Reliance ends rebate to PSUs ---------------------------------- Jyoti Mukul in New Delhi | May 20, 2005 10:23 IST In another blow to public sector oil companies, Reliance Industries Ltd has stopped the discount it offered on diesel and petrol sold to these firms. The country's only private sector refiner was offering a 40 per cent discount on the difference between import and export parity prices to oil marketing companies like Indian Oil Corporation, Bharat Petroleum and Hindustan Petroleum. The discount worked out to around Rs 700 a kilolitre. Effective April 1, the discount has been withdrawn. IndianOil executives told Business Standard that the PSU will buy 500,000 tonnes of diesel and 11,000 tonnes of petrol from Reliance during the first quarter of the current financial year for which it would be paying Rs 1,537 a kilolitre more than the export price. IndianOil had entered into a five-year marketing arrangement with Reliance last year to source petrol and diesel for its retail outlets. Reliance executives were unavailable for comments. The oil marketing companies pay to refineries the import parity price, which is also termed as the refinery gate price. The import parity price is higher than the export parity price since international petroleum product prices are on the rise. Since the retail prices have not been revised since November, companies are selling at a lower price. The oil marketing companies last year bought four million tonnes of fuel from the 33-million-tonne Reliance refinery in Jamnagar, Gujarat. In the case of integrated oil companies, the loss on selling at a lower price from retail outlets is made up by the high refinery gate price. "It is cheaper for us to buy from the Reliance retail outlets instead of buying from the refinery gate," said the Indian Oil executives. "With new emission norms coming into force and work on upgrading the Mathura, Haldia and Panipat refineries getting delayed, the oil marketing companies are facing a shortage of Euro II diesel. We need supply from Reliance this year more than last year," the Indian Oil executives added. Reliance had earlier expressed its inability to supply upgraded fuels is now supplying in small quantities to these companies. According to the marketing arrangement, the oil marketing companies are required to inform Reliance of their requirements 45 days in advance. The oil marketing companies had frozen the refinery gate price for petrol and diesel on March 15 following non-revision of retail prices but the freeze was lifted recently. Triple whammy * The price of the Indian basket of crude oil has risen to $46 a barrel from $36.09 in April last year * The retail prices of petrol and diesel were last revised in November 2004 * Reliance stops 40% discount on the sale of petrol and diesel to oil PSUs Courtesy - rediff.com

RoC to issue notice to Reliance ------------------------------------ May 19, 2005 14:29 IST In the first direct intervention in the Reliance affairs, government on Thursday said it has asked Registrar of Companies to issue notice to the group, headed by Mukesh Ambani, on complaints filed by his younger brother Anil. Company Affairs secretary Komal Anand however, did not elaborate either on the details of the notice to be served by RoC, which is under administrative control of the ministry, or on the nature of complaints made by Anil. During the over seven-month old public wrangling with Mukesh, the younger Ambani sibling has on many occasion raised the issues of corporate governance and absence of financial information and disclosures in Reliance. Late last month despite serving as vice chairman and managing director Anil had declined to sign the financial accounts of the group's flagship company Reliance, headed by Mukesh, and had made public his dissent at the board meeting on April 27. Speaking on the sidelines of a seminar organised by the Competition Commission of India, Anand said a report on the issue is expected to be completed within a week. Anand's comments come within a week of Company Affairs Minister P C Gupta stating that the government was not sleeping over the issue and would take appropriate action. Expressing concern over the developments in the Reliance group, Gupta had said on Monday that "government has to do its job. We are concerned with all developments taking place. We have received complaints from Anil Ambani." "We are not sleeping over the matter. We know what we have to do. We are getting feedback (on Reliance developments) from the Registrar of Companies," Gupta had said. Incidentally, market regulator Securities and Exchange Board of India had said on Wednesday that it would take appropriate action on complaints filed by Anil. "We have received certain letters from the company's vice chairman and managing director (Anil Ambani). We are acting on those letters. We will do whatever is necessary," Sebi chairman M Damodaran had said, adding, "we know about those issues and we know how to address those issues. We have started looking at those issues."

