Please pour in here all your comments and information about Shyam Telelink. http://www.rimweb.in/forums/index.php?s=&a...st&p=107365 Shyam closes in on Rs 5,000 cr infra-sharing deal with RTIL NEW DELHI: In what could be the first active infrastructure sharing arrangement in the country, Russian communications major Sistema-controlled Shyam Telecom is learnt to be in advanced talks with Reliance Telecom Infrastructure Ltd (RTIL), Reliance Communications’ hived off tower arm, for a Rs 5,000-crore deal spread over 10 years. As per the arrangement, Shyam Telecom will offer mobile services by riding on RTIL’s infrastructure, both active and passive, for 10 years. Shyam was recently allotted CDMA start-up spectrum across 12 circles, covering 16 states. This deal will enable the CDMA operator to launch operations without setting up its own network. The Shyam-RTIL model could be the first of more such deals as new entrants try to save on time taken to set up and roll out networks across the country. Other new players such as Datacom, Unitech, S Tel and Loop Telecom are also learnt to be exploring such business models, which offers them ready-to-use quality telecom infrastructure, which in turn, enables them to reduce their time-to-market and accelerate their network deployment. Industry experts say that roll-out dates can be advanced by as much as 8 - 12 months if new players adopt this model. The entry of several new players, which opens the potential for many such infrastructure sharing deals in the coming months may also result in stand-alone tower firms such as RTIL, Indus (a tower JV between Bharti, Vodafone and Idea) and Bharti Infratel justifying their high valuations. In July last year, RTIL had sold a 5% stake in the company to seven investors for Rs 1,400 crore, and earlier this year, the company had filed for initial public offer (IPO), to sell a further 10% for about Rs 5,000 crore. In December, 2007, a clutch of international investors lead by Singapore government’s investment arm Temasek picked up between 8% to 10% stake in Bharti Infratel for $1 billion, which values the company between $10-$12.5 billion. The DoT had last month allowed Indian telecom companies to share their active infrastructure, which includes all key electronic components including antennas, feeder cables, nodes, radio access network, transmission systems and backhaul, with the exception of radio frequencies. Prior to March, 2008, telcos here were could only share passive infrastructure such as towers, repeaters, shelters and generators. Shyam Telecom is amongst the nine new players who were recently granted telecom licences. The Shyam-RTIL deal will be different from the Tata-Virgin Mobile JV, which is a pure marketing arrangement, where the revenues will be collected by the Tatas. Besides, the Tatas are using the Virgin brand name under a licence agreement. On the other hand, unlike Virgin, Shyam Telecom holds a pan-India telecom licence and has also been allotted start-up spectrum by the DoT. When contacted on the issue, RTIL sources confirmed the development. It is also learnt that as per the deal, Shyam-Sistema would also be able to offer roaming services in those circles where it does not have operations. This would be the first inter-operator roaming in the Indian CDMA space, sources said. @ksh@T 20 Report post Posted April 22, 2008 well the company is quite good in its landline customers the voice clarity is superb . . .it was the major holding company in Oasis Cellular, which was latter purchased by airtel . . and rebranded it to AirTel. Sistema said in January it had bought a 51 per cent stake in Shyam and entered into a call option that would allow it to boost its stake to 74 per cent over a set period of time. Sistema said in a statement that it had signed an amendment to the option which gives it the right to accelerate the purchase of additional 21 per cent stake at any time. @ksh@T 20 Report post Posted July 5, 2008 Shyam Telelink selects 3 vendors for equipment JAIPUR: Jaipur-based Shyam Telelink Limited (STL), the telecom subsidiary of Russia’s Sistema, is planning to invest $5 billion over next year to launch its services in 19 telecommunication circles across 27 states in India. STL CEO T. Narasimhan told ET that the company is eyeing a subscriber base of 60 million by 2017. “We are planning to start our roll out from Rajasthan in September 2008 followed by launching services in all spectrum allocated circles. The department of telecommunications (DoT) has allocated the CDMA 800 MHz radio frequencies, ahead of other new entrants. The first stage of roll out will be completed