Petition for 'reasonable restrictions' on use of mobile phones

NEW DELHI : The menace caused by cellphones has resulted in a petition to Parliament with pleas for a series of measures including making use of mobiles during driving a "non-bailable and a non-compoundable offence".

The Committee on Petitions headed by senior BJP MP M Venkaiah Naidu is considering the petition seeking imposition of "reasonable restrictions" on the use of mobiles.

The petitioner, whose name has not been given, wanted enactment of a law prohibiting use of such phones or carrying them to places of worship, cremation ground and burial places.

The panel has decided to undertake consultations with a wide cross-section of the society inviting written memoranda. The petitioner is also seeking ban on use of mobile phones or carrying them in public offices.

"Making or receiving private or personal calls during office hours should be an offence punishable with imprisonment and fine," the petition said.

Besides, it called for ban on mobile phones fitted with cameras for the safety of women with relaxation only for professional needs.

In order to ensure that mobile phones are not used while driving, the petitioner wanted cellular phone companies to instal apparatus which would not allow the handsets to function on the roads or while driving.

Jammers and decoders should be installed in educational institutions so that calls on mobile phones could be restricted, it said.

Well, I guess the name of the petitioner must be Mr. Insecure Idiotwale, because the petition is nothing but controlling the public. Banning the use of mobiles while driving is good, because it may result in accident. But others are just spectacular BS. Why not just call a ban on mobiles themselves, and go back to good old landlines?! As per carrying the phones to "places of worship, cremation ground and burial places", I have already seen this happening at shirdi as well as tryambakeshvar, where you can't carry a cell phone inside the temple (which is personally very rude for me. They should just ask to shut the damn thing off and if anyone is caught, then some fine can be applied to him).

The fact that this becomes a national news is sad in itself. (And Honest, buddy this is not against you :) )

Panel to study possible limits on camera phone use

Ban on camera phones?

Jail for government officials making or receiving personal calls during office hours?

These may sound bizarre but are just some of the recommendations being examined by a Rajya Sabha committee headed by BJP leader Venkaiah Naidu.

The committee, which will study these recommendations before it frames norms on restrictions on use of mobile phones, is also considering if consumers should be mandated to take a licence for mobile phones and that too, only for professional purposes. It is also looking at a blanket ban on usage of mobile phones in public offices.

The justification for considering a ban on camera phones is ensuring safety of women and non-violation of their privacy. Mr Naidu-led Committee on Petitions is examining a ‘petition for imposition of reasonable restrictions on use of mobile phones’ which includes other issues such as making cellphone usage while driving a non-bailable and non-compoundable offence.

Its also looking at whether telcos can install apparatus along roads and highways to prevent calls from being made or received while driving. Other issues include regulation on barring mobile phones at places of worship and cremation & burial places and prosecution for students using mobile phones in schools and colleges.

Needless to say, this has set off alarm bells in the industry. “We will be sending our formal protest to some of the issues being considered by the committee next week. If such norms are introduced, it will mean a huge setback to the booming telecom industry,” said AUSPI secretary general SC Khanna. AUSPI is the industry body representing CDMA operators.

A section of the industry is also appalled at the nature of punishments being considered by the committee. “We are extremely concerned with some of the proposals as they can have a direct bearing on our business. The youth is a large segment for telcos but the parliamentary committee, in addition to examining a ban on mobile phones in schools and colleges, wants them to be prosecuted if they violate the ban,” said an executive with a telco.

The Cellular Operators Association of India (COAI), the body representing all GSM players, will soon make representations to the government against some of the proposed norms. The body is studying the proposals and would make detailed representations soon, COAI’s director general TV Ramachandran said.

Handset makers say that about 30% of all mobile phones sold in India today come with a camera. For Indian consumers who don’t possess a digital camera, it’s their mobile phones that they use for clicking pictures, and any ban on such phones would only deny this segment of this option, handset makers add.

This is like a nightmare! I'd like to file a petition to get the people suggesting and considering stuff like this to be imprisoned and fined! Nay... thats too good... they should be flogged as well... who do they think they are... $%$@!*%@!... :censored: Wasting public money discussing such utter nonsense...

PS : Guess we'll all catch this guy and shove a cam phone up his bum ... maybe one that has an exploding battery, hang him upside down from a "ROADSIDE" tree - where there's network and then flog him - with each member giving one flog. Then let him run amok to run da show at the RS again !!! Darn~!!
