Defence spectrum band gets a relook Economic Times l 20 Nov l New Delhi NEW DELHI: The department of telecom (DoT) and the armed forces have revived the plan to have a ‘defence (spectrum) band’ or classifying all spectrum used by the forces into a single band. With an exclusive spectrum band, the armed forces will develop or buy technologies that work only in their band, ensuring greater national security. Commercial users of spectrum such as telcos and broadcasters would be able to use only the civilian band. Europe and the United States have divided all their spectrum, or airwaves on which signals used by communication, broadcasting and wireless internet travel, into civilian and military bands. In India, the proposal to have a defence spectrum band was first mooted in 2005, but was put on the backburner. During recent meetings between officials of the communications and defence ministries, chaired by National Security Adviser MK Narayanan, it was decided that India would explore this model, sources told ET. The concept will work as follows: Currently, the armed forces use radio frequencies across several frequency bands for their communication, signaling and other operations. All airwaves in the country will be divided into two categories – civilian and military, after talks between both ministries. The defence forces will then have to vacate all airwaves (spectrum) that come under the civilian band. Both the communication and defence ministries will soon launch talks to resolve the complications associated with having a defence band. For instance, both ministries will have to work out a model to compensate the armed forced on the costs incurred in shifting or reconfiguring all their systems to work on the defence band. Additionally, the armed forces may also have to buy new equipment.

Samsung, Motorola bet big on WiMax Economic Times l 20 Nov Samsung Electronics and Motorola, which don’t have a significant presence in the Indian telecoms network business, could see a change of Samsung fortunes with the advent of WiMax. Executives from both companies told ET that they were betting on big business opportunities in India, especially as the country is all set to auction spectrum for this technology platform in early 2009. WiMax is a technology that allows the user to access high-speed internet and other data applications wirelessly and is considered a threat to third generation (3G) telecom technology since both platforms are used for similar applications. Currently, all telecom services in India are offered using second generation (2G) cellular technology. Motorola is the equipment vendor behind the world’s largest fully-functional WiMax network run by Wateen Telecom in Pakistan. The US-based telco is also among the equipment vendors behind Sprint’s WiMax wireless broadband data service called Xohm, which when completed, will be the largest such network globally. “The challenges in Pakistan are very similar to that of India. We are well geared to tap the Indian market. We are in talks with several Indian operators for WiMax networks and are open to offering end-to-end services including managing such networks for Indian operators,” Motorola’s top wireless broadband portfolio Ashish Dayama said. Samsung, which missed building 2G networks and is a late entrant in the networks space, aims to leapfrog earlier technologies and emerge as a major player in WiMax. The Korean company is also a key network provider for Sprint. “WiMax is a strategic part of our business. There have been conversations with some large conglomerates in India, which is a key market for global harmonisation of WiMax,” explained Paul Thurneysen, who handles 4G/mobile WiMax Wireless Systems for the company. The company has a clear lead in the WiMax space as they offer handsets, chipsets, electronics as well as end devices and networks and base stations.

Alternative network for defence to be completed by 2011: DoT Economic Times l 20 November l New Delhi In a move that could complicate the release of third generation (3G) spectrum by the armed forces, the department of telecom (DoT) has told the defence ministry that an alternative optic fibre network being built for the forces would be completed only by 2011 and would cost nearly Rs 10,000 crore. The defence forces have always maintained that they will vacate spectrum only after completion of the alternate network. The defence forces occupy a bulk of 3G spectrum used for high-end services like video conferencing on mobiles, high-speed Internet and fast downloads in nine of the 22 telecom circles. Unless such spectrum is vacated, telcos won’t be able to launch 3G services in the country. The armed forces have contended that they should have a reliable alternative network and full connectivity before the existing spectrum is vacated.
  8. DoT plans lab to certify WiMAX-based services Business Line l Nov 20 Indian partner to have 49% stake in venture. Herndon (Virginia), Nov. 19 IT majors including Wipro, TCS and L&T Infotech may be in race to partner the Department of Telecom’s technical wing Telecom Engineering Centre (TEC) to set up a WiMAX certification lab in India. The lab will be the sixth in the world to offer testing services to vendors selling WiMAX-based broadband services. TEC had invited expression of interest from private players to set up the testing lab. “The WiMAX certification lab shall be able to accept equipment offered by different vendors and test them for conformity, performance, functional and interoperability in accordance with WiMAX standards. The test schedules and procedures to be followed will be as specified by WiMAX Forum,” said a DoT official. Joint ownership The certification lab will be jointly owned by the Government, an Indian partner and an international testing firm. The Indian partner, which will own up to 49 per cent stake in the lab, will detail total business plan indicating cost of and returns on the project. Once the joint venture is set up, the Indian partner would be responsible for day-to-day control and management of the Certification lab. TEC will own 26 per cent while the foreign player will be given the balance. Foreign partner will be selected after the TEC finalises the agreement with the Indian company. The schedule and procedures for testing the WIMAX products and technological upgradation guidelines will also be provided by the WiMAX Forum. Big market India is expected to be one of the biggest market for WiMAX technology and a number of equipment and devices vendors are expected to bring their products here. These will have to be certified by the TEC before the vendors can start marketing it. According to industry estimates, there will be 20 million WiMAX-based data users over the next two to three years. Companies such as Samsung, Nokia Siemens, Alcatel Lucent and ZTE are betting big on the uptake of WiMax in India. Since WiMAX is in initial stages of deployment globally, issues related to interoperability between equipment of vendors would have to be addressed. Sprint Nextel, which is the only WiMAX operator in US, has its own lab in Herndon to check out inter-operability issues, is also willing to transfer its knowledge to new markets.

