NGO moves HC against DoT on excess spectrum Business Line l 24 Nov l New Delhi Telecom Watchdog, an NGO based in Delhi, has filed a petition in the Delhi High Court against the Government’s decision to allocate spectrum to existing mobile companies beyond what was committed in the licence. While the mobile licence specifies spectrum allocation between 4.4 MHZ and 6.2 Mhz, some of the existing players have got even beyond 10 Mhz in some circles based on their subscriber base. Earlier, the CDMA-based operators had also filed a petition in the telecom tribunal against the excess spectrum allocation. Seven operators The NGO, which has also named seven mobile operators in the case, has a demanded CBI enquiry. It alleged that leading GSM operators such as Airtel, Vodafone (earlier Hutch), Reliance, Tatas and Idea were able to acquire spectrum beyond 4.4 MHz in a non-transparent manner. The petition follows after another PIL filed was filed by an individual against the spectrum allocation policy followed by the Government under a first-come-first-serve basis to new players. The HC has issued a notice to Department of Telecom in this case. Meanwhile, the DoT proposed to impose a one-time fee on existing players in a bid to claim the value of excess spectrum allocated to them.

Hotspot launches mobile movie card Press Trust of India l 23 Nov l New Delhi NEW DELHI: Betting big on the Indian entertainment industry which is pegged at Rs 600 billion, BK Modi's Spice Televentures company HotSpot has announced the launchMovie Card which would enable mobile phone users to watch latest Bollywood flicks on 320x240 pixel screen. Priced at Rs 350, the Movie Card is a 1-GB SD card that contains a full-fledged movie along with ringtones, wallpapers and other trivia, HotSpot CEO Sanjeev Mahajan said. The movie is playable in all mobile handsets with an SD card slot and supports both movie compression formats - MP4 and 3gp. The present repertoire of movies offered includes Bollywood hits like Namaste London, Om Shanti Om, Lage Raho Munnabhai, Omkara and Devdas. "Given the fact that 30-40 per cent of mobile handsets in the country support various movie formats but there are no options for a legal shareable format for movies, we expect this segment to grow rapidly. This is just the first phase of launch of the product in the Indian market and we soon will introduce more than 50 movies on this medium by December 2009,"Mahajansaid. Given the fact that the digital format is leading all formats of content consumption, more and more content is available for tapping. The entertainment industry in India is on a steep growth, he said adding that by 2010, the industry is expected to be around Rs 850 billion. However, Mahajan clarified that the Movie Card is not competing with television, PC or the big screen at the theatre.

