kesav 127 Report post Posted May 20, 2010 Mobile number portability gets delayed for third time The government will miss the June 30 deadline to implement nationwide mobile number portability, as telecom public sectors MTNL and BSNL, and a new operator Uninor, are not ready with equipment. Department of Telecommunications says a new deadline will be finalised after May 15. "Currently we are awaiting government approval to procure the equipment, after which we will install the gateways. We have already invited tenders worth Rs 8 crore for supply and installation of MNP gateways, as well as testing equipment," a senior MTNL official said. A BSNL official said the company is yet to install the MNP gateway. BSNL has issued the advanced purchase order but is still to get the equipment. This is likely to delay the implementation of MNP as testing of equipment after installation would take at least a month. Apart from the two PSUs, Uninor is not ready with the equipment for MNP, according to a DoT official. However, the company said, "Uninor's MNP gateway installation is underway. We expect it to be ready as per the timelines prescribed by DoT." MNP will allow mobile subscribers to change service providers while retaining their numbers. MNP gateway is required to handle porting communication between operators. It has been delayed twice. Earlier, it was scheduled to be implemented in metros and Category A circles by December 31, 2009. It was deferred to March 31 for a nationwide launch, and then to June 30. I was in Ladakh for five days - first two days BSNL network was down, then connections were dodgy and intermittent at best. The telecom regulator claims that the delay was because of state-owned operators BSNL and MTNL. “MNP should not go beyond September,” Trai chairman J.S. Sarma said here today. The department of telecommunications (DoT) had last month said that MNP might not take off before September 30. "The MNP was deferred because lack of preparedness on part of BSNL. Now, we are doing a study on what kind of an action can be taken if some operators is lagging behind on portability," he added. Officials of telecom companies said it would not be feasible to start MNP before the anticipated 3G rollout, expected by the end of the year. Are you in control of BSNL? If yes, why then these foolish promises which you break even before we undertand your promises? Our ears are aching hearing "equipment not ready" story for last 8 months. Are you inventing equipment for MNP? Is India the first country to implement MNP? Why on earth you're allowing operators to spread a propaganda linking 3G and MNP? Can you give a single reason justifying this erratic propaganda by vested interests(read as Airtel,Reliance,Vodafone,Idea....)? Dear Mr. Sitaram yechury, are you listening to the cries of your comrades? Will you please write a letter to PM urging for immediate implementation of MNP and highlighting the basic fundamental right of the citizen to own a mobile number. Certainly mobile numbers(national and natural resource) are not properties of the operators. kesav 127 Report post Posted June 29, 2010 DoT concerned at delay on number portability The Department of Telecom has warned cellular operators that it will be forced to take action against them if they do not do enough to quickly implement Mobile Number Portability. The facility, which was initially supposed to be introduced in January, is already delayed by more than six months. Despite repeated extension of deadlines over the past one year, so far only 14 per cent of the mobile networks across the country are ready for the introduction of MNP. At a meeting with the operators held recently, the DoT expressed its concern over the slow pace at which the operators are moving to test their networks. Number portability allows users to change their mobile operator without having to change their phone number. The system was supposed to be implemented by June-end but going by the current status, the facility will not be available before next year. Status update On an all India basis only about 14 per cent testing has been completed and 36 per cent is in progress. In 50 per cent of the networks, testing is yet to be done. “It was noted with deep concern that some service providers have not been submitting the status update of MNP testing despite repeated reminders. Non-submission of information will be taken seriously and the DoT may be forced to initiate action,” said an internal DoT note. While the private players are slow with the testing, state-run BSNL and MTNL have not even set up MNP gateways. BSNL has assured that it will set up all the gateways by July 18 after which it will start the testing process. But MTNL has not even issued the purchase order for the gateways. It will take the supplier at least four months to commission the gateway which means that even if MTNL purchases the gateway by July, it will not be ready for testing before October. MNP cannot be implemented until all the operators networks have been upgraded and tested. Meanwhile, the DoT has directed the operators to meet every week to sort out testing issues. The revised one as per DoT is MNP -Multi Number Postponability.- Even those jokers cant count how many times they postponed the dates of implementation ..
