In Mumbai: 3g is working fine but there seems to be very fluctuation in the netwoek, voice quality is pathetic/terrible if compared with CDMA

What's your location? EVDO Data was and is still working. But yes, there is fluctuation in speed.

Exactly! They will not close CDMA all of sudden. They will be keep forwarding the dates to shut down the CDMA. They'll force up to a certain limit.