  11. Vodafone Launches Voice SMS Service Vodafone India announced the launch of their version of Voice SMS service for subscribers in 16 circles across India. The Voice SMS for Vodafone is powered by Kirusa, where Vodafone (prepaid and postpaid) users will also be able to send Voice SMSes to any mobile subscriber in India for a nominal charge. The service is very similar to Airtel's offering in terms of usage and features. To send a Voice SMS, a user needs to dial * followed by the recipient's number. Each Voice message sent will cost 75 paise to the user. The recipient, on the other hand, can listen to the first Voice SMS for free, but subsequent retrievals will cost 75 paise per retrieval.   12. iPhone: Number 1 Handset in the World Says Admob Says who? Admob, a mobile advertising network revealed with a little help from 6,000 different websites, applications and a short analysis. Are these numbers accurate? Well, no since Admob s verdict is not based on the actual sale numbers but the ad impressions served by them. AdMob releases Mobile Metrics every month with October being the month where iPhone jumped from the fourth position in September to number one, toppling Motorola RAZR V3. Mobile Crunch points out that the skewed result can be because of the developers embedding AdMob ads with their applications plus the website statistics, thus making it to serve more ads and gain through the rankings.   13. Video: Adobe Flash 10 Running on G1 iPhone watch out! The ARM's technology collaboration with Adobe was not the only highlight of the Adobe MAX 2008 developer conference. Adobe also showed what the Flash 10 would do on an ARM powered HTC G1. The verdict? Apart from some glitches, the work-in-progress product looks good. I am sure the final product will be much better than what we are seeing it now. Raja debunks reports of differences with FM on spectrum Press Trust of India l 19 Nov l New Delhi Debunking charges that huge revenue had been lost because he ignored Finance Minister P Chidambaram's recommendations, Telecom Minister A Raja today said he had done no wrong and the government will rake in Rs 24,000 crore annually once new players start operations. "We have absolutely no disagreement with the Finance Ministry over the spectrum and licence fee. We are working in consultation with each other and all decisions have been taken with prior permission of Prime Minister Manmohan Singh," he told PTI in an interview. "We have gone by the practice followed in the tenure of my predecessor (Dayanidhi Maran) or even before. We have given the licence at the same rate (Rs 1658 crore) as was given to a player in 2001... It was done just 10 days before I took charge in May, 2007," he said. Raja was responding to queries regarding political allegations that the licences along with spectrum were given at throw away prices causing a loss of over Rs 50,000 crore to the government. "There was a cartel before I took charge... It existed till recently, now I have broken it... otherwise how come that so much of spectrum was available and it was never distributed?" he retorted to a query on the reason for the campaign against him including demand for his resignation. Pooh-poohing the allegations of loss to the exchequer, he said now the focus is on taking in higher revenue share. Under the present dispensation, the government would get about Rs 12,000 crore as revenue share and licence fees. "This is going to double once the new telecom players start operation and our subscriber base doubles to 600 million by 2012," he said.

