IOL Net is MTNL's CDMA franchisee 2 Sep, 2008, 0042 hrs IST, ET MUMBAI: IOL Netcom, a Mumbai-based broadband firm, will offer wireless telephony services using CDMA technology as a franchisee of government-owned Mahanagar Telephone Nigam Ltd (MTNL) in Mumbai and Delhi. This initiative comes after the business failed to bring in any significant revenues into MTNL’s coffers. In a notice to the stock exchanges, IOL Netcom, with net sales of Rs 3 crore for quarter ending June 2008, said it has entered into CDMA franchisee agreement with MTNL as a lead consortium partner to provide CDMA mobile services in India’s two largest cities Mumbai and Delhi which have the highest tele density. IOL Netcom plans to introduce its ‘IOL mobile’ brand within 90 days. Interestingly, Videocon, which has acquired a 14.9 per cent stake in IOL Netcom, said that it has no problems with the company launching wireless telephony services which would compete with its own wireless telephony service company, Datacom. The IOL Mobile brand would compete with MTNL’s own CDMA brand called Garuda which has failed to take off in Mumbai and Delhi in spite of its private sector competitors, Reliance Communications and the Tatas making a success story of their CDMA offerings. MTNL offers wireless telephony services using both the CDMA, or code division multiple access, technology and GSM (global system for mobile) technology to its users. Till July-end, MTNL had 16,41,338 GSM customers in New Delhi and 18,95,910 customers in Mumbai, as per statistics submitted to the Cellular Operators Association of India (COAI). The COAI numbers does not include CDMA customers. Siddharth Srivastava, President of IOL Netcom said the company bid for MTNL’s tender when it sought franchisee partners in Mumbai and Delhi for its “significant” spare CDMA capacity in Mumbai and Delhi. “We are now ready with our CDMA services and by Diwali we will launch our services in Mumbai and Delhi,” said he. Srivastava did not rule out launching GSM services in future and added that the company would be happy to partner with MTNL for its 3 generation (3G) telephony services roll out. “We are now a full-fledged telecom company offering end-to-end multi-play services,” he said. The company is expecting to add one million wireless telephony customers in the next few months with a combined average revenue per user (ARPU) which is expected to be over Rs 450 per month. The revenue from this service is expected to contribute significantly to the top line of the company, he said. MTNL’s CDMA business, offering mobile services under the Garuda brand, has not been doing too well. MTNL has reduced rentals and tariffs for Garuda on many occasions. However, due to the general preference for GSM services in the country and poor marketing, Garuda never took off. Also, since Mumbai and Delhi are already high tele-density metros, there is little scope for MTNL to improve business here. In such a scenario, pricing cannot be the only differentiating factor. -

WiMax players can offer mobile services Business Line ----------------------------------------------------------------------------------------- New entry Not just data, WiMax players can offer voice services But DoT doubles reserve price for WiMax spectrum Low cost handsets, roaming standards are still being developed ----------------------------------------------------------------------------------------- The Department of Telecommunications has changed its earlier decision and has now proposed to allow operators using wireless broadband technologies such as WiMax to offer both data and voice services. While the earlier announced guidelines had specified that spectrum for broadband wireless can be used only for data services, the Telecom Commission in its meeting on August 21 has taken a decision to remove the restriction. The move follows representations from the WiMax forum and industry associations including the Association of Unified Telecom Service Providers of India (AUSPI). Levelling the field In a bid to level the playing field with incumbent mobile operators, the Telecom Commission has also proposed to increase the base price for WiMax spectrum auction. While the guidelines announced earlier had specified the base price to be 25 per cent of the reserve price for third generation (3G) mobile services, the Commission has decided that the fee should be at least 50 per cent. This means that operators interested to bid for WiMax spectrum will have to offer a minimum of Rs 1,010 crore for a pan-Indian licence compared to Rs 2,020 crore for 3G players. Existing GSM players are expected to oppose the disparity in the reserve price. “The WiMax lobby had argued that reserve price should be lower to enable them to make broadband services affordable. If they are allowed to offer voice services also they should be treated at par with existing mobile operators bidding for 3G spectrum,” said a GSM industry representative. However, supporters of WiMax said that the scope of technology should not be limited through regulation. “There should not be any comparison between 3G and WiMax. Government policies should be governed by what benefits consumers, rather than what a segment of the industry, want,” said officials at WiMax Forum. Teething trouble For the consumers, though WiMax can provide similar services as 3G, it still has to establish itself as global standard. Only a few operators globally have deployed WiMax giving higher economies of scale to 3G technologies. Availability of low cost WiMax-enabled handsets and roaming-related issues are still being worked out by global technology companies such as Intel, Motorola and Nortel .These issues are expected to be settled in less than a year. In India, Tata Communications, Reliance Communications and public sector BSNL could be among the first movers with WiMax.

