it is implemented, that was never discussed with me, licences were not a matter which ever got referred to me or the Cabinet that was a decision exclusively of the telecom minister. - Economic Times

    Qualcomm Announces Next-Generation Snapdragon Mobile Chipset Family Updating its Snapdragon processor family, Qualcomm Incorporated has introduced its next mobile processor architecture. According to a press release, new processor micro-architecture, code-named Krait, in the next-generation Snapdragon will redefine performance for the industry, providing speeds of up to 2.5GHz per core and delivering 150 percent higher overall performance, as well as 65 percent lower power than currently available ARM based CPU cores. This new family of Snapdragon chipsets will include the single-core MSM8930, the dual-core MSM8960 and the quad-core APQ8064 and these will be available in single-, dual- and quad-core versions and include a new Adreno GPU series with up to four 3D cores, and integrated multi-mode LTE modem. These chipsets will combine a quad-combo of connectivity solutions — WiFi, GPS, Bluetooth and FM — and offer support for near field communication (NFC), stereoscopic 3D (S3D) video and photo capture and playback. The software compatible chipset family is based on 28nm technology and it is equipped with new, purpose-built CPUs and GPUs for the best mobile performance at the lowest power consumption. The single-core MSM8930 is a single-chip solution with an integrated LTE modem designed to take LTE to mass market smartphones. The dual-core MSM8960 is dual-core solution with an integrated multi-mode 3G/LTE modem and was designed to meet the requirements of multi-tasking smartphones and tablets.     Apple spells out Verizon, AT&T iPhone differences We already know that the CDMA (Verizon) and GSM (AT&T and international) iPhones are ever-so-slightly different physically and internally—but just how different are the two iPhones in terms of actual, real-world usage? On Wednesday, Apple published a new support document with the catchy headline iPhone: Understanding phone features. As it turns out, various rather mundane phone features work differently, depending on whether you’re using a GSM iPhone or a CDMA one. GSM (Global System for Mobile Communications) and CDMA (Code Division Multiple Access) are two competing cellular network standards. In the U.S. both Verizon and Sprint largely use CDMA-based networks, with AT&T and T-Mobile using GSM. Internationally, GSM is far more commonplace, with CDMA used prominently in only a handful of countries. Because of the two different network protocols, some calling features are toggled differently on the two phones. On a GSM iPhone, to turn Call Forwarding, Call Waiting, and Caller ID on or off, you launch the Settings app, tap Phone, and then adjust the appropriate control. Changing those same settings on a CDMA phone, however, requires dialing special codes—*72, *70, and *67, respectively. And for disabling Call Waiting or (outgoing) Caller ID, you need to dial those unique codes every single time you place a call. Apple’s new document also highlights differences between how the two phones handle conference calls. GSM iPhones can support up to five simultaneous calls, while CDMA iPhones top out at two simultaneous calls. The document also directs CDMA iPhone owners to the iPhone User Guide, which spells out more limitations in CDMA’s implementation of conference calls: you can’t merge calls if the second call is incoming, and you can’t switch between calls if the second call was outgoing—though you can, in that case, merge the calls. And on CDMA iPhones, if you end the second call or the merged call, both calls are terminated. These conference call limitations are endemic to all Verizon CDMA phones, not just the iPhone. Another difference highlighted in Apple’s knowledge base document is the way the two phones handle dialing pauses—a feature you might need if, for example, you’re dialing into an automated phone system. Soft pauses work identically: you tap and hold * (asterisk) while dialing; when editing a contact’s number, you tap the +*# key and then Pause. But if you want to dial a hard pause—one where the remaining digits aren’t dialed until you tap Dial a second time—your only option is a CDMA iPhone, because GSM iPhones don’t support hard pauses at all. To trigger the hard pause on a CDMA iPhone, you hold down # while dialing, or tap that +*# key and then choose Wait when editing a contact’s number. If you like putting your callers on Hold—as opposed to merely muting your end of the call—you’ll need a GSM iPhone. (You tap and hold the onscreen Mute button while on a call to trigger Hold.) CDMA networks don’t support that functionality. Apple also acknowledges in the document that CDMA iPhones may have issues in certain cases when you attempt to dial phone numbers that contain alphabetic characters if they exceed the normal ten-digit limit. The only proposed solution is to manually edit the numbers as necessary. So, why all these differences? As Verizon once advertised, “It’s the network.” While the two network technologies achieve the same end result—i.e., making your cell phone work—they do so in vastly different ways behind the scenes. CDMA networks package up data—your voice calls and your Internet usage—very differently from GSM phones. These calling differences, much like the fact that CDMA phones don’t support simultaneous data usage while on the phone, are simply related to differences in the core technical makeup of the networks themselves. Whether these calling differences should influence your decision about whether to go with AT&T or Verizon for your next iPhone is, in the end, a personal decision. Obviously, if you’re already accustomed to the limitations of one network, you needn’t fear using the iPhone on it; the differences Apple describes in the new document are really true for all Verizon and AT&T phones, not just the iPhone. If, on the other hand, you’re considering a network switch, make sure you won’t lose a feature you rely on, like 5-way conference calls. Presumably, neither Apple nor its customers—and probably not even Verizon—are happy with some of the limitations of CDMA networks. It's hard to say which of those three entities—Apple, Verizon, or consumers—is more eager for Verizon to complete its upgrade to the next-generation LTE standard, which should eliminate most of these frustrations.   21. Indian Teleco TTSL Attempts To Differentiate Itself On Dual Tech. NEW DELHI, Feb 15, 2011 : India's Tata Teleservices yesterday said it is unfair and incorrect to compare the company with dual technology operators like Reliance Communications and others as they had applied and got the approval even before the policy came into effect. TTSL's statement came in response to RCom's claim that it had to wait since February 2006 for more than 18 months to get the dual technology (GSM and CDMA) licence. RCom had said yesterday that its application was "on identical terms and payment of identical fees as the three other companies -- Shri Ratan Tata group's Tata Teleservices, Himachal Futuristic Communications and Shyam Telecom - and there is nothing special or untoward in the same." TTSL, however, said that it "was the only operator, amongst those named above, to apply for Dual-Technology Licence after the 19 October 2007 announcement by the DoT and it is hence unfair and incorrect to compare TTSL with the other applicants, who had applied before the policy was announced." "It is indeed special and intriguing that RCom and two other operators applied and got DoT approval even before the policy was announced," it added. TTSL said that while RCom was allotted spectrum in all the circles immediately in January 2008, TTSL got DoT approval after 83 days. "TTSL, even after three years, is still awaiting spectrum allocation in the crucial Delhi Circle and in 39 commercially crucial districts in 9 telecom circles," it said. The grant of dual technology approval to RCom in October, 2007, has been upheld by the Delhi High Court by a judgement in August, 2008, and by the Telecom Tribunal, TDSAT, by an order in March, 2009. The CAG had pointed out that the DoT favoured RCom in jumping the queue for grant of GSM spectrum ahead of others. Over the past several weeks, as part of investigations pursuant to the Supreme Court's orders, the CBI is reportedly examining a large number of telecom firms and their officials, from across the entire telecom industry in relation to various matters from 2001 to 2008. TTSL also clarified that the company and the Tata Group were not family-owned or family-run concerns or owned by Ratan Tata. "Hence, to refer to them as 'Shri Ratan Tata group's Tata Teleservices Limited' is not appropriate," it added. Source : Trading Markets
