Trai Urges Operators To Improve Quality

Facing a huge list of complaints including call drops and congestion, the Telecom Regulator has asked the operators to improve interconnection and stem further deterioration of phone services. ''In the last two years, there has been an exponential growth in cellular mobile services. However, the provision of interconnection has not kept pace with this growth, leading to an increase in inter-network congestion and poor quality of service to the customers,'' Trai pointed out.

The regulator has noted that the network conditions have also deteriorated due to the inability of the mobile operators to set up adequate towers and cell sites in cities.

Trai released a report on this problem with specific reference to Lutyen’s Delhi on September 1, 2005 and would shortly release a report on this problem vis-à-vis other cities of the country.

Presently there are 47 million fixed line connections and 65 million mobile connections. In the fixed line arena, BSNL and MTNL are the incumbents in their respective areas of operation and continue to enjoy the dominant service provider status in the domain of fixed line services.

For example, BSNL controls 79 per cent of fixed line share in the country. On the other hand, in the mobile telephony space, Airtel controls 21.4 subscriber base followed by Reliance with 20.3 per cent, BSNL with 18.6 per cent, Hutch with 14.7 per cent subscriber base (as per June 2005 data).

Interconnection has to be available between all the operators.

From the numbers and the market shares indicated above, it is evident that when it comes to calls between mobile and fixed line customers and vice versa, connectivity of all the networks with BSNL in particular becomes crucial.

In the case of mobile to mobile calls, interconnectivity of various networks with each other and in particular with those who have a large market share becomes important.

Accepted Reliance did have a real strong hold a couple of months back, which is not the situation today. A customer does not really care if he spends a few paise more if he gets value of service.....

Somehow reliance is acting and exhibiting patterns suggesting .... "I have these many customers bound by a handset... so why should i worry.." but unfortunately it is not too tough to chuck a handset and look beyond it.

This move by Trai is commendable!

Service hit by poor quality and increasing congestion: TRAI

The Telecom Regulator today said that service providers are not meeting some of the quality benchmarks and congestions between networks and cellular mobile operators still exist.

TRAI also said that the congestion is prominent amongst cellular mobile operators.

In about 193 locations the, POI congestion level is more than 10 per cent and in about 72 places the level of congestion is 40 per cent or more.

TRAI has, therefore, issued on November 29, 2005 directions to all Cellular Mobile Service Providers to ensure, by December 31, 2005, that the Quality of Service parameters, including the level of POI congestion, in its network should be strictly within the benchmark laid down by the Authority.

TRAI had issued a Quality of Service (QoS) Regulation in July 2000. This was subsequently modified in July 2005 so as to benchmark various QoS parameters including Point of Interconnection (POI) Congestion for Basic and Cellular Mobile Services. TRAI has been monitoring the performance of the Quality of Service of Basic and Cellular Mobile Services, against the benchmarks prescribed by the Authority for various QOS parameters, through Quarterly Reports submitted by the service providers.

TRAI has also been monitoring the level of congestion at the POIs between the service providers on a monthly basis so as to ensure effective interconnection between the networks of service providers. The benchmark prescribed by the Authority for the parameter POI Congestion is less than 0.5 per cent.

The Performance Monitoring Report of Cellular Mobile Service Providers for the quarter ended September 30, 2005 shows that all the service providers are not meeting some of the QoS benchmarks in some of the circles.

The POI congestion report for the period July-September, 2005 also shows that there has been increasing congestion between the networks of cellular mobile operators.

Meanwhile, the Regulator has extended the time limit for comments on Consultation Paper on Amendment to Tariff Order of October 10, 2004 on Broadcasting and Cable TV Services.

TRAI issued a Consultation Paper on November 7 2005 on Proposal for Amendment to the Tariff Order of 1.10.2004 on Broadcast and Cable Television Services.

The consultation paper was placed on TRAI’s website www.trai.gov.in and it covered a number of issues relating to tariffs such as provision of channels as separate channels and not as a bouquet, pricing of channels launched after 26.12.2003 and pricing of channels which migrate from one distributor to another etc. Comments of the stakeholders on the Consultation Paper.

TRAI has received requests for extension of time from some stakeholders for sending comments. Keeping in view the importance of the issue and the need for wider participation of stakeholders in the consultation process, TRAI has decided to extend, the last date for sending comments on the Consultation Paper by 9 days. The last date for sending the comments by stakeholders will now be December 9, 2005.

BSNL responsible for congestion: TRAI

BSNL is mainly responsible for the increasing congestion between networks of cellular operators on points of interconnection (PoI), a main reason for poor call quality, regulator TRAI has said in a report.

Worst case scenarios where congestion level on PoI is 40 per cent or more have been experienced across the country from Patna to Patiala and Chennai to Chandigarh.

In all these places, BSNL has PoI problems with operators Bharti, Hutch, Idea, Aircel, Reliance Infocomm and Tata Teleservices, according to the Network Congestion report of TRAI for September.

The congestion at the PoI level of service providers is benchmarked at less than 0.5 per cent as per TRAI's QoS regulation.

In a number of areas, the degree of congestion is increasing between the operators alarmingly and is far more than this benchmark.

The PoI congestion report for July-September shows that it has been increasing. In September, at 193 locations, the PoI congestion level was over 10 per cent and worst affected locations were spread across the country.

BSNL seems to have maximum PoI congestion level with Bharti and Tatas.

In a multi-operator environment, the issue of efficient and adequate interconnection between operators is very important, TRAI said.
