To me it seems the problem of interconnectivity between the two Operators. I think, BSNL still has not latched all the new series of Reliance GSM numbers on their Network. Or, Reliance doesn't Latched the series of BSNL on their Network. This problem only exists when any of the Operator did not Latch-on the series of other Operator on its Network.

^^^ My dear friend, instead of spending such a huge amont on the infrastructure you can opt for Wireless EVDO Data Cards from BSNL. The speed of this Data card is just compareable to Broadband. Unlimited surfing on these data cards are really cheap. Can't say whether it will suit you for the purpose of teaching in the school or not. But it is the cheapest wireless option for data access available with good speeds as of now. Regards.