Qualcomm in talks with OEMs to launch 3G-enabled smartphones 31 Aug, 2008, 1342 hrs IST, PTI NEW DELHI: With 3G services set to be rolled out by the year-end,mobile chipset maker Qualcomm said it is in talks with vendors and original equipment manufacturers to launch 3G enabled affordable smartphones in the country at a price tag of below Rs 10,000. "We are working with our OEMs to bring to market smartphones at an affordable range of below Rs 10,000," Qualcomm Vice-President and Country Manager of technology Sandeep Sibal told reporters. He said Qualcomm would work with OEM partners to make smartphones a mass-use product. Qualcomm has OEM partners like ZTE, Huawei, LG, Samsung, HTC. Smartphones have complete features of mobile phones and personal computer like functionality. Last month, Apple Inc launched its much-touted iPhone in the country in tie up with Vodafone and Airtel atRs 31,000 and Rs 36,000. The current price of smartphones from most of the branded vendors are over Rs 15,000 and this has discouraged mass use of these high-end phones. Last month, Communications and IT Minister A Rajasaid the spectrum for the 3G services would be auctioned by October -end and hoped that services in the country would start by the year-end. Even as most CDMA (code division multiple access) operators in the country are planning to offer telecom services in GSM (global systems for mobile communications) as well, Sibal said it is unlikely to affect Qualcomm's business here as it has much to offer in the India market. Moreover, some operators like Bharat Sanchar Nigam Ltd and Shyam are planning significant expansion in CDMA services, he added.

Apple 3G iPhone brightens up grey market 1 Sep, 2008, 0600 hrs IST, ET MUMBAI: The launch of Apple iPhone by Bharti Airtel and Vodafone Essar seems to have revived the dwindling sales of the gizmo in grey markets. The reason: the price tag announced by the two GSM giants is too high and all those who had been waiting to buy it officially, are now rushing to the grey markets to get the 16GB iPhone for as low as Rs 20,000-Rs 22,000. “Sales had dipped after it was announced in May that Airtel and Vodafone will bring iPhone to India. Many postponed buying the phone from us. However, since the prices announced are almost 50-60% more than at what we sell, we are getting back business,” said a dealer at Heera Panna, Mumbai’s best known grey market for all high-end phones. The two companies are selling the 8GB version for Rs 31,000 and the 16 GB model for Rs 36,100. However, at Vodafone stores, the gadget is now available at Rs 29,640 for 8GB and Rs 34,580 for 16 GB version. This is because Vodafone is not keeping the Rs 1,500 margin in the sales made through its own stores. According to another dealer, “We were selling the 16GB version for Rs 28,000 till July. But then sales dipped anticipating the operators would have similar price tags. So we reduced prices, which has improved offtake.” Both these dealers have sold over around 40 units each since the iPhone was launched almost 10 days ago. Accendia Consulting principal analyst Alok Shende said, “Experience across product categories in India is that high prices create a grey market that eventually cannabalises legitimate sales of products.” The same was true of laptops, computers and video games until prices were brought down to an extent that grey market sales became ineffective, he added. Foreign travellers who come to India bring iPhones, which are locked to networks. They are then unlocked by the dealers. “It takes not more than 15 minutes now. Most people can unlock it on their own using softwares available in the market,” said one of the dealers, who began with charging Rs 3,000 for unlocking the iPhone last year and now takes only Rs 500. Apart from this, those travelling from India to the US or other countries where iPhone is available, get the devices for their friends and relatives. “On my last trip to the US, I got six iPhones for my family. I unlocked them on my own and they are all working fine. I paid just $200 (around Rs 8,600) per handset,” said an analyst working with a research firm in Bangalore. -

