TRAI mulls licence fee on tower infra companies Business Line l 16 Oct l New Delhi TRAI’s proposal could result in double taxation as the revenue earned by the tower companies has been accounted for in the revenue share paid by the mobile operators leasing out capacity. Mobile operators such as Bharti Airtel and Reliance Communications that have hived off their tower infrastructure into separate companies may soon have to pay additional licence fee on the revenues they earn from the tower business. The Telecom Regulatory Authority of India is considering imposing revenue share on the tower companies on the grounds that the Government may be losing out on income. Telecom companies are required to pay between 6 and 10 per cent of their annual revenues earned from providing services as licence fee to the Government. By hiving off the tower infrastructure into separate companies, these operators do not have to pay any fee to the Government from the revenues earned from leasing out capacity. Bharti Airtel, for example, earned nearly Rs 1,000 crore from its tower infrastructure Bharti Infratel during the first quarter of this year. The company does not pay any revenue share on this to the Government. However, industry observers say that TRAI’s proposal could result in double taxation as the revenue earned by the tower companies has been accounted for in the revenue share paid by the mobile operators that lease out capacity. They say that the operators who take capacity from the infrastructure companies are already paying revenue share from the income earned from their subscribers, which in turn is a factor of the cost incurred by the operator, including hiring tower infrastructure. However, the telecom regulator is considering bringing the tower business under separate licensing to distinguish it from the mobile services licence. Almost all the major telecom operators have demerged their tower arms in a bid to unlock value. Apart from the telecom services companies, there are a number of independent tower companies including American Tower Co, GTL Infrastructure, Quippo Telecom Infrastructure. These companies may also be asked to pay licence fee. This will come as another blow to the stand-alone telecom companies who are already reeling under the rising cost of steel. Rising input costs are forcing tower companies to increase their rental price, which in turn is driving up the operational cost of telecom service providers. -

Android Comes to Motorola Phones Next - a Social networking smartphone Motorola seems to be going niche these days. After launching the likes of the ZN5 and the music-centered ROKR series, Motorola wants to cash-in on the "social networking" juggernaut. That's correct! Motorola is reportedly designing a 'social networking' smartphone with a dedicated team of 350 plus members! Now for the more important bit; this new phone is reportedly scheduled to run Google's Android OS. An innocuous job advertisement was the lead to this unexpected discovery. The advertisement, which was seeking applicants for the position of a Senior Staff Interaction Designer for the Interaction Design Team at Motorola, inadvertently divulged some "classified" information! Here is an excerpt from the ad. "As a Senior Staff Interaction Designer, you will be responsible for leading and actively participating in the concept, design, documentation and development of user interfaces for our mobile products including our new Android Social Networking Smart Phone. You'll lead brainstorming and work sessions, usability and innovation reviews and other forums of design development. In addition to your primary responsibility in the delivery of great design, you will also be expected to mentor other designers, bringing your personal strengths to the rest of the team." If this turns out to be true, this would be a great push for Android to cement its position as a mainstream mobile platform. In addition, with things not going too well at the moment for Motorola, this would be another opportunity to pull off a stunner and be back in the business with the proverbial bang. Govt may relax payment norms for 3G winners 15 Oct, 2008, 0029 hrs IST, ET KOLKATA/NEW DELHI: In a bid to ensure that the global economic meltdown does not adversely impact the upcoming 3G auctions, the government is conside ring relaxing the auction guidelines to make it easier for telcos to pay large sums. On top of the agenda is a the introduction of a staggered payment option for successful bidders. Successful bidders may only have to pay the reserve price upfront and pay the rest in equal instalments. The base price for pan-India spectrum has been set at about Rs 2,020 crore by the Department of Telecom (DoT). The global liquidity crisis has made it difficult for telcos to borrow. AT&T’s global chairman Randall Stephenson had recently warned that the company was facing difficulty borrowing as banks were “limiting their lendings”. Although he was not referring to India, difficulties in fund-raising could hit its plans here as well. An India entry will cost AT&T upwards of $4 billion. “The proposal is at an initial stage — specific dates may be fixed by DoT to evolve either a quarterly or a bi-annual payment mechanism over and above the minimum reserve price. The finance ministry will need to come on board before a decision is taken,” said a government source familiar with the development. The government hopes to raise about Rs 40,000 crore from the 3G auctions. However, the policy entitles successful bidders a maximum of 5 MHz of 3G frequency, which is inadequate for new foreign telcos to launch operations. Add to that the fact that cash is not easy to come by right now and industry experts and market watchers say that the auction may be largely limited to existing Indian operators. -
