  4. ISD call rates to fall as resellers enter picture 3 Jun, 2008, 0111 hrs IST, TNN MUMBAI: Long-distance calls are set to get cheaper. Telecom Commission (TC), the Department of Telecom’s policy-making arm, has agreed to allow resale of international bandwidth in a move that will cheer BPOs, IT firms, banks and small enterprises by bringing down prices of international bandwidth. Last year, DoT had accepted telecom regulator TRAI’s recommendations in this regard and the TC’s nod was awaited. At a meeting held in New Delhi on May 23, "it was decided that a new category of reseller license for international private leased circuits (IPLC) will help the growth of the telecom sector," sources told ET. The TC has agreed to TRAI recommendation that the licence fee for reseller should be 6% of AGR (annual gross revenues). "The commission has also decided to review the progress of these licenses after six months," said sources. Resellers will have to comply with the security conditions that are being followed by ISD operators, said sources. "A few clauses specifically applicable to IPLC resellers will also be introduced," said sources. ISD operators have to maintain arrangements for enabling security monitoring as and when required by the designated security agencies. The cost of monitoring equipment is borne by operators. Also, operators have to take security clearance from the government before deploying any foreign personnel for installation, operation and maintenance of the network. IPLC, a point-to-point private line, can be used by companies or individuals for internet access, business data exchange, video conferencing, and any other form of telecommunication across the world. International bandwidth is the medium of carriage of voice and data services and is provided by international long-distance operators (ILDOs) through undersea cables. Resellers, who do not have infrastructure, buy bandwidth in bulk from ISD operators and resell to users at a cheaper rate due to economies of scale. As a result of introduction of reseller license, ILD operators like Tata Communications (formerly VSNL), Bharti Airtel and Reliance Communications will face competition. This will bring down bandwidth prices. "The recommendations relating to IPLCs will benefit BPOs, software companies and ITeS providers who avail such services. They are likely to see more service providers coming into the market, which will bring down prices to a certain extent," Net4 CEO & MD Jasjeet Sawhney told ET. BSE-listed Net4 is an IP communication service provider. According to TRAI, as against the low number of international bandwidth providers in India, there are 14 operators in Korea, 24 in France and 32 in Germany. “It is essential to make this key input available to various economic and social activities at a competitive price because the market forces are not effective,” TRAI has said.

Don't disconnect RCom; TDSAT tells BSNL Press Trust of India / New Delhi May 28, 2008, 18:12 IST In a major relief to Anil Ambani- controlled Reliance Communications, telecom tribunal TDSAT today directed BSNL not to disconnect RCom from its network over payment of access deficit charge. Admitting petition filed by RCom, which has a dispute with BSNL over payment of Rs 434.97 crore ADC, Telecom Disputes Settlement and Appellate Tribunal (TDSAT) directed the public sector firm not to disconnect any point of interconnection of the former till further orders. "There would be no disconnection till the further order," said TDSAT Chairman Justice Arun Kumar while issuing the notice to BSNL. During the proceedings before TDSAT, RCom alleged that on May 3, BSNL being a government body disconnected it in seven states by flaying interconnection regulations. The Supreme Court had earlier held that BSNL's 1.6 million WLL phones were mobile phones and it could not levy ADC on RCom for calls originated from their network to the PSU's. ADC is a levy paid by private telecom operators for meeting the cost of BSNL's unprofitable operations in rural areas. In the petition, RCom alleged that despite the apex court's instructions BSNL is not settling its ADC account for calls made by RCom's subscribers to the public sector firm's 1.6 million WLL phones. BSNL is asking RCom to pay Rs 434.97 as ADC on the calls made under its fixed wireless service called 'Unlimited Cordless'. Earlier, RCom was of the opinion that since these phones were base phones there was no need to pay ADC. However in 2005, TDSAT held that these were mobile phones and RCom would have to pay ADC. This was also upheld by the Supreme Court in April, 2008.