First Mobile Phone With Projector Makes an Appearance I’ve been looking forward to 'seeing' what the first mobile phone with an integrated projector would be like ever since I first heard about this technology being in the works. Personally I didn’t expect it to be out so soon, but I'm not complaining. The handset in question is called the Epoq EGP-PP01. This Tri-band GSM handset has the capability of projecting images as large as 30 inches (diagonal). The resolution of the projector is 640 x 480 pixels. Not only can it project images that are on the phone but DVD players or other media devices (including Laptops) with TV out features can be hooked up to the handset. The handset comes with a 2.4-inch TFT LCD with a 240 x 320 pixel resolution. It supports GPRS and WAP, has a 1.3MP camera, supports Bluetooth with A2DP and USB and has a sound recorder. From the looks of the images floating around it seems like the handset runs on a UI similar to Apple’s iPhone. The Epoq EGP-PP01 is priced at $549.95 on GadgetCraver. Perhaps it’ll make it here too. Cut in call tariffs may be delayed 31 Aug, 2008, 1237 hrs IST, PTI NEW DELHI: There could be a delay in further fall in call tariffs as telecom regulator TRAI is unlikely to come out with revised mobile termination charges soon. "We haven't started working on it (termination charges) yet. Right now we are examining on various methodologies, global practices to calculate fresh termination charges. Once we have zeroed in on methods, then we would see what kind of information we need from operators," TRAI Chairman Nripendra Misra told PTI. He said once data flows in, then TRAI would issue a consultation paper, followed by public discussions and then the recommendation would come out. Although he did not give a time-frame, going by the exercise it would not be less than at least two-three months. Misra said charges were fixed in 2003 when Interconnect Usage Charges (IUC) were decided. That time TRAI had written there was a need to review the IUC after 2-3 years. So it is a normal review process, he added. The termination charges in 2003 were fixed at 30 paise a minute and considered too high. Since then the cost of network and services has come down by more than 50 per cent. Sensing this, the Department of Telecom, in June this year had asked the telecom regulator to cut mobile termination charges for lower tariffs. Higher termination charges might stifle competition, DoT had warned. -

Mobile cos want MoF to relax ECB norms for 3G funding 31 Aug, 2008, 1317 hrs IST, PTI NEW DELHI: Mobile services providers, both GSM and CDMA players, have approached the finance ministry for granting one-off approval to successful bidders in the 3G and Broadband Wireless Access auctions to raise funds through the overseas borrowing channel. GSM operators body COAI and CDMA players lobby group AUSPI in a joint letter to Finance Secretary D Subbaro have sought one-time approval to the successful bidders to raise funds through the External Commercial Borrowings (ECBs). "This would permit successful India bidders to augment their funding from domestic banks with potentially lower cost funds from the international banks," the associations said. They said spectrum being a limited resource, bid for a single block of pan-India 3G spectrum is likely to be very high (the reserve price for a pan-India 3G license is about Rs 2,000 crore). With high financial capital involved, the operators want funding at affordable rates. "Keeping in mind the current tentative state of credit markets, interests rates in India and internationally and the liquidity available in the Indian debt markets, we believe it is necessary to widen market access for the successful bidders," they said. Such bidders should have the ability to tap Indian and international debt and equity markets to be able to mobilise such quantum of resources, the COAI and AUSPI said. Current guidelines issued by RBI permits the use of ECBs exceeding 100 million dollars only for capital expenditure in foreign currency and these ECBs require a minimum tenure of five years. "We would request that special one-off in-principle approval may be granted to interested domestic bidders in the auction to raise funds for spectrum auctions through ECBs. To give some flexibilities and reduce long-term forex exposure, companies may be permitted to raise ECBs with a minimum tenure of three years, said the letter. COAI and AUSPI have also sought relaxation in the ECB guidelines. "Kindly permit us raising ECB from a foreign shareholder holding at least five per cent equity stake (current norm has 25 per cent of equity) without any cap on ECB amount to be borrowed from such a shareholder (present cap is borrowings not to exceed four times of the direct equity holding)," the association said. "We also seek a relaxation to provide that in case we borrow in Indian rupees for 3G licence fee payment, the same can be repaid by using a ECB," they added. -