India Projected to Lead Broadband Market Study forecasts 500% rise in broadband users in India by 2013 According to a recent report released by Point Topic, the telecom market growth we are seeing in India will extend to broadband too. The report suggests that India can see a growth of almost 500% (489%, to be precise) in the broadband market by 2013. This would be the highest by any broadband market and will place India at the sixth position in the world as compared to its current 18th ranking. The total broadband connections in the world are expected to rise by 273 million connections, taking the total number to 680 million. BRIC (Brazil, Russia, India, and China) countries will see a major surge in the connections since they have already passed through the initial phase and are maturing steadily. On the other hand, markets like US, Japan and others, which have more broadband penetration, are saturating because of the difficulty of finding new customers. BSNL to Launch 3G Service in Chennai in January State-run telecom operator Bharat Sanchar Nigam Ltd (BSNL) Monday reaffirmed its decision to launch third generation (3G) mobile services in Chennai in January. The public sector undertaking has already received a licence and spectrum rights to roll out 3G services in most parts of the country as it is one of the two state-run phone companies and is given preference over private firms in offering new technologies. However, the telecom operator has to pay the same fees as private operators who eventually win the right to offer a service. "We will start our rollout of 3G services from Chennai in January," BSNL director (finance) S.D. Saxena told IANS. 3G entails higher expenses for telecom operators, but Saxena said efforts would be taken not to burden the customer. "Affordability is going to be a major concern but we will offer a number of schemes to ease the burden," he said. Referring to the 93 million lines tender floated a few months back, he said, "We will take more time to announce the results as the evaluation is still going on." iPhone gets Jailbroken Update misses business features. Jailbroken within 2 days of the update' Apple released the v2.2 firmware update for the iPhone as well as iPod Touch. Though the update has brought in some nice inclusions, business users have been left wanting more. The new update did not bring the much-needed data encryption on the device, password PIN limited to four numeric digits, and no synchronization notes calendar as compared to Microsoft Exchange. And yes, how can we forget copy paste?! On the other hand, iPhone Dev team managed to jailbreak the iPhone 3G and iPod Touch 1G. However, there is still no support for iPod Touch 2G users. The availability of Quickpwn (Windows & Mac) and Pwnage (Mac) will enable a user to jailbreak both the iPhone variants and iPod Touch 1G, while unlocking is only possible for iPhone 2G. DoT to allot spectrum to telecom cos in 10 days: Sources CNBC-TV18 l 24 Nov The Department of Telecom, or DoT, will allot spectrum to Datacom, Unitech, Swan, Loop, Tata Telecommunications, and Bharti in 10 days, reports CNBC-TV18, quoting sources. Among all, Datacom is the first in queue for Delhi allotment and might also get Rajasthan, sources said, adding Loop, Swan, Bharti will be allotted spectrum only in Rajasthan. According to data provided by sources, Datacom will get 3.2 MHz pair in Delhi, and 4.4 MHz pair in Rajasthan. Meanwhile, Unitech, Loop and Swan will get 4.4 MHz pair in Rajasthan, while Bharti will get 1 MHz pair in Rajasthan. -
Google To Partner With OEMs To Promote Chrome Though Google joined the ranks of browser makers with Chrome a while ago, it has been quiet about its plans for its newest product. However, that is now all set to change, with news emerging that Google is planning on signing up with OEMs to pre-install the browser. This piece of news was first revealed by Times online, which conducted an interview with Sundar Pichai, Google Vice President, Product Management. Pichai, in the interview, says that the browser would emerge out of beta status by January and goes on to add that apart from Windows, the search giant would also be targeting Linux/Macintosh machines in a bid to reach the widest possible market. While this move is clearly targeted at Microsoft and its market dominating IE browser, it also echoes the move that had been adapted by Firefox, a few years ago when the browser was being bundled with all and sundry in a bid to increase its popularity. Even though this move may see Google make some quick inroads into the browser market, one can’t expect Microsoft to stay quiet for too long. The company which faces an eroding user-base will definitely reply in kind. Let’s not forget that the company is already hard at work at Windows 7, an upgrade to its Vista OS, which will house IE8 as its default browser. G1 Supports Multi-Touch: A Glimpse Wannabes wait for promised source code HTC G1's multi-touch capability is not a secret anymore. To prove a point, RyeBrye recoded the source code so that the G1 touchscreen would accept multi-touch gestures. Instead of utilizing a long and time-consuming process, RyeBrye decided to modify the Synaptics touchscreen driver that allowed /dev/tsout to be read by the Java layer on the G1. The Java layer is where the Android applications are installed. The output shown on the video is not lag-free, but he definitely proved his point. RyeBrye has promised to release the source code for all the wannabes who want the sophistication of the multi-touch application on their G1. However, if you're expecting multi-touch features from Google, you may have to face disappointment as the giant won't jeopardize itself and do something that may involve it in multi-touch patent issues. Telcos add record 10.42 mn subscribers in Oct Press Trust of India l 24 Nov l New Delhi Telecom operators in India added record 10.42 million mobile phone subscribers in October, taking the number of cellphone users to over 325 million, according to the data released by sectoral regulator Telecom Regulatory Authority of India (Trai). A total of 10.42 million wireless (GSM, CDMA and WLL) subscribers have been added during October 2008 against 10.07 million wireless subscribers added in September 2008, Trai said. The total wireless subscribers stood at 325.73 million at the end of October 2008. Continuing the trend of adding telephone subscribers at a blistering pace, the country saw a net addition of about 10.29 million users (wireline and wireless) in October against 9.79 million in September. The total number of both wireless and wireline users now stands at 363.95 million, Trai said. However, in the wireline segment, the subscriber base fell to 38.22 million in October from 38.35 million in September. The overall tele-density stood at 31.50 per cent at the end of October against 30.64 per cent in September this year. The total broadband subscriber base rose to 5.05 million by the end of October 2008 from 4.90 million in September this year. -
Rx: Don't mix driving with talking! 10 Jul, 2008, 0230 hrs IST, ET KOLKATA: The laws might prohibit it. But as they say, every law has a pitfall. So, even though talking on a mobile phone is prohibited while driving, it is not uncommon to find people using headsets, steering wheel speakers or other hands-free devices to remain connected. The common notion is such gadgets are a safer alternative than using the phone itself and a good way to escape the bindings of law. Research though suggests otherwise. Multitasking while driving may exceed the brain's capacity to process multiple information and thereby, affect attention level. For instance, even a simple form of multitasking like talking to someone while driving can be hazardous. Medicos feel it's not a case of limited hands — simultaneously holding a phone and driving. "The impact on the brain while using the phone or handsfree is all the same," says a senior consultant (neurology) at New Delhi’s Sir Ganga Ram Hospital Manvir Bhatia. "It severely impairs the person's ability to take a decision or concentrate while driving. Such multitasking while driving is quite harmful since it hinders the person's response time." WORSE THAN DRUNKEN DRIVING A study conducted by the University of Utah, US, found that drivers, while talking on their mobile phones, exhibited a sluggish behaviour and slower reaction as compared to drivers on alcohol who exhibited more aggressive driving and frequent braking. "The driver's concentration gets distracted. The vehicular movement then gets haywire and people loose their control on the wheels," Ms Bhatia added. IT'S JUST NOT DRIVING Even using a MP3 player or mobile phone while walking or crossing the road can be equally risky. "All these may not be multitasking to a lay person, but creates immense pressure on the brain's working memory," says senior neurologist at Kolkata's Apollo Gleneagles Hospital Amitabh Ghosh. "The person then gets error prone and what's more, multitasking creates stress which further fatigues the brain." However, docs suggest with time the brain gets accustomed to such multitasking activities. "The multitasking activity then becomes like automatic behaviour and the problem gets reduced, but then it is always advisable not to undertake multitasking while on the roads," says Mr Ghosh. Why give your mind another reason to get fatigued in such already stressful times and lifestyle?