TDSAT restrains BSNL from disconnecting TTL 2 Jun, 2008, 1559 hrs IST, PTI NEW DELHI: In a major relief to Tata Teleservices (TTL), facing disconnection from the network of government -controlled BSNL over non-payment of charges, telecom tribunal TDSAT directed the PSU not to take coercive action till further order. Admitting the petition of TTL, Telecom Disputes Settlement and Appellate Tribunal Chairman Justice Arun Kumar directed the PSU not to disconnect any Points of Interconnections (POIs) of the company. "Till further orders, the respondent (BSNL) is restrained from disconnecting POIs or taking any other coercive action against the petitioner (TTL) on account of the impugned demand," said TDSAT Chairman Justice Arun Kumar. The tribunal also issued notice to BSNL and directed to file reply in four weeks. In its petition filed before the tribunal, TTL submitted that it has already paid 75 per cent of the disputed amount of Rs 350 crore (approximately) to BSNL in the wake of threats of disconnection from the PSU. "BSNL may now go ahead and disconnect our POIs for recovering the rest 25 per of the disputed amount," submitted counsel appearing for TTL before the tribunal. He added that some of the calls for which BSNL is claiming levy were not even routed through the PSU's network. Opposing it, BSNL submitted that actual amount due is much more than the said Rs 350 crore (approx). It was just an estimation as TTL had still not furnished its call data for unregistered calls. "ADC is calculated on data. For the exact computation they would have to give us figures which they have not provided yet," submitted Additional Solicitor General appearing for BSNL. He also submitted that although TTL is claiming to have submitted 75 per cent of the dues, whereas it was actually around 60 per cent.

Videocon ups investment to Rs 12,000 cr in telecom 2 Jun, 2008, 1858 hrs IST, PTI NEW DELHI: Videocon promoted Datacom will invite bids next week for rolling out 70 million GSM mobile lines across the country, envisaging an investment of over Rs 12,000 crore in the next four years. "We shall be releasing Request for Proposal (RFP) from telecom vendors for 70 million GSM lines. Our plan is to start rolling out network by August this year," Ravi Sharma, Managing Director of Datacom, a company led by Group Chairman Venugopal Dhoot, told media. Videocon, which has a majority stake in Datacom, had earlier announced Rs 6,000 crore investment in the telecom business and it has now been doubled to Rs 12,000 crore. Besides huge investment in the domestic telecom sector, Datacom is also looking for a footprint in the global market through a mix of stake acquisition in existing telecom companies or through greenfield projects. The company is talking to a host of players globally through its international arm Thompson, Sharma said, adding that talks are in the initial stage and fructification of the deal may take some time. Datacom was awarded licenses in 22 circles recently and the government has already started allocating spectrum (radio frequency) in some of the circles. The company has been given start-up 4.4 MHz spectrum in states of Kerala, Tamil Nadu, Andhra Pradesh and Karnataka and may also get frequency in Orissa and Kolkata soon.

Seek encryption code from others too, RIM to DoT 2 Jun, 2008, 0011 hrs IST, TNN NEW DELHI: In yet another twist to the ongoing BlackBerry saga, RIM, the Canadian company that makes these smartphones, has told the Department of Telecom (DoT) that there are four other mobile e-mail solutions in India that use ‘comparable encryption levels’. RIM has pointed out that the DoT was targeting it, even as similar solutions were being offered by other handset majors in India including Nokia and Motorola and also by software players Microsoft and Seven Networks. “Thus, focusing on BlackBerry alone will not solve any security concerns over encryption,” RIM said in a presentation to the DoT. RIM has been under fire from India’s home ministry, which has demanded that the Canadian company provide encryption solutions — either by providing the ‘master key’ or by setting up servers in India so that security agencies here can monitor e-mails and data sent between BlackBerry users. The DoT has also warned RIM that service providers (telcos) here would be asked to discontinue BlackBerry services unless the company provides monitoring solutions. “In addition to BlackBerry, four other mobile e-mail solutions in market in India use comparable encryption levels — Windows Mobile ActiveSync, Nokia Intellisync, Motorola Good and Seven Networks,” RIM said, while adding: “Furthermore, several other technologies widely used in India use strong encryption to secure communications over the internet. Just a few examples include — Web browser, WAO 2.0 mobile browser software, IIPSec VPN, PGP and SMIME. All these technologies are widely available and used throughout India. Functionally, all of these solutions use encryption similar to BlackBerry. Thus, focusing on BlackBerry alone will not solve any security concerns over encryption.” While data on RIM network flows with the 256-Advanced Encryption Standard, DoT wants the company to reduce this to a 40-bit encryption, a level that can be intercepted by security agencies. (Encryption means converting data and e-mails into algorithmic codes that travel through the network and later get decoded into the original form. Globally, the 128-bit standard is followed for all online transactions.) RIM has warned the government of resorting to any move to reduce the encryption levels. “Encryption with key lengths of 128 bits or longer protects business communications and online transactions from hackers, thieves and other wrongdoers. If escrowed keys ever fall into wrong hands, individual businesses and consumers would be driven away from using the internet for private, commercial and confidential communications. A similar result would follow from the dumbing down of encryption to levels that fail to offer protection,” RIM presentation added. Additionally, RIM has also pointed out that the Indian IT and ITeS industries were ‘robust users of strong encryption as was the government of India’. It has also said that strong encryption was the key to securing communications between clients and customers located in India and around the world and added that as per Nasscom, these companies already accounted for over 5% of the country’s GDP and contributed over $40 billion in exports. “The industry’s growth is propelled by high degree of trust that global companies place in Indian IT and ITeS companies,” RIM added. India has over 114,000 BlackBerry customers among five operators—Bharti Airtel, Vodafone Essar, Idea Cellular, BPL and Reliance Communications.