by March 2009 covering 94.5% population of the country,” he said. The company has chosen three vendors for supply of equipment to construct mobile network across the country. The vendors — ZTE, Alcatel-Lucent and Huawei Technologies — have been chosen in a closed tender. In a regulatory filing, STL said that these vendors each vendor would be allocated a certain geographical region for the deployment of the equipment. “The contract includes equipment delivery (including base stations, main radio-and switching subsystems and other auxiliary equipment) and provision of services related to network design, installation, start-up and commissioning,” the filing added. Mr Narasimhan said that this pan India plan is ambitious and the company is rapidly ramping up manpower acquisition. “The launch of our services will generate direct employment to more than eight thousand professionals and indirect employment to at least a million people,” he said. The company owns a developed telecommunications infrastructure in state of Rajasthan, which includes 4,000 kilometres of fibre-optic lines. The firm migrated to unified access licence in November 2003 and has been providing basic as well as mobile telephony services in Rajasthan. STLL operates under the brand name "Rainbow" in Rajasthan, and offers voice, data and image services. Sistema announced that Shyam Telelink Ltd had received radio frequencies under CDMA 800 MHz in four additional Indian circles. As a result, Shyam Telelink now has spectrum in 19 circles. The Department of Telecommunications has allocated CDMA 800 MHz radio frequencies to Shyam Telelink, Sistema's subsidiary, in four Indian circles, Gujarat, Karnataka, Kolkata and Orissa, which comprise 14.1 per cent of the Indian population (159.6 million people). Shyam Telelink now has spectrum in 19 circles, covering 27 states with a population of 1,066.5 million. Sistema Group of Russia is the major stake holder in STLL. In September last year, Sistema acquired a 10 per cent stake in Shyam Telelink Ltd. This was followed by the signing of a share purchase agreement in October for the acquisition of an additional 41 per cent stake. The deal was closed in January, resulting in Sistema raising its stake to 51 per cent in STLL. Sistema owns a 73.71 per cent stake in the company. Sistema is the largest public diversified corporation in Russia and the CIS, which manages fast-growing companies operating in the consumer services sector. In the past also they have done the same..making big promises and then never keep it...like listing of shyamtelelink . anyghow if any of you have this script...i,m a buyer at Rs. 10...my address is jmen9attherate of rediffmail. thanx. @ksh@T 20 Report post Posted September 5, 2008 Finmin sniffs an FDI breach by Shyam Telelink NEW DELHI: The finance ministry has served a show-cause notice on telecom player Shyam Telelink, in which Russian communications major Sistema has a majority stake, for hiking the foreign investment in the company to 73.97% without obtaining government nod. The ministry has pointed out that Shyam could not have hiked its foreign holding without the approval of the Foreign Investment Promotion Board (FIPB). Shyam had the FIPB approval for only FDI hike of only up to 51%, it said. The company had issued 200 crore equity shares in June 2008 (148. 2 crores to Sistema and 51.8 crore to Indian promoters), which takes the paid-up capital of the company to about Rs 2,500 crore and the foreign holding to 73.966%. The company then approached the FIPB informing the board that its FDI limit had gone up 73.97% and that this should be taken on record. The issue, however, has set off alarm bells in the finance ministry since telecom is a sensitive sector. “In this regard, it is further stated as per extant FDI policy in telecom sector, FDI beyond 49% to 74% is allowed with prior approval of the FIPB. Therefore, you are requested to clarify how the company has increased the foreign equity up to 74%, without approval of FIPB,” the ministry said in a communication to the company. When contacted, sources in Shyam told ET that there was no question of any violation. “We have not got any such communication from the finance ministry. Shyam is not in any violation as the company had already obtained the FIPB nod to have foreign holdings up to 74%,” they said while there was no formal comment from the company. Top executives of the company also alleged that its competitors could be behind this episode. “We have recently got pan-India spectrum and the company is gearing up to roll out mobile services across the country. Our competitors may be behind