  19. Nokia - Wahoo Half-QWERTY phone We were not expecting this. Even though the internal document, which leaked a few days earlier, hinted at a half-QWERTY phone, it did not mention this one. Apparently, a blog has managed to get a picture as well as detailed specifications of this half-QWERTY from Nokia, codenamed Wahoo. According to the leaked doc, it will be a clamshell phone with quad-band GSM and dual-band UMTS support. Wahoo will boast of two displays - an internal one with 2.2-inch (240 X 320 pixels) and an external one with 1.36-inch (128 X 160 pixels) screen size. Other features that it boasts of are a 2 megapixel camera with flash, Bluetooth 2.0 with A2DP, a 2.5mm audio jack, and expandable memory with microSD (up to 4GB). The estimated talk time is 4 hours.   20. Samsung Gravity To Pull In QWERTY Enthusiasts A budget offering from Samsung Samsung has unveiled Gravity (SGH-t459) that will compete with the ultimate models in the messaging phone category. This is a budget offering from Samsung that features a full QWERTY keyboard hiding beneath a small screen and an alphanumeric keyboard. Gravity includes integrated e-mail clients like AOL, AIM, Yahoo, and GMail as well as IM clients like AOL, ICQ, Windows Live, and Yahoo. To spice things up, the phone has a 1.3-megapixel camera, Bluetooth, advanced voice recognition, a music player, a speakerphone, and a microSD expansion slot supporting up to 4GB. The normal talk time and standby time is expected to be around 6 hours and 300 hours respectively. Unfortunately, the phone has been released exclusively under T-Mobile and costs $50 after a mail-in rebate of $50, which is only applicable after the user opts for a two-year contract with a data plan costing a minimum of $14.98. Motorola to launch affordable touch phone Economic Times In a bid to reap the heightened consumer interest for touch screen phones, after Apple’s hyped iPhone launch, rival Motorola is about to roll out an ‘affordable’ touch phone for the Indian market. Motorola plans to launch a feature-rich touch screen phone, positioned as an entry-level PDA, at the Rs 8,000 price point. The move is likely to trigger a price war and herald the emergence of low-priced touch phones in India, considering the fact that the current price band for such devices is between Rs 11,000 to Rs 36,000. The US cell phone vendor’s latest bet, model ‘A810’, will be sold under the ‘MotoYuva’ brand, the platform under which Motorola targets the youth consumer segment in India. Motorola is in talks with multiple telecom operators for bundling the device and has plans to push the handset even in the rural markets. MotoYuva A810 is going to hit the Indian market in the first week of October. The company expects its latest affordable touch screen device will help it gain significant market share in India. It may also roll out more touch devices in the next few months. Confirming this, Motorola India director (marketing - mobile devices) Lloyd Mathias told ET, “There is a huge expectation in the Indian market for touch screen phones. Since iPhone is priced quite high, there is a huge consumer segment which is waiting to be tapped. We hope to have a much stronger play in the touch screen market with this new handset.” MotoYuva A810 is a PDA phone with advanced handwriting recognition, internet-ready and host of multimedia features. Motorola has also customised the phone for the Indian market with features like SMS in Hinglish, large phone book that stores 500 entries, ability to store 750 SMS and high audio output. “All such customisations have been done in our Indian research lab,” said Mr Mathias. Apart from the touch screen phone, Motorola will launch two more handsets under the MotoYuva segment. It is also significantly expanding its retail distribution network in India. “We plan to grow the current network of 30,000 retail points in India. All such efforts should help us to grow our share,” Mr Mathias said.

HTC Touch Pro, Viva, Launched in India HTC together with telecom service provider IDEA Cellular has today announced the availability in India of the HTC Touch Pro (T7276) and the HTC Touch Viva (T2223). The HTC Touch Pro offers single-handed operation for simple tasks and full key-board input, while Touch Viva features HTC's TouchFLO technology. Both phones operate on the Windows Mobile platform. HTC Touch Pro features a slide-out 5-row QWERTY keypad. It comes with a 2.8-inch touchscreen. It also has a built-in Wi-Fi and TV-out functionality. HTC Touch Viva also sports a 2.8-inch touchscreen. The phone features Quad-band GSM/GPRS/EDGE connectivity, a 2 megapixel camera for stills and video, and a microSD slot for expandable storage. The HTC Touch Pro (T7276) and HTC Touch Viva (T2223) will be available at a market price of Rs. 34,900 and Rs. 16,490, respectively, at all leading HTC authorized resellers across the country. Mobile banking likely to take off within a year Press Trust of India l 18 Nov l Mumbai MUMBAI: High-tech mobile payment with secure transactions at lower costs is expected to start within a year, a top industry official said. "We are working with the Reserve Bank of India (RBI) and other members, namely telecom operators, banks and service providers, to enable mass adoption of mobile banking and mobile commerce," MPFI (Mobile Payment Forum of India) Chairman Ashok Jhunjhunwala told reporters on the sidelines of a conference here on Tuesday. "We expect to enable mobile payment with secure transactions at lower costs through robust technology to start within a year's time," Jhunjhunwala said. A technology, regulatory and business committee, along with a few sub-committees focussing on specific issues, have been set up, he said. "The Forum has worked closely with the regulator and been responsible for formulation and release of the final operative guidelines for banks on mobile payments issued by the RBI on October 8," Jhunjhunwala added. The regulatory committee of MPFI has prepared a report on "Mobile Banking Transactions in India-Operative Guidelines for Banks" in consultation with RBI.