Flash Lite for Indian mobile users soon -------------------------------------------------- Ashish Aggarwal in New Delhi | May 13, 2005 09:40 IST Indian mobile phone users will soon be able to experience the Flash Lite technology with Samsung and Nokia deciding to import GSM phones with this feature in six month's time. This Macromedia application is expected to vastly improve the mobile user interface and allow the service operator to provide innovative applications and enhance the gaming experience. (See below: What does Flash Lite do) After its success in Japan where Flash Lite was introduced two years ago, the company is eyeing the global market and is bullish on India as it is the fastest growing mobile market and is second only to China in terms of size. The fact that the 41.03 million GSM customers account for 78.6 per cent of mobile subscribers makes India attractive for Flash Lite. "Nokia and Samsung will begin shipping phones with Flash Lite within the next six months," Shiram Krishnamachari, country manager, Macromedia R&D, India, said. The company recently signed up with Nokia for licensing Flash Lite in addition to the agreement it signed with Samsung earlier this year. With mobile operators' average revenues per unit (ARPUs) falling below Rs 400 for the first time in October-December 2004 from Rs 523 in June 2003, Macromedia is confident that Flash Lite would give a fillip to data services. "We will introduce applications for Flash Lite as soon as there are enough handsets in the market with the software. In terms of potential revenue source, applications in mobile commerce, gaming and Bollywood stuff would be the top bets," Mohit Bhatnagar, vice president, value added products, Bharti Televentures, said. As part of its plans, Macromedia is also ramping up its R&D team here (the only such centre outside of US) and has recently picked up 8.1 per cent stake in Mumbai-based India Games for a consideration of $1.8 million. "Our strategic stake in India Games is aimed at building strong gaming mobile applications. "We are increasing the headcount of our R&D team in India to 250 by the end of this year from the existing 150," Krishnamachari said. Macromedia's Mobile and Data services (MAD) has already notched up revenues of $26 million in the Japanese mobile market where it launched Flash Lite two years ago. With revenues per mobile ranging anywhere from fifty cents to $2, the company is hoping to rake in sizable profits from the business. Last year, MAD accounted for 11-12 per cent of Macromedia's total revenues of $436 million. What does Flash Lite do ---------------------------- Today, SMS requires you to remember the destination number and what you need to key in as the message but with Flash a visual interface would take over. For example, in case of voting for TV shows, users can be shown visual options and clicking on one would automatically send the SMS. T-mobile in Europe recently used Flash Lite to enhance its News Express service which delivers general news, sports, show business, lifestyle, and weather information to users. Courtesy - rediff.com

India's mobile boom slowing down ---------------------------------------------- Joji Thomas Philip in New Delhi | May 12, 2005 09:33 IST Has India's mobile boom started petering out with the urban markets reaching saturation? While India still retains its position as the 'fastest growing mobile market in the world,' latest statistics suggest operators will have to try every trick in their bags to carry the tag in the future. During the first four months of 2005, the average monthly growth for the country's GSM operators was 3.36 per cent, down from 4.01 per cent in 2004. For the CDMA operators, the average monthly growth slipped from 4.21 per cent in 2004 to 3.01 per cent in January-April 2005. GSM additions, which stood at 1.096 million in April 2005, with a growth rate of 2.67 per cent over the previous month, was the lowest in over a year. In February 2005, the growth in GSM subscribers for the first time fell below 3 per cent. According to TV Ramachandran, Director-General, Cellular Operators' Association of India (COAI), a body representing the nine GSM players, two factors – the inability of operators to share their network infrastructure and the ongoing verification drive for pre-paid customers – have been responsible for the slower growth this year. Pre-paid subscribers account for over 80 per cent of the country's mobile users. "The world over, pre-paids are an off-the-shelf commodity. The authentication drive is putting off a lot of new subscribers as many suspect that it is aimed at bringing them into the income-tax net," said Ramachandran. Leading operators also cited this reason for fewer takers in urban pockets. For instance, according to data compiled by the COAI, during the last few months the cellular subscriber growth in metros has been hovering over the 2 per cent mark. "Further growth will only come when we reach the smaller markets. This requires heavy capital expenditure. Infrastructure sharing (with BSNL) is the only way to tap this market and will also result in a win-win situation for everybody," he added. Confirming the COAI's stance, spokespersons from two leading GSM operators told Business Standard that cellular growth was likely to fall further if private operators were to fail in reaching an agreement with BSNL on infrastructure sharing. Industry sources also attribute "fewer additions" to the capacity utilisation of BSNL, which was the fastest growing player in 2004. For CDMA, the largest fall in numbers was in March 2005, when its subscriber base fell by close to 5 per cent on account of Reliance Infocomm 'de-provisioning' close to a million subscribers. "We de-provisioned 984,123 subscriber terminals in March on account of misuse, including subscriber data verification and customer credit worthiness," Reliance executives said. Courtesy - rediff.com
