  1. Rcom to continue to look for global acquisitions: Anil Ambani 31 Jul, 2008, 2152 hrs IST, ET MUMBAI: Undeterred by the failure of talks with South African telecom major MTN for a possible merger, Anil Ambani, Chairman of Reliance Communications, today said the company would look at overseas acquisitions. "We will continue to examine opportunities that have sustainable value creation for us, both on an organic and inorganic basis within the country and outside," Ambani told analysts during a conference call to discuss Q1 results. He acknowledged that MTN was a big opportunity which the company had pursued. "The MTN opportunity was one large opportunity which we did examine. I think, we have the management bandwidth, capacity and the capability for multi-tasking in the 21st century," the Chairman said. Earlier this month RCom and MTN had called-off their exclusivity talks citing "certain legal and regulatory issues". The proposed merger would have created an over 60 billion dollar telecom entity. On May 26, RCom had entered into exclusive talks to combine with MTN. Then on July 9, both the companies decided to extend the period of exclusivity for their potential merger negotiations till July 21. But the deal was finally called off on July 18. The regulatory hurdles rose after elder brother Mukesh Ambani-controlled Reliance Industries (RIL) claimed first right of refusal to buy a controlling stake in RCom, based on an agreement dated January 2006. The failure of the deal, could not be substituted by the two deals that RCom struck during the April-June period.

  5. Pesky calls: SC asks Govt to introduce 'Do Call Register' 31 Jul, 2008, 1752 hrs IST, ET NEW DELHI: Pesky calls made to unsuspecting cellphone users by telemarketing companies have not stopped completely despite government's efforts, the Supreme Court on Thursday noted while suggesting introduction of a new 'Do Call Register' facility to curb the menace. The court observed that cellphone users' fundamental right to privacy was being violated by some telemarketing companies which have been calling them up despite their registration with the `Do Not Call Register' of TRAI. The court proposed introduction of 'Do Call Register' facility to enlist the names of cellphone users who wish to receive calls related to promotional schemes. Telemarketing companies would be allowed to call only these cellphone users. Once such a facility is in place, unsolicited calls made to all those cellphone users who do not register for it would become illegal. A bench headed by Justice A K Mathur directed the government to introduce the new facility in view of the failure of the recently-introduced 'Do Not Call Register' facility which was aimed at allowing consumers, who did not want to be disturbed by telemarketing executives, to sign up. The bench asked the Centre to file a compliance report within six weeks stating that the new mechanism was being adopted by it to check unsolicited calls made to cellphone users across the country. It also asked Department of Telecommunications to disconnect the unregistered telemarketing companies which had failed to register themselves within the three months' time given to them in March this year.

The price cuts from the Finnish manufacturer, which controls 40 per cent of the cellphone market, will put further pressure on its smaller rivals like Sony Ericsson, who has focused on music and camera phones. A European industry source said on Thursday that Nokia had cut prices across the portfolio, while market data from its home country Finland showed the sharpest falls in retail prices of music phone models 5310, 5610 and multimedia handset N81 8GB. A Nokia spokesman declined to comment on price cuts. "If we would start to comment on prices there would be no end, they are changed so often," he said.

  16. India Developing $10 Laptop?

India Developing $10 Laptop After displaying its prowess in developing the world's cheapest car, India is on track to rolling out the world's cheapest laptop computer that could cost as low as $10, a top official said in New Delhi Tuesday. Minister of State for Human Resource Development D. Purandeswari said research was being conducted to develop the laptop, especially for use by students, which will cost all of $10. "Research in this direction is being already carried out at the Indian Institute of Science, Bangalore and the Indian Institute of Technology (IIT), Madras," she told the e-India annual summit on information and communication technologies. The laptop, when produced, will prove to be a breakthrough device that could solve the problems of low computer literacy and e-learning not only in India, but also the world over, she added. Earlier this year, India's Tata Group had unveiled the "Nano" that was touted as the world's cheapest car costing all of $2,500 and the announcement had grabbed global headlines. The cheapest laptop available today is at least 10 times costlier. The "XO" sold by the Massachusetts-based non-government organization 'One Laptop Per Child Foundation' sells for $188. The foundation, started by Massachusetts Institute of Technology (MIT) alumnus Nicholas Negroponte, aims to supply the low cost machines to the governments of developing countries for them to source it to school children. But the Indian government rejected the offer in 2006, calling it an experimental model. "India must not allow itself to be used for experimentation with children in this area," the human resource ministry had stated then. However the project was taken up by the Anil Dhirubhai Ambani Group to be implemented as a pilot in Maharashtra's Khairat village. Under this initiative, Reliance Communications will provide net connectivity, backbone, logistics, and support to the OLPC initiative. "The initiative aims at covering over 25,000 towns, and 6,00,000 villages in the country by 2008." Courtesy : Tech2

  19. Customs being alerted on mobile handset norms Customs authorities would be notified that mobile phone handsets being imported should have international standard certification from their manufacturers. Majority of the handsets sold in India are imported. The international compliance norms are meant to prevent health hazards linked to use of mobile phones. The international standard guidelines would be incorporated in the import licences for mobile handsets also. Telecom Engineering Centre (TEC), the technical arm of the Department of Telecommunications (DoT), has announced that the government has adopted the international compliance norms, and that customs authorities would be alerted on this development. TEC has been ready with the proposal to implement international norms in India since early this year. DNA Money published a story on April 14, 2008, saying that India was set to adopt international compliance norms to prevent health hazards linked to use of mobile phones. The Telecom Commission, the policy making body in the DoT, has now adopted the guidelines prescribed by the International Commission on Non-Ionising Radiation Protection (ICNIRP), TEC has said in an announcement. ICNIRP guidelines are a benchmark for permitted maximum emission from mobile phones and base stations. With mobile phone subscribers numbering 287 million in India and monthly addition at 8-9 million, the government is keen to ensure that health hazards do not come in the way of the telecom growth story. Of late, there's been all-round concern over health risks due to electromagnetic emissions from base stations and handsets. Licensed in Germany, ICNIRP is an international independent scientific organisation that provides guidance on health hazards of non-ionising radiation exposure. Its guidelines are endorsed by the World Health Organisation (WHO). These norms are followed in the US, UK, Japan and Korea. According to the TEC note, put up discreetly on its website, the Telecom Commission has approved the adoption of ICNIRP guidelines in the telecom sector regarding basic restrictions and reference levels for limiting electro-magnetic field (EMF) exposure. The TEC note said "these conditions would be incorporated in the import licence of mobile handsets, if any issued by DoT." It said that "manufacturers of mobile sets internally in India would be asked adopt these standards and self-certify their products." TEC is yet to come out with the modalities of conducting third party random checks for ensuring that the guidelines are being followed at base stations, numbering over 70,000. The telecom industry is believed to be apprehensive of the new regime. But, president of the Indian Cellular Association (ICA) Pankaj Mohindroo had recently said, "Health is a very important issue and the industry understands that. We want the norms to be very stringent." According to Mohindroo, 90% of the handsets being sold in the Indian market are branded, and these are compliant with the international emission standards. There's, however, a question mark on the other 10% coming from the parallel market, he said. In 2007, 90 million handsets were sold in India. Courtesy : Sify