  13. Samsung Launches Another Soul Handset Samsung has announced the launch of Soulb, “Spirit of Ultra” (Soul) in bar form factor. Along with containing all the merits of the original Soul handset, the Soulb is also fully covered in a metallic body, which is softly brushed with a hairline pattern. The Soulb is just 9.9mm thick and appears to have a very simplistic design form. It’s available in five colors - Soul Grey, Platinum Silver, Metallic Black, Soul Pink and Amethyst Violet. The Soulb comes equipped with an embedded 3-megapixel camera with Power LED, office document viewer and editor, full speed internet browser and Bluetooth v.2.0. Other features include a music player, video editor and recorder and an FM radio with RDS. The handset has 1GB of internal memory and also supports microSD cards for additional memory. “Soulb is an important stepping stone for Samsung,” said Geesung Choi, President of Samsung’s Telecom Business. “Soulb proves the world that Samsung is not only a predominant leader in selective form factors, but that it continuously seeks after becoming the leader in all variety of form factors, including slider, clamshell and bar,” he continued. Soulb will first be available in Germany early June.   16. Samsung Launches New S60 Enabled Handset Samsung has just introduced a new handset – the L870 that is an S60 embedded smartphone. It's made out of a stainless steel body with a hairline pattern and this slider phone is also just 13.5mm slim. Samsung and Series 60 OS seem to be doing quite well together with the platform complimenting Samsung's handset design. "We are happy to compliment our product portfolio with yet another appealing S60 mobile, Samsung L870 that is fully customized with style, performance and user interface," says, Jongin Kim, the Vice President of Mobile Communication Division of Samsung Electronics. "With S60, we can successfully deliver the latest mobile technology with fully customizable applications and the intuitive user interfaces." The L870 is equipped with a 2.4 inch QVGA TFT display with 16 million colors. Other features include an FM radio with RDS, a 3 megapixel camera that's capable of DVD quality video recording, document viewer and microSD external memory card support. It runs on a Symbian OS v9.3 (S60 3rd edition feature pack 2). The handset also supports Bluetooth v2.0, EDGE/GPRS and HSDPA speeds.   18. 11 Mobile Phone Agents Arrested in UP Eleven agents of different mobile companies were arrested in Lucknow for not keeping records about their customers' identification proof while issuing SIM cards, the police said Tuesday. Lucknow Senior Superintendent of Police Akhil Kumar told reporters, "The main objective of the drive is to sensitise the telecom agents and the people about the norms required for mobile connections." The 11 people were arrested from Gudamba Chowk, Bazar Khala, Ahiyana, Alambagh, Banthara, Sarojininagar and Cantonment areas of the city, the police said. After terror threats were issued through mobile phones, the state government directed the police to launch an extensive drive to ensure that norms are followed for purchasing mobiles and providing connection, said a police officer Tuesday. Earlier, the Lucknow police had received SMS threats through mobiles to blow up the Hindustan Aeronautics Limited's office in Lucknow. After investigations, the police declared the SMS as a fake.

