BSNL To Offer Landline To Landline STD Calls At Local Rates

After Triggering price war in the 3G Mobile and Data service, India’s National Telecom Back Bone Bharat Sanchar Nigam Ltd (BSNL) has now come with another groundbreaking offer for its Landline subscribers in India.

According to BSNL Chennai website, from 1 December 2010, BSNL Landline subscribers (except PCO) can make STD Calls to any Landline phone of any network across India just at Local rates, i.e.1 or1.20 (depends on customers Landline Plan) for 3 minute (180 seconds) as by default tariff without any pack.

Presently the STD Call pulse rate is 120 seconds (2 Min).BSNL is largest landline service provider with 35.1 million Basic Phone subscribers i.e. 85 per cent share of the subscriber base and 92 percent share in revenue terms connecting 602 Districts, 7330 cities/towns and 5.6 Lakhs villages in India.

As of now MTNL provides STD calls at local rates for calls generated from MTNL Mumbai Landlines to MTNL Delhi Landline subscribers and vice-versa.

But there is no such benefit to call other operator's landline phones at local rates.

Hope after the launch from BSNL, our MTNL too will start the same for its subscribers. :)

No information in main BSNL website.

BSNL Chennai and BSNL Kolkata are treated as separate profit centres and has certain level of independence in offering of tariffs. So this offer could be limited to Chennai circle only.

KOLKATA: State-run BSNL upped the stakes in the telecom tariff war on Tuesday with the announcement of flat local rates for all inter-state calls made using its fixed landlines, signalling that the end of the subscriber trunk dialling (STD) era is drawing near.

BSNL said that calls made by its subscribers to landlines of any operator across the country will now be treated as local calls and charged at the rate of Re 1 for every three minutes, without any tariff voucher or special scheme.

This could be a game-changer in the highly competitive Indian telecom industry, as STD call rates were substantially higher than local call charges, since they were based on the distance between the caller and receiver.

"From December 1, all BSNL fixed line customers will be able to call any fixed or wireless local loop (WLL) customers across the country at the same cost of Re 1 per three minutes," BSNL's chief general manager for the Bengal Telecom circle, Soumya Ray, said.

However, calls made to non-landline numbers on other operators' networks will be charged at the rate of Re 1 per 1 minute pulse.

Calcutta Telephones CGM A K Garg said a customer earlier had to ask for the STD facility if it was not activated on their landlines. "However, we are going to review it, as now there is no tariff issue," he said.

Garg said the new scheme will help BSNL arrest the decline in demand for landline connections. BSNL lost around 40,000 landline connections in the Calcutta Telecom circle last year.

BSNL should have launched so many such schemes when the surrender of LL phones are heavy.. Atleast that KumbhaKarna seems woke up now... I am waiting for BSNL LL to be included in FREE CUG with cellone postpaid connections.. Another good scheme to avoid surrenders is PPS scheme, 1p/sec Local/STD, but I am NOT sure BSNL will implement this or NOT..

So finally they have realised the they cannot charge a premium, esp. for a substandard service.. For quite some time Local and STD have been the same on the majority of mobile plans. What is interesting is that the tariff is valid for non-BSNL fixed (and WLL) phones.

This offer along with 'Pyari Jodi' offer where landline customers can now take a free SIM card and make unlimited free local calls to his/her landline/WLL number are desperate attempts on the part of BSNL to save landline phone. This is apparent from MOS Sri Pilot's observation on the day of launch : "The aim of this promotional plan “PYARI JODI” is not only to boost mobile business of BSNL, but also arrest steep decline in the landline business."

Time will say how these steps will be successful to save landline phone of BSNL.

The pulse is 180 secs or 3 mins for STD and they will charge Re.1 or Rs. 1.2 according to the plan. So it is more like Pay Per Call plan that Reliance offer? Now did I tell you guys that I have had a BSNL LL connection since the last 10+ years? :D

Now BSNL is trying hard to arrest surrender of Landlines... Good, but a very VERY VERY LATE move..

1) They should have launched Prepaid type schemes earlier for subscribers coming for surrender and transferring the deposit amount as prepaid balance.

2) They should have introduced Pay Per Second scheme to their LL.. (The current STD_LL @ Rs1/3min is PayPerCall)

3) They should have some retention plans like private players.

4) They should allow LL numbers to be included in FREE CUG of corporate-mobile-connections.

The above suggestions may be like asking way tooo much from a PSU, but it is a bare minimum req for private players.

BTW friends, I doubt whether pvt LL service providers like Airtel, Tata, RCom will provide this facility or NOT after seeing this scheme of BSNL...

Private players have to follow suit. There's no option left.

After all, BSNL is monopolist in LL segment by a huge margin.

@kanaga,

If you use Calling Cards on any BSNL LL, the tariff applicable is 1ps per sec. (In THE HINDU, I see this advt often in Chennai, not too sure about RoTN and RoI) So you should ideally be a prepaid LL customer and keep your balance low or zero and use Calling cards. Even a postpaid user can use calling cards.

In any case, BSNL has only reduced the pulse from 120 secs to 180 secs. Earlier LL STD calls were charged at 120 secs and now it is 180 secs. The funniest part is that their own BSNL mobiles are being charged at 60 secs pulse for STD calls. Atleast they should have emulated RCOM in providing on net calls at reduced rates. Alas, the babus have been greased thoroughly by the other cellcos to avoid competition. Otherwise BSNL can give all cellcos a very long run for their money.

AFAIK, all private players may be already providing the PPC for STD calls. Correct me if wrong. BSNL is the last in this race.