iPhone price may fall 15% Business Standard A week after Apple began selling iPhone in India, experts believe that the iconic phone is ready to become cheaper by more than 15 per cent to boost sales in the world’s fastest-growing mobile phone market. Globally the 3G iPhone has sold over a million units, but the sales in India are believed to have crossed just 5,000 pieces. The picture remains unclear since Vodafone and Airtel have fallen silent after the high-decibel launch. Apple may drop iPhone’s price by at least Rs 5,000, says Anshul Gupta, principal analyst with Gartner. “At current prices, we expect iPhone to sell primarily among those who cannot wait for Apple or the operators to cut prices,” he said. “It will be a volumes game then for the operators to clear out their stocks before Apple announces a new version of iPhone.” The 3G, or third generation, iPhone sells for more than triple its US price tag in India. The eight-gigabyte model of the phone, which includes a built-in iPod and a desktop-class web browser, sells for Rs 31,000, while the 16GB version goes for Rs 36,100. Amid the confetti and cheerleaders at its launch on August 22, the price was perceived to be a discordant note. There are an estimated 30,000 users of iPhone (first generation devices) in India, and the operators are hoping to get past this number with iPhone 3G. However, the price tag has limited Apple to an extremely small portion of the 260 million mobile subscribers in India. Airtel and Vodafone can between them theoretically carry iPhone to almost 105.2 million subscribers. However, iPhone falls in the smart phone category, whose market is estimated at 10 million by 2010. Meanwhile, the grey market (for both the first generation and 3G iPhone), has turned bleak. “Earlier in July, I had delivered 15 iPhone 2G handsets (priced at Rs 22,000) to my customers from all over Maharashtra and in August I had bookings for almost 20 iPhone 3G of which 10 customers have already cancelled their bookings,” said a dealer in Mumbai’s Heera Panna market. The customers, he says, are looking to buy from Airtel and Vodafone since the grey market price is only slightly lower. Analysts feel that both the operators are hoping to strike a stronger relation with their customers, by offering exclusive data plans. The industry’s average revenue per user (ARPU) has been on a decline each quarter. “As service providers penetrate deeper into the country, getting new customers who don’t spend more than $8-10 a month on their phone bills, they will rely on devices like iPhone to cushion their ARPUs in the urban areas,” says Girish Trivedi, deputy director (ICT Practice), Frost & Sullivan. -

BSNL to launch 3G services by year-end 30 Aug, 2008, 2318 hrs IST, PTI CHENNAI: State-run telecom major BSNL on Saturday announced that it would launch 3G services across the country by the end of this year. "We will be commencing the operations by the end of December starting from North and Eastern parts of the country and then South and West by March, 2009, so that within six months we will be able to roll out the 3G operations," BSNL Chairman and MD Kuldeep Goyal told reporters here. "Mostly we will try to cover the state capitals in the first phase and then taking it to major cities and other towns," Goyal said. On the demand for the services, he said, "The demand will pick up once 3G handsets are affordable. Applications suiting the people especially rural areas should be available in local language. Initially, we don't expect the demand to be very high," he said. "Initially, we are talking to content providers for developing suitable applications, like video conferencing, video telephony, video streaming. A trial was carried out in Pune recently," Goyal said. Talking about the company's business, he said BSNL was hoping to increase the revenue by more than 10 per cent as compared to last year. "We are aiming to record 10 per cent growth next year", he said adding that last year the company recorded a turnover of Rs 38,000 crore. He also hoped that the revenue would reach USD 45 billion by 2010. -

TRAI free to enforce quality of service: Tribunal Business Line New Delhi, Aug. 29 The Telecom Dispute Settlement Appellate Tribunal has said that it has not imposed any stay on the telecom regulator for ensuring that operators adhere to the quality of service norms. The tribunal’s clarification comes in the wake of the comments by the Telecom Regulatory Authority of India earlier that it could not punish operators offering poor quality of service due to the petition filed by the GSM players in TDSAT. GSM operators had filed the petition against a show-cause notice issued by TRAI in 2006. While hearing the petition, TDSAT said, “Is this institution (TDSAT) standing in the way of improvement of quality services? We have no intention to do so.” The tribunal said that it was not clear as to what was preventing Telecom Regulatory Authority of India from imposing quality norms on the service providers, as no stay was granted against the regulator’s show-cause notice to mobile operators. Earlier this week, TRAI had said in its report on network congestions that the operators have been enjoying the benefit of the TDSAT’s observation that it expects parties not to proceed further after the matter has come before it. “Therefore, the authority has not taken any further steps in furtherance of the show cause notices issued to the service . Because of the fact that even the latest congestion report has now become a part of the pending appeal proceedings, the Authority has been left with no option but to await the final decision of the TDSAT ,” the TRAI had said. -
