Noida phones jammed with action against illegal towers

With civic authorities sealing illegal mobile towers, telecom services in Noida which falls under Delhi telecom circle, have been severely affected. Things could become worse for mobile users in Delhi telecom circle if authorities in the Capital and that of Gurgaon, Faridabad and Ghaziabad decide to follow suit.

Of the 600-odd mobile towers in Noida, around 250 have already been sealed, while authorities have started a survey to find out if any more illegal towers are there. This sudden action against illegal towers has left operators in a fix as subscribers in Noida are facing serious connectivity problem for the past four days.

As per the guidelines, an operator has to take certain clearances before installing a tower, which includes structural safety clearances and no-objection certificate from resident welfare associations.

Noida authority charges Rs.1-lakh fee per tower with all these clearances. And in case if a tower is installed before taking go ahead from civic authorities, Rs.1.5 lakh has to be deposited within a stipulated time along with all necessary clearances.

According to a senior Noida official, it is here that the crux of the problem lies as mobile operators installed towers without taking clearances and now the authorities are sealing all illegal towers.

On the other hand, mobile industry associations are crying foul, alleging that the civic authorities did not give them time or notices before taking action. To get immediate relief, they are even contemplating moving court to end the sealing drive. Even the Telecom Regulatory Authority of India (TRAI) was approached but operators failed to get any respite.

However, Noida episode could be a tip of an iceberg as industry officials reveal that in Delhi as well as other townships, over 50 per cent towers operational today are illegal as they have come up without proper clearances. In Delhi alone, of 4,532 mobile towers, 2,517 are illegal, while the situation is equally bad. If action is initiated against all illegal towers, it would leave over 1-crore subscribers in the Delhi circle badly hit.

Gosh... this is bad. :Equivocado: I wonder what the statistics are like for Poona. Considering that a lot of towers are required in dense cities, the fee sounds bit steep...

HC directive on mobile towers

LUCKNOW: The High Court on Wednesday directed Noida authorities to unlock the seals of mobile towers after due inspection and if they are found to have been installed as per rules and norms. A number of mobile towers standing in residential areas were sealed by Noida Authorities on finding them illegal.

The order was passed by a division bench of Justice Pradeep Kant and Justice Rithu Raj Awasthi on the petition of Indus Towers, an agency involved in installing mobile towers. It was contended that after following every rule and regulation, the petitioner had installed these towers.

The court directed the petitioner to approach Noida authorities with all documents, which shall act within 24 hours. Mobile services in Noida were hit, especially in residential sectors 29-35 and industrial sectors 2-12, after the authorities had launched a crackdown on “illegal” mobile towers and sealed 193 out of 576 towers. A similar crackdown was started in Delhi as well and 40 towers were sealed.

After Noida, Ghaziabad to take action against illegal mobile towers

Following on the footsteps of the New Okhla Industrial Development Authority (NOIDA), the Ghaziabad Development Authority (GDA) too has started the process of checking on the number of cellphone towers in the district that have not been duly approved by the authority.

Officials at the GDA confirmed that appropriate action will be taken against the contractors operating the mobile towers without being approved as per regulations.

GDA officials will soon undertake a survey of the district for such mobile towers. “We have not decided when the survey would start, but the date will be announced soon. Illegal towers have no place in the district. The public may face some problems with cellular services but the step is inevitable to free Ghaziabad of unauthorised structures,” added Narendra Choudhary, vice-chairman, GDA.

According to the records available with the development authority, there are 615 towers in the district. “There are 185 towers of Airtel, 177 mobile towers of Vodafone, 50 towers of Dolphin and 163 towers of Idea. Reliance has 12 mobile towers, while BSNL has 11. Essar has four mobile towers and Tata Indicom has 13 towers in the district. All of them will be affected. According to our records, BSNL has submitted the documents needed for our approval only for four towers,” a senior GDA official said. Chief architect G S Goyal is heading the survey project.

Airtel has 185 towers, and RCom and some other operators have only around 12? What gives?    :confuse:

^^^ that shows how cost effective is CDMA. 180+ towers for GSM v/s just 12 towers for CDMA :Sorprendido:

I know that CDMA towers can handle more traffic, but the difference cannot be this big... not even close to it! Also, both RCom and Tata now have GSM too... how does one account for that? Or is it that in Ghaziabad, the operators with fewer towers have fewer subscribers? But again I can't imagine the difference will be so big! :confuse:

Most illegal telecom towers to be regularised in Delhi

NEW DELHI: The capital's mobile users can heave a sigh of relief for now. The Municipal Corporation of Delhi (MCD) Friday said it would not compromise connectivity and would regularise most illegal telecom towers.

The final call on the issue will be taken Feb 9.

The MCD estimates that there are around 2,500 illegal towers in the national capital which provide access for various telecommunication services.

"The main thing is that we have to see how to solve the problem without disrupting services," said Meera Aggarwal, a member of the sub-committee looking into the issue.

Aggarwal said an initial survey, carried out after the sub-committee was formed at an MCD Standing Committee meeting Dec 16, 2009, found that while around 2,000 towers were raised with permission, nearly 2,500 were illegal, including those pending approval.

Last week, the administration in Delhi's satellite town Noida sealed 125 illegal structures, following which mobile phone users faced a harrowing time with call drops and poor connectivity. The situation was no different Friday.

Aggarwal said the MCD would take no such action.

"There will be no such drastic action of sealing all unauthorised towers. We are mulling over a plan to regularise most of the towers for which authorisation is pending with the MCD," she said.

"We may have to seal some towers against which there are complaints or haven't followed procedures. But we will try to ensure connectivity isn't affected."

The final report of the committee will be submitted at the standing committee's next meeting scheduled for Tuesday.

Deseal mobile towers in two days: high court

Cellphone users in Noida who subscribe to Idea Cellular Service will soon get their network back.

On Friday, the Allahabad High Court, in a writ petition filed by Idea Cellular Services has directed the Noida Authority to deseal the towers within 48 hours and gave time to the company to submit a proper application.

Noida Chief Town Planner, Tribhuvan Singh, told HT from Allahabad, “In a petition filed by Idea Cellular Services, the Allahabad High Court Bench of Justice Pradeep Kumar and Justice Y.C.Gupta has ordered the authority to deseal 16 towers of Idea within 48 hours.”

“Court directed the petitioner Idea Cellular to submit a proper application with all necessary NOCs within three weeks. If the company fails to submit the same within this period, the authority can take any action they may feel appropriate as per law,” said Singh.

“I have directed the staff to deseal the Idea towers,” he added.

“Out of 224 towers sealed earlier, 14 were desealed as they had produced proper documents. Today, no desealing was done,”said Singh.

Now, on the same pattern, other service providers will also file a petition and get towers desealed.

The officer said companies will be given sites at community centres and green belts.

Subject to technical feasibility, installations at police stations were also being considered.