TRAI-DoT differences widen on 3G; issue may go to eGoM 1 Jun, 2008, 1557 hrs IST, PTI NEW DELHI: Government may refer the issue of allowing foreign players in the third generation telephony, which allows faster data transfer, to an empowered-Group of Ministers as differences between DoT and regulator TRAI widen. The Department of Telecom (DoT) is in favour of allowing foreign players in the 3G segment, while TRAI says it should be limited to existing players as permitting foreign players would negatively affect the affordability of services. A section in the DoT has also expressed concern over TRAI's interference on policy issues and said the regulator's powers are limited to giving recommendations and the policy has to be framed by the government. TRAI had earlier written a letter to the Finance Secretary cautioning the ministry over permitting foreign players in 3G services and also to the Telecom Secretary, saying there would be enough competition among the existing mobile operators. Asked whether the issue has been referred to the eGoM, sources said DoT has not taken a final view but a decision is likely soon. Communication and IT Minister A Raja is understood to have discussed the matter with Prime Minister Manmohan Singh and Finance Minister P Chidambaram, sources said, but the outcome of the meetings was not known. Raja had recently said foreign players will be allowed to offer 3G services in India and modalities of allocating spectrum through auction for 3G services would be worked out soon as the matter has been referred to the Law Ministry. "Whether there is common auction or open auction there is be no bar on foreign players," Raja had said. The country allows 74 per cent foreign direct investment in the telecom sector. The government is planning to start 3G telecom services by January next year. 3G enable faster data connectivity as well as efficient utilisation of scarce spectrum, sources said, adding that final guidelines for the services as well as for auctioning of spectrum would be announced soon. The sources said policy guidelines have been delayed as the issue was struck over foreign players participation and differences between TRAI and DoT have widened significantly. According to them, DoT and Finance Ministry are in favour of allowing foreign players to bid for 3G spectrum to enhance competition and get a higher value for the scarce resource. TRAI says including foreign players would not only complicate the process but also increase the delay in the 3G rollout.

Sibling rivalry spurs Anil Ambani to merge his firm with MTN 30 May, 2008, 1936 hrs IST, IANS NEW YORK: Anil Ambani's interest in merging his Reliance Communications with South African cellphone operator MTN Group is spurred by his fierce business rivalry with his older brother Mukesh, The Wall Street Journal wrote here on Friday. The proposed merger will give Anil first bragging rights to a major international deal in the latest round of him and Mukesh vying to outdo each other since their father's death left them in control of one of India's biggest companies, the WSJ said. For the deal Anil may have to swap all or part of his 66 percent stake in his company for a big stake in MTN, making him the largest shareholder in a telecommunications empire with more than 100 million subscribers in Asia, the Middle East and Africa. He wants to work with MTN to expand into markets outside India. The combination would make both companies more efficient and give them the firepower to expand at the brisk rate Anil prefers, people familiar with his thinking say, reported the Journal. The world's foremost business daily noted that the rivalry between the Ambani brothers has helped make each of them among the world's richest men -- and triggered the split of the company they inherited. The MTN deal is, however, risky and may never happen, the paper said. But it is the latest bold step in Anil's career as a dealmaker. A creative negotiator, he told his executives that they need to find a way to join forces that would work for MTN, which has entered discussions with various companies including Sunil Mittal's Bharti, but never closed a deal. "Let's try to understand what MTN is looking for and craft a solution that meets their objections. We need to find some different approach that will make them want to deal with us," Anil said, according to one executive as quoted by the Journal. Reliance Communications - market value under $30 billion -- and MTN - valued at $40 billion -have agreed to 45 days of exclusive talks. If the deal happens, Anil would be the largest shareholder in the combined company and would continue to run the business in India. Giving the background to Ambani brothers' rivalry, the Journal compared it to a family soap opera. After their father Dhirubhai Ambani's death in 2002 without a will, Mukesh Ambani, now 51, assumed control of most of the Reliance group companies' boards as well as the family's 40 percent plus holding in the flagship, Reliance Industries Ltd. While Anil and Mukesh appeared to work well together earlier to build the family business, with Dhirubhai gone, their differing personalities and Mukesh's position as chief custodian of the family business soured their relationship. Mukesh, the more sombre of the two, agreed to an arranged marriage, and has been the builder, spearheading the construction of Reliance's massive refining and telecommunications projects. Anil, 48, has been the deal maker, a polished interlocutor with foreign investors. Married to a former film star, he appears in the society pages of Indian newspapers with his Bollywood friends, the Journal said. In 2004, Anil took his battle with Mukesh public. He accused Reliance of everything from ignoring shareholders to financial irregularities. He and directors loyal to him offered to resign from the boards of some Reliance companies. Mukesh eventually relinquished control of close to 30 percent of the group, which Anil spun into his own group. The two brothers to this day rarely talk, people close to them say, even though they share an 18-storey mansion in south Mumbai, the Journal said. Reliance Communications became the flagship of Anil's interests, now assembled under Reliance Anil Dhirubhai Ambani (ADA) Group. The group includes finance company Reliance Capital and power company Reliance Infrastructure. Anil's majority stakes in most of these companies give him a net worth close to $40 billion. In the last fiscal, the market capitalisation of the Reliance ADA Group of companies more than doubled, while shares in Mukesh's Reliance Industries and its related companies rose 79 percent. Anil's companies now have a market value of about two-thirds of those run by Mukesh, the Journal calculated.
