Reliance CDMA 4G will not work in Foreign Handset i think u r using LG G4 Sprint model.Try on any Indian Model which supports VoLTE 4G. Yes, i guess. I am not sure unless i test it. Right now, i have that sim inserted in samsung j5. so, as soon as it gets network, i will test it on indian model phone, As jio works on Band 3. Working fine on Samsung A8.
