Please clarify 100kbps or 300kbps or 100KBps , 100 to 300 is very ambiguous I think it would be former than the latter. Donth they always tell the connection speed in bps (256 kbps or 2mbps) and its the download rate that is mentioned usually in kBps. No hard rule. Just my observation. Torrent speed would depend on a lot of things. Besides your connection type, it would depend on whether it is a private or a public tracker, S/L ratio and whether the ports are forwarded properly or not.

Some of the well educated people have to give up their careers and take up politics. who will it be? are you willing to do that? No. I dont mean to be cynical, but let us all agree that we as people are corrupt. I have always believed that people of country get leaders that they deserve.