New mobile phone based system to track rash drivers Press Trust of India l 23 Nov l Mumbai After drunk motorists, rash drivers are now in the sights of the city's traffic police who are hoping to curb the number of habitual offenders with a new mobile phone based system. The new system, which operates through SMS, will allow police officials to send details regarding drivers caught for rash driving to a central server which would then supply information if the driver had a previous record. The system is already in place for catching drivers driving under the influence of alcohol and would soon help curb offences like rash driving, lane cutting and jumping signals, Sunzay Passari, Vice President (Value Added Services), BPL Mobile said. "The traffic police is presently in the process of getting their database converted into a digital format and we expect the process to take about three weeks," Passari told PTI. A database is already in place for the drivers driving under the influence of alcohol and has been in use since September. In a stringent drive against drunken driving since last year the Mumbai Traffic Police has caught over 4,000 offenders, many of whom have also had their licenses permanently revoked for being habitual offenders. The SMS system being used has been jointly developed by BPL Mobile and Hyderabad based IMI mobile. A new feature that is also being worked on is sending SMS alerts prior to festive occasions warning drivers caught earlier for committing traffic offences. "However, the system is still in the development stage and we are still working on it," Passari said.

DoT seeks termination charge review; refers to TRAI Press Trust of India l 23 Nov l New Delhi NEW DELHI: Mobile telecom tariffs may see a further dip as the government has asked regulator TRAI to review the five-year old termination charge of 30 paise a minute per call for fixed and mobile telephony. Termination charge is the money given by an operator on whose network a call originates to the operator on whose network the call terminates. The termination charge at 30 paise a minute per call for mobile telephony is considered high, especially by the new players. It was fixed five years ago and since then cost parameters have changed considerably. "Termination charges reduction reference has gone to TRAI. They have to recommend us what to do (whether to bring it down or not. TRAI is a statutory body it can't be dictated on what to be done. It is being discussed in TRAI to look into the possibility of bringing down the termination charges)," Telecom Minister A Raja said here. Although it is over four months since DoT referred the matter, TRAI is yet to review charges for fixed and mobile services. Five years ago TRAI prescribed call termination charges for fixed and mobile services. A TRAI official said the regulator has not been able to see the reason for reducing the termination charges. TRAI prescribed termination charges for fixed and mobile services through its regulations on October 29, 2003. This was done on the basis of cost data submitted by various service providers for the years preceeding it. In June 2008, DoT asked TRAI to review the termination charges based on present and projected cost and traffic on the premise that the volume has gone up. "Given the central aim of the NTP'99 to provide telecom services at affordable rates and the unprecedented expansion of telecom services, DoT suggests that a review of the mobile termination charges, based on present and projected cost and traffic, is undertaken by TRAI on priority basis and in a time bound manner," DoT officials said. The new mobile operators who have been given licences in January this year and as they are in the process to start services, review of termination charges would be crucial for them to compete in the market especially in the urban areas. -

