if u having saved blob on cydia server or on your pc . then u can downgrade ipad mini.

Sorry Yaar. In your case, the iPad Mini (I thing retina) can not be downgradeble. There is no chance of jailbreak for 7.1 or 7.1.1 Wait for release of iOS8. Then only there is a chance.

No, its not Retina. Will that make any difference to the possibility of jailbreak ?

I bought the old normal ipad mini as i understood it will come with ios7 or lower but on booting it up and checking i found it's got 7.1 already.

No u cant get downgrade now.

if u having saved blobs. We can think. Always use tinyumberella or any other software to save blobs before upgrading. The only way is sell it and get another one running with 7.04 or lower one or wait till jailbreak for ios8 released (I am optimist in this regard)
