Who is going to pay more than TATA?????? Its none.I dont think someone will even pay Rs.200crore.

And on more thing is even though TATA pays 1500crore they will not increase charges for 3Gservices.

And if TATA get more spectrum you can understand what will happen as it is a CDMA network!!!!!!!!!!

This is incorrect .... spectrum is not given in proportion to what one pays.

TATA can bid for and buy only 1 operator's share of the spectrum (i.e. 1/6th).

Also FREE does not mean you can have 100 3G operators .... becoz spectum is a scarce resource. Only a limited few (say SIX) parts of it can be divided and sold in pieces to six operators.

(Also 3G is available only on CDMA at the core (1) WCDMA is the upgrade for GSM, (2) EVDO is the upgrade for 2.5G CDMA)

It can be done thru revenue sharing.

This is a valid argument ... and indeed Finance Ministry is considering this option.

I find it ok .... but still the problem .... WHO will be allowed to participate in revenue sharing.

Those same SIX current monsters .... or new one possible.

How else are 3G operators going to be selected in a market - optimized fashion.

I personally don't support the idea, of all current 2G players be automatically be allotted the 3G spectrum .... with no regard to their past record, efficiency of operations (compared to WORLD standards) etc.

There MUST be mechanism for new (and more efficient) players to take the place of current 2G operators, for 3G

Do you think any new player would like to invest huge amount without prior experience in Indian markets?

I do understand your concern on this aspect but there are lots of contradictions in your observations.

I do not mind old players continuing but new entrants must be encouraged.

If there is a real technical bottleneck such as scarce spectrum can be allotted for only 6 providers then we may go for bidding. But I can bet my 100 dollars that it would be disaster for Indian consumers because providers definitely try to make quick bucks thru unfair practices. With TRAI around the corner Indian consumers will be at the mercy of these affluent providers.

Govt sets up panel on release of army telecom spectrum

The government has set up a committee consisting officials of the department of telecommunications (DoT) and the ministry of defence to release spectrum by the armed forces. Mobile operators are not able to expand their operators and provide good quality of services to their customers due to scarcity of spectrum. A significant part of the spectrum is with Army for its communication needs and it is not willing to vacate it.

At present, the DoT is not processing any new application for licences for mobile services as there is not enough spectrum to be given to the new operator.

Union communications minister Dayanidhi Maran informed Parliament that a project definition team has been constituted by the ministry of defence. The time-frame for release of additional spectrum would be set out by this team. It is expected to submit its report by January 20.

TRAI has also recommended, among others, to make available additional spectrum for the growth of mobile services.

DoT is also in the process of formulating a policy on allocation and efficient utilisation of spectrum in view of it being finite and scare resource. Private cellular operators have been demanding additional spectrum to roll out their networks faster.

Reliance Communications not in favour of 3G entry fee

While supporting the earlier TRAI recommendations on no entry fee for Third Generation Mobile services spectrum, Reliance Communications has said if at all any criteria is to be applied, economic and social benefits of 3G should be the benchmark.

"The Authority in its recommendations on May 13, 2005, had very rightly recommended that there should be no one-time spectrum charges for allocation of IMT 2000 spectrum to the existing service providers.

"The recommendation was based on the consideration that 3G spectrum is viewed as an extension of 2G spectrum and service neutral approach as recommended by TRAI on unified licensing.. this recommendations was based on sound logic and should be reiterated," RCL said in its presentation to TRAI.

Ratan Tata, Tata Group head, had earlier recommended that an entry fee of Rs 1,500 crore should be put on 3G spectrum.

GSM-based cellular opoerators have all along been opposing any entry fee on 3G spectrum, fearing escalation of cost.

It said that if any criteria is to be selected, then the spectrum pricing should be based on the consideration of economic and social benefits of the 3G services rather than revenue to the Government to fund requirement of refarming or demand-supply situation.

The key objective should be not to earn revenue through sale of spectrum but to achieve growth in wireless services, it said.