Apply lock-in period only to new telcos: Tatas to Govt Press Trust of India l 23 Nov l New Delhi NEW DELHI: Tatas have asked the government to limit the proposed three-year lock-in period to new telecom players fearing that the move could stall the company's over Rs 13,000-crore equity tie-up with Japanese telecom giant NTT DoCoMo. "The proposed lock-in provisions be only applied prospectively and that too to start-ups, which have been granted initial licences and which are yet to commence operations or establish their credentials. "Concluded arrangements like the investment commitments of NTT DoCoMo in TTSL should not be affected," the company said in a letter to Telecom Secretary Siddharth Behura. NTT DoCoMo took 26 per cent stake in the TTSL for $2.7 billion. Tatas feel TTSL has been granted licences in January 2008 after a long wait, which included five new UASLs for circles like Assam, North East and Jammu & Kashmir, to complete its pan-India coverage. While services have already been started in Assam, in the remaining two circles it would start from November 30. "The restriction must certainly not be imposed on licensees/promoters which have already established their commitment and participation and which have recently been granted some licences, to complete their pan-India coverage," the letter stated. Tata Sons, is a long standing promoter of TTSL, and has invested Rs 3,800 crore in the company over the last 10 years. Recently Japanese major NTT DoCoMo made a contractual commitment to subscribe to 20 per cent fresh equity in TTSL and purchase further 6 per cent equity held by Tata Sons and any other shareholders in TTSL, the company told DoT. -
DoT denies CVC charge on 'cheap' 2G spectrum The Economic Times l 22 Nov SAN FRANCISCO & KOLKATA: An early resolution to the raging 2G spectrum allocation row appears a distant thought. The department of telecom (DoT) has strongly refuted the allegations of the Central Vigilance Commission (CVC) that new telecom licensees like Swan Telecom and Unitech Wireless walked away with windfall profits by selling their equity at valuations several times the sums they paid the government for start-up 2G spectrum. In an internal communique to the CVC secretary KS Ramasubban, DoT has noted, “The promoters of Swan Telecom and Unitech Wireless have not sold their shareholdings, but made strategic partnerships for investment in their companies, and have accordingly entered into agreements with foreign companies. Swan and Unitech have entered agreements with Etisalat and Telenor, respectively for infusion of equity capital into the companies to roll out telecom networks in their respective licensed areas. Swan Telecom and Unitech Wireless were awarded UAS licences for 13 and 22 service areas, respectively in January 2008.” Furthermore, the DoT communication asserts, “Both companies (Swan and Unitech) have categorically mentioned that investments brought in by their strategic foreign partners (Etisalat and Telenor) would be used for rolling out services, and this could enhance their capital base keeping the absolute shareholding of their promoters intact. Thus, the question of their making windfall profits does not arise.” According to a top government official, “DoT’s strongly-worded clarification was sent by the deputy wireless planning advisor, and was in response to CVC’s allegations that some new telecom companies which had received UAS licences (bundled with 2G spectrum) in January 2008 had indulged in “highly unethical practices” by selling equity at huge premiums even before operationalising their mobile networks or acquiring even a single subscriber.” More importantly, the DoT-CVC duel also come at a time when Union telecom minister A Raja has been under fire both within the ruling coalition and from opposition parties over the 2G spectrum allocation policy. DoT has also reminded the CVC that it is the declared view of the finance ministry that foreign investment through dilution of equity by new telecom companies brings in FDI for telecom network rollouts.

ADAG enters online retail biz Press Trust of India l 23 Nov l New Delhi Seeking to grab the top market position within a year in the Rs 20,000 crore market, Anil Dhirubhai Ambani Group (ADAG) today announced its foray into the online retail business where it would sell everything that could be sold over the internet. Under the banner of the group's financial products distribution unit Reliance Money, the new venture would make available a wide variety of products for e-shopping, ranging from financial products like IPOs, mutual funds, insurance policies and gold coins to items like apparel, accessories, books, magazines, CDs, DVDs, home appliances and even flowers. Announcing the launch, Reliance Money CEO Sudip Bandyopadhyay told PTI over the phone from Mumbai that the e-commerce web portal, RelianceMoneyMall.com, would be like a big shopping mall in electronic format where consumers would be able to buy whatever that can be sold online. Asserting that the company was targetting at least 20 per cent market share for the new venture, Bandyopadhyay said that the aim is to grab the top position in less than a year. "There are over 60 million internet users in the country and this number would double in about two and a half years, all of whom we are looking to tap as our target market.... Besides, there are already an estimated 10.8 million people shopping online," Bandyopadhyay said. "We are looking at a market share of at least 20 per cent in this market with business worth over Rs 20,000 crore a year," he added. The portal will also be a host of subscription-based financial products such as technical charts, stock and commodity alert SMS packs, newsletters and research reports.

Now the only thing you can do, is to mail their seniors and tell them, if your problem doesn't solved with immediate effect then you are going to file a case with Consumer Court against Nokia.
