You can do it through recharge service websites like mobikwik, freecharge or paytm.

You will get 10 GB data after launch of LTE network. Meanwhile, you can use 1 GB data. To use 3G, enable roaming from SIM toolkit; set network at 'WCDMA only' and restart your phone.

RSN/ESN number associated with your device/SIM, if not readable, can be retrieved at any Reliance Store. Devices without SIM have their unique ESN/RSN printed on the devices themselves whereas devices with SIM have their ESN/RSN printed on the SIM. What work for me: In SIM toolkit, I saw national roaming was already enabled. I enabled it again and then restarted the phone. Now I found that data was working.