this in an attempt to delay our rollout plans. Established operators view us a threat,” they added. According to government sources, this may be the first instance in the telecom sector where a company had increased its foreign holding without prior approval. The finance ministry is considering various options, including recommending ‘compounding’ by RBI—imposition of penalty—for FEMA violation. If such a fine were to be imposed, government sources said it would be a steep amount as telecom is a sensitive sector. Clearance from the home and external affairs ministries is required to raise the FDI limit in this sector. Approval from these ministries come only after intelligence agencies clear the proposal. They added that post-facto approval can be rejected by FIPB since a violation had already happened. In case FIPB rejects post-facto approval, return of FDI can be sought. Additionally, the company could also face action from the Department of Telecom for the violation. The level of home ministry scrutiny in teleco FDI cases is best explained by the recent instance involving Russian telco Altimo. Last month, the home ministry informed the FIPB that the Russian company was embroiled in lawsuits and faces allegations of fraud, corruption and bribery. It has also said that its parent company, the Alpha Group, is being probed by European anti-money laundering agencies, in addition to being named in the Volcker Report in connection with the oil-for-food scandal. Honest 836 Report post Posted September 25, 2008 Shyam Telelink to start services this month 25 Sep, 2008, 1729 hrs IST, PTI NEW DELHI: Shyam Telelink, a subsidiary of Russian telecom giant Sistema, will be the first among the new operators to get the a pan-India licence to roll out telecom services in both GSM as well as CDMA space from September 30 in Rajasthan. Following Rajasthan, Shyam would start services in the southern circles in the next two-three months, sources close to the development said. Shyam has received a pan-India licence for offering services, with spectrum in all the circles. The company has already set up more than 800 towers in Rajasthan and is also setting up a network across the country to start services, sources added. Shyam received start-up spectrum in the CDMA space on an all India basis, thereby placing it among the likes of Reliance Communications and Tata Teleservices in the CDMA domain. Besides, Shyam-Sistema is also offering bundled handset for Rs999 with lifetime validity. “The tariffs can fall further if the telecom regulator TRAI makes the termination charge cost based, which would be less than 10 paise a minute from current 30 paise and same can be passed on to the customers,” Shyam Group promoter Rajiv Mehrotra said. Termination charge is paid by a service provider to other operators on whose network the call terminates. Even state-owned BSNL had earlier said that termination charge is due for review for long time, and in its absence, the existing operators are getting undue advantage at the cost of millions of subscribers. The services launched under Rainbow brand would offer free calls between the same network for first six months, he said, adding the company would announce various new schemes and offers in the coming months. Shyam Telelink-Sistema is the first operators among nine companies, who have been given new licences in 2008, to start services. The company is planning to start services next in the Southern region. Mehrotra also asked TRAI to ensure that new operators get cost-based mandatory inter-connection from the existing service providers. Shyam Telelink-Sistema has pan-India CDMA licence and was the first company to get spectrum across the nation. Sistema is the majority partner with 74% stake in the joint venture (JV). Launching the services, Chairman of Sistema Vladimir Evtushenkov said: “We consider India as one of the most attractive markets with high potential of growth. This is in line with our global strategy to enter rapidly developing markets and integrate Sistema in the global community.” “Further, India and Russia have traditionally shared a great relationship. Thus, our foray in the country is very logical in terms of furthering the relationship between the two countries,” he added. Shyam Telelink Chairman Vitaliy Savelyev was visibly pleased with the speed of implementation of their plans in the country. Savelyev said: “The Indian telecom space has witnessed tremendous growth in the past couple of years, and we see the trend continuing.” Earlier, Sietema had announced an investment of $5 billion in India, majority of which was for the telecom sector.